Kissinger 1) Plass 5 goodporten MEMO TO RN for info From Buchanan/Ex Tom Huston December 14, 1968 @file 2 TALKED WITH HUSTON RE SENIOR MILITARY OFFICER TOSERVE AS NUMBER 12 man at CIA. The first recommendation of Huston's contacts and Huston is that Admiral Rufus Taylor be kept. Honest, Top-Flight Administrat- or, and excellent man on the Job. If Taylor continues in his wish to retire, the following were recommended. Admiral Showers (Donald), who is asst. Chief of Staff for Plans and Programs, and comes highly recommended. He holds the number four job in DIA, the Navy's highest ranking intelligence officer. Also, his training is as an intelligence officer, and this is vitally important in this job. You must get someone who is known and respected in the intelligence community, because of his dual functions as in-house Administrator, and coordinator General James Stewart, Air Force, heads up the MOL Program; he runs the operation to develop and deploy MOL, has been successful in working pout problems into which the program has run. MOD is the most heavily budgeted single item in DDR & E. He is an excellent administrator---his weakness would be that he is not htoroughly known in the intelligence community. Huston says to be a little leary of Air Force types--because the AIR FORCE is currently trying to take over aerial reconnaissance, which is today the most serious of the inter-service rivalries.) However, Huston thinks that Stewart or Showers would make a first-class choice. Third f fellow is Army General John Davis, suggested by a friend of Huston's whose judgment he respects. At one time with NSA--he is a guy you would want to look into, if you go further than the first two. Fourth Choice is General Robert Glass--again Army. Number Three man at DIA, chief of staff. Some of Huston's people at DIA give him high marks for competence and fair-mindededness. If one of the others doesn't work out---get a better reading on this guy. Huston's first choices are Showers and Stewart. There are loss of first-rate general officers floating around, but they don't have the intelligence background. Definitely Stay away from Servic intelligence types, with an ax to grink for their own particular service. General McChristian---don't have anything to do with this guy. He is a self-promotoer from Westy's staff. Set up the In- telligence Community in Vietnam, over did it, according to TCH's intelligence. Important that the choice be a) fair-minded and even-handed, because the Number 2 man at CIA sits on the United States Intelligenc Board, and in the absence of Helms he XXXES chairs it. Everyone thus has to have respect for his intelligence background and for his fairness. I trust you two will get together and decide how it should be handled. RN wants a careful and detailed analysis made of the election results for the purpose of determining what was, and what was not, effective in our various campaign techniques and strategies. The purpose, of course, would be for future planning. Some of the specific questions or areas that he wants studied are: 1) The effectiveness, or lack of it, of our advertising--our slogans, our television spots, etc.. 2) The question of why Humphrey rose so fast in the last two weeks, with an especial look at the way the east softened up, as well as the situation in Illinois and California where we were way ahead earlier. 3) The question of why we closed so strong in the south. 4) He feels that we were probably right to start fast and strong, as we did, but perhaps that we tried to stay high consistently for too long. Possibly we should have hit them hard in the beginning and then dropped off--and closed hard. Some analysis of this evaluation would be helpful. 5) He has the feeling that our television documentary did no good in winning votes, that it probably only affected intellectuals whose minds were already made up. Can we determine whether this is the case? November 27, 1968 6) He especially wants a thorough study in New York, for instance in Nassau County where we did not do nearly as well as we should have. He also wants a study in Massachusetts, where at one point we thought we night win, but then lost 2 to 1. Then the question of why we took Ne N Jersey and lost New York and Connecticut. 7) He also wants an analysis of the complete television coverage of the campaign, and the fact that the form of reporting may have hurt us. For example, the news showed Humphrey as a loveable underdog. Did we handle this a lequately? 8) He wants an analysis of what really happened to the Wallace vote. These are some of the kinds of questions RN has raised. It is my feeling that we should get some astute political scientist to work on this matter quickly, before everything in the way of ginal material disappears. One thought that comes to mind is George Grassmuck. RN had suggested Joe Batchelder. There is also, of course, the question of funding this. Perhaps some external source would be interested in doing it for historical purposes, or perhaps we should use Republican National Committee funds so that the infor nation is our private property. In any event, the project should be launced, and I trust the two of you will see that it is. MEMORANDUM November 22, 1968 TO: KEVIN PHILLIPS FROM: BOB HALDEMAN RN raised several questions regarding your specific memorandum summarizing the Presidential returns by state. Specifically, he notes that Pennsylvania, Florida and Maryland absentee ballots are still missing, and he would like you to check directly with the Secretary of State in each of those states to find out when they will have these figures. He was concerned that in the case of Pennsylvania you indicate that it is a 100% tabulation, but since it came from AP November 9th it cannot be because they did not count their absentee ballots until the following week. It is also not clear in the case of Alabama as to whethe r the UPI figures include both Democratic slates for Humphrey or only the official slate. Could you please review these points and any other areas of confusion, and try to clarify RN's questions. Dear Mr. Evans, First of all, congratulations to Dick Nixon and to you on the results this past Tuesday. It certainly was a close and difficult contest and is a wonderful victory. I didn't breathe freely until about 10 0' clock yesterday morning when the outcome became definite. Mr. Nixon has a great opportunity and I am certain that he is going to do an excellent job. You were nice enough to 'phone me recently in connection with a comment that Paul Davies made to you regarding the post of Secretary of the Treasury. I appreciated the opportunity of talking with you on the telephone but would really like to be sure that you and Mr. Nixon have the full story on Bill Martin before the latter reaches his final decision on this subject. Certainly the question of the soundness of our currency and respect for the dollar in the overseas markets is of primary importance. This is, I believe, one of the new President's most weighty problems. As I mentioned to you on the 'phone, I honestly believe that if we could per- suade Bill Martin to take this job, it would be definite proof to everyone in the United States as well as abroad that the dollar was going to be maintained on a sound basis. In addition, I think that the appointment of Bill Martin would materially help in the solution of the balance of payments problem. In other words, my feeling is that his appointment would go a long way towards solving our financial problems and would, therefore, make the going for the new President much smoother. While I don't want to bother you too much about this, the persistent rumors about other candidates being considered for this post lead me to drop you this note to say that if you or Mr. Nixon, or both of you, would have the time, I would be delighted to discuss the subject in full detail. While I have not said anything to Bill Martin on this subject, I would be glad to sound him out unofficially if you or Mr. Nixon cared to have me do SO.
