Middlekauff RDM:amb Enclosure WEST VIRGINIA, Chapter 3, Article 8 Regulation and Control of Elections While Section 3-8-2 and 3-8-5 require candidates to file reports with the Secretary of State, Section 3-8-4 permits a candidate to designate someone to act for him by filing a written statement with the Secretary of State 60 days prior to the election. If such a statement is filed, it would appear that the designee- not the candidate himself-has the obligations to make the filings under Sections 3-8-2 and 3-8-5. NORTH CAROLINA, Chapter 163, Article 22 Corrupt Practices Section 163-263 requires a candidate to file an expenditure and contribution report 10 days prior to a primary. No such require- ment exists regarding filings prior to the general election. MASSACHUSETTS, Title 8, Chapter 55 Disclosure of Campaign Expenditures and Contributions The treasurer of any politcal committee organized on behalf of the President has the responsibility for filing a statement of receipts and disbursements, at Section 16 (c). A clear distinction is made in Section 17 between candidates for lesser offices (who must file the reports themselves) and candidates for President and Vice-President (who are covered by reports filed by committees on their behalf).
