Fisher, Chairman, New Detroit, Inc. Created in 1967 at the initiative of Governor Romney and Mayor Cavanagh, New Detroit, Inc. is Detroit's major private instrument for raising private funds for grants to urban development programs evaluated on a priority basis. 8:35 a.m. "Business Response to Detroit Hard-Core Unemployment" Dwight Havens, President, Greater Detroit Board of Commerce. Following the 1967 Detroit riots, the Manpower Development Committee of GDBC launched a broad-scale company-personnel-pilicy-alteration and job-recruitment campaign, which resulted by April 1968 in 30,000 additional employees in 175 companies above the comparable period in 1967. The Detroit NAACP and GDBC estimated jointly that. approximately 15,000 inner-city hard-core unemployed, who would not have been employed without this effort, were included in the 30,000 figure. 8:45 a.m. "Self-Help Community Organization" William Walsh, President, Urban Dynamics, Detroit Urban Dynamics, Inc. developed the Positive Neighborhood Action Committee (PNAC) on Detroit's near east side, cited by the Kerner Commission Report as an outstanding example of a community self-development organization resisting the impulse to riot which over-whelmed surrounding areas. Volunteer Placement Corps, Detroit The VPC places graduates of Detroit inner-city high schools in college, jobs, or vocational training programs. Utilizing volunteers, it has placed over 95% of the winter graduating class in 4 high schools and over 80% of the June graduating class in 6 high schools. Out of 1400 of the June class, 600 have been placed in college. 9:05 a.m. "Volunteers the Key to Job Motivation and Placement" -- John Dietrich, Director, Program Dynamics Group, New York, N.Y. Mr. Dietrich developed the Indianapolis Volunteer Advisory Corps concept which has utilized over 1500 volunteers to train 1000 hard-core unemployed individuals in attitude and job preparation techniques, enabling them to solicit and secure their own jobs with a retention rate after 6 months of 93%. This program is moving to Boston and elsewhere. 9:15 a.m. "Methods in Developing Black Capitalism" -- John H. Clay, President, Businessmen's Development Corporation, Philadelphia Mr. Clay has successfully developed a system for training Negro entrepreneurs and providing capital and management support in Philadelphia and other communities. Doughton, Program Development Institute, Trumbull, Connecticut. 9:25 a.m. "Basic Education for the Disadvantaged in Business Settings, Multiphasic Health Testing Using Non-Professionals" -- Dr. Cleo Blackburn, President, Board of Fundamental Education, Indianapolis Dr. Blackburn has pioneered basis education techniques being used on a large scale in several industries, and has also developed a multiphasic health testing clinic operated by sub- professionals, most without high school education. This militant community organization emerged from a conflict with the Eastman-Kodak Corp. and had achieved significant improvements for ghetto dwellers in jobs, training and entrepreneurship. 9:45 a.m. "Home Ownership for the Poor" Father John Shocklee, St. Bridget of Erin's Parish, St. Louis, Missouri Father Shocklee will describe the Bicentennial Civic Improvement Corporation which has attracted national attention for its stimulus of home ownership among the poor. He has developed 21 anti-poverty programs in the area surrounding his church, which is adjacent to one of the largest public houses complexes in the country. 9:55 a. m. Fifteen minute break for coffee and rolls 10:10 a.m. "Benton Harbor and The Community Education Movement" Eugene McFadden, Assistant Superintendant of Community Education, Benton Harbor, Michigan The Community School concept, nationally known from its demonstration in Flint through the Mott Foundation, has been modified in Benton Harbor into an unusually powerful instrument for total community mobilization of private resources in cooperation with the schools. Tanck, Director of Volunteer Programs, Michigan State University The MSU Student Volunteer Program involving over 2000 college students annually is illustrative of the 40 college student volunteer programs on Michigan campuses. 10:30 a.m. "Earn, Learn, Play -- a Summer Program for Youth" Elton Isaacs, Director of Athletics, Albion College, Albion, Michigan The "Earn -- Learn -- Play" program provides a broad summer program approach for young people 10 to 20 years of age, utilizing the full spectrum of private and public community resources.
