HIGBY RE: CHRISTMAS TRANSPORTATION FOR MISS JOAN CARROLL At the start of the campaign Joan was brought back here on a temporary basis by the scheduling department to assist Nick Ruwe and others in scheduling operations. During that time she has maintained an apartment and other business affairs in California It now appears she will be joining us on the White House staff one way or another, and it would seem appropriate that she have an opportunity to clear up her affairs in California Recommendation: Transition Committee pay one round-trip transportation for Miss Joan Carroll to allow her to clear up remaining affairs in California. MEMORANDUM December 11, 1968 TO: DWIGHT CHAPIN FROM: BOB HALDEMAN RE: RN APPOINTMENTS & SCHEDULE RN wants to consider making a phone call to the lead Astronaut on the moon shot before they go off on the 21st. He also wants to consider attending debriefing of the Astronauts after they return to earth, and would like to have Lee DuBridge go with him. This should be checked out discreetly, because he does not want to 30 to the debriefing if LBJ is planning to be there. Will you please investi gate and have in mind for schedule planning. MEMORANDUM December 11, 1968 TO: DAVID KENNEDY FROM: BOB HALDEMAN RE: MEETING WITH RN: JANUARY 10th Prior to January 10th, would you please talk to Mr. Gabriel Hauge at Mr. Nixon's request regarding his setting up a meeting with McChesney Martin and Paul McCracken, as well as yourself. The meeting to be held about January 10th. Also, Mr. Nixon would like you to check with Houge on his two recommendations for Under-secretaries. BABCOCK Governor Agnew reportstinat during his conversation with Governor Babcock regarding the Cabinet appointments, Babcock mentioned that he will be in New York area Monday or Tuesday and wants very much to meet with RN at that time. I suspect that by then RN will be ready to meet with him, and therefore you should check this out to see whether an appointment should be set. MEMORANDUM December 11, 1968 TO: PETE FLANIGAN FROM: BOB HALDEMAN RE: PERSONNEL: CHEIF OF PROTOCOL At last reading RN wanted to proceed with Mossbacher as Chedf of Protocol. Could you investigate this for feasibility. Section 631 is in Economic Opportunity Amendments of 1967 Dated: December 23,11967 "(b) It shall be the responsibility of the Council to assist the President in: (1) Providing for the coordination of Federal programs and activities related to this Act; (2) developing basic policies in setting priorities with respect to such programs and activities; (3) resolving differences arising among Federal Departments and Agencies with respect to such programs and activities; and (4) initiating and arranging for the carrying-out of specific actions or projects designed to achieve the objectives of this Act. "(c) The President shall appoint an Executive Secretary of the Council. The Executive Secretary is authorized to appoint and fix the compensation of such personnel as may be necessary to assist him in the performance of his duties. Employees of other Federal Departments and Agencies may be detailed to the Council from time to time to provide temporary assistance." I have much of this analyzed in great detail, but I have not sent it to anybody. I presume that you will let me know if you want any of this material made available."
