Requirements of the Federal
Election Campaign Act of 1971
This is to call to your attention the provisions of the Federal Election
Campaign Act of 1971 (which became effective on April 7) that require
every Presidential candidate to file with the Comptroller General a
detailed report of contributions received and expenditures made.
These reports are required four times a year and also on the 15th and
5th days preceding the date of any election, primary election or
convention in which the candidate is running. Negative reports must
be filed if the candidate neither receives contributions nor makes
expenditures during the reporting period.
To comply with the Act in the easiest manner and to assure that no
technical problems arise in this still unsettled area of the law, it is
recommended that you not personally accept any contributions or
make any personal expenditures. If this procedure is followed, all
of the numerous reports that you must file will be negative reports.
Given the fact that these reports will be publicly scrutinized, you
may wish, however, to give some consideration at some time during
the campaign to having the record indicate that you have expended some
of your personal funds in the re-election campaign.
The new law further requires that each report be signed personally
by the candidate and verified by a notary public. The Comptroller
General has ruled that the candidate cannot authorize anyone to sign
the report for him. Therefore, we will be sending each of these
negative reports to you as they become due and suggest that Rose
Woods notarize them. The first four reports are attached for your
signature at Tab A.

There may also be certain state disclosure reports requiring personal
signature. A list is currently being compiled and, at the appropriate
time, the necessary state forms will be sent to you in the same manner
as the federal forms.
NOTE: When the Congress realizes the enormous amount of paper
work they have created for themselves -- as well as for Presidential
campaigns -- they may very well ask themselves what in the hell
they've done, and seek legislative relief!
