In order to insure the feellost and most effective use of
RN's time-and so that he can be readily available to
those needing to deal with him directly - necessary
to refine and formalije some procedures. at present, there
is frequently considerable duplication and sometimes
contradiction in input to RN - and this often resetts
in multiple output from him - which in turn produces
unnecessay doubling up of effort by members of the staff.
RN is mostanews to devote the maximum posible
amount of allis attention to concentration on the content of
his speeches and statements to be made in the next
five months. He is equally anxious not to be concerned
with details of campaign and political operations waless
it is necessary for him to know something -02 unless
only he can make a decision on action to be taken. He
wges all levels of campaign management to take on
their own responsibilities and execute them without
reference to him ifat all possible.
RN's time will be divided between:
Speech preparation
Personal appearances - live, film, TVradio
Personal appointments
Phone calls
staff meetings
majn decision making
RNwill make the final decision as to the devision of time
between these activities Requests and recommendations must
be properly channeled to receive proper attention by him.

Political norganizational information or decisions - mitchell
Issue positions or statements - Buchanan/Price

In each case, the individual named will first try
to handle the matter himself or refer it to someone else in
the organization for handling.
If he feels it should go to RN- he will ferst obtain
all needed background and check out recommended
response -or listalteratives. He will be responsible
for checking all parties concerned so that RNgetzfull the
story on the first shot.

for a final check on the posibility of having someone
else handle -and to avoid duplication of input. and
to insure prompt response.
Never make a commitment of RN's time to anyone (for a
meeting, phone call, appearance or anything else) until it has
been confermed to you by Chapin or is included on the official

for RN's time or we'll have total chaos. Devight is the one.
He will not make the decisions - but he has total charge of
implementing them.
