Attached are some materials -- resume,
commendations and samples of campaig
work -- from Dick McCormack of our cam-
paign S aff, which, a. his request, I'm
forwarding to you. He has also given
copies to Henry Kissi ger.
He was on our research staff, with special
emphasis on Viet Nam. He's -very eager
to be part of the operation in Washi igton,
but apparently had some difficulties with
Dick Allen during the campaign which he's
afraid may be standing in the way. I
haven't probed into them. In my dealings
with him X I found him extremely bright
and also very sensible. He's also a
self-starter (example: after the EE elec-
tion, on his own hook, he spent a month
living with a black family in a Washington
slum, visiting the schools and talking with
teachers and kids, in order to check out
some ideas he had on improving education.)

1. June 1968 Was nominated by Ambassador Robert Komer, chief of the
in South Vietnam for the post Deputy Science Advisor to CORDS/MIN,
Professor Phillip Worschell. My staff and I were to be responsible Bob coordinating
the research done by RAND, SRI, etc in the field of pacification, and
to be used for trouble shooting assignments.. The position was on a level
and I was to report directly to Ambassador Robert Komer. After

the United States to recruit my staff, I was caught in the Mills Bi -Imposed
hiring freeze on the Pentagon and all other Government agencies and
indefinitely delayed. Reference: Ambassador Robert Komer, currently stationed in
Ankara. Leonard Sullivan: Director ODDRE/ South East Asia, Pentagon.
2. Jan-Aug 1968 Senior Research Analyst- Philco Ford Corporation. Was responsible
for
directing the operations research department in Saigon, RVN. Coord
several
research projects under ARPA (Advanced Research Projects Agency) involving the
pacification program. Received letter of commendation and performance avoid from
Morton Long, Vice President of the Philco Ford Corporation, for my WORK.

Philadelphia.) Wrote speeches, press releases, etc. and drew up the
Paper on Race Relations. Reference: Gene Cowen. Campaign Manager, current.
Administrative and Executive Assistant to Senator Hugh Scott.
4. Oct. 1966-Sept. 1967 Peace Corps Staff Member. Assistant Director in charge 02 U.S.
promotion, School Partnership Program. Organized and implemented a fund raising
campaign which financed more than 400 self-help Peace Corps elementary schools
overseas. Served as trouble shooter on a number of other Peace Corps
such as the Vista Associate project. Received a number of letters or commendation
for my work from Jack Vaughn, Director of the Peace Corps. References: Joseph
Farrell, formerly director of Peace Corps School Partnership Program, consently
Mrector of Selection, Peace Corps' largest administrative unit. Louis
Deputy Director of North Africa, Near East, and South Asia (NANESA)
Peace Corps.
May-Sept. 1966 Summer Job as Researcher for House Republican Conference.
Wrote speeches and papers on Vietnam matters. Consulted with experts such
as Bernard Fall, and South Vietnamese Ambassador Vu Van Thai. Helped
direct the research of 12 summer interns Originated and directed an effort
by 75 Congressional interns to recruit youngsters for Washington's underenrolled
Project Headstart. Efforts received very favorable commentary in all Washington
newspapers. Reference: Dr. William B. Prendergast, formerly director of HRC.
June-Sept. 1961 Volunteer worker among Mexican and Mexican American migrant
laborers, Reference, Rev. Delbert Blong. Guadelupe Parish, La Junes Colorado,
TRAVEL: Europe: three years' residence; East Africa 6 months; East Asia (including
all four Corps areas of South Vietnam, Thailand, Laos, Singapore, Indonesia)
6 months.
Some of my Activities during the recent campaign
L. Drew up a long memorandum analysing the current situation in Vietnam and
its domestic political implications which received favorable comment from
RN. ( Ref. Pat Buchanan)
2. Did an extensive analysis of the Dewey campaign and the parallels noticeable
in our own operation during September. Received favorable commentary from
many staff members. Hundred's of Copies were distributed to campaign organizers
all over the United States. ( ref. Charles Rhyne. Martin Polner)
3. Drew up the rough draft of the Biafra statement, made substantial contributions
to the Middle East Speech. ( ref. Dick Allen, Michael Guhin)
4. In the course of my charter to keep up to date on Vietnam on a daily basis,
I predicted the LBJ bombing halt speech by one month, and contributed to
the major radio address by RN on Vietnam. ( ref. Ray Price)
5. Attended the three day top level conference on issues facing the new
admínistration presented by Hermann Kahn and associates at the Hudson Institude.
