I have again carefully reviewed the personnel
situation for the campaign here and must reluctantly tell you
that we are going to have to stick with the decision to limit
our staff to California personnel.
While I recognise you will be establishing residence
in California, your entire business and political background
is in New Jersey, and we feel it would be a mistake to make an
exception in this case.
As I mentioned to you on the telephone, our budget for
the Primary especially is going to put a definite limitation on
the number of paid staff people we will be able to use, and we
feel it extremely important that these people have a strong back-
ground in and knowledge of California.
Rather than keep you up in the air any longer, I think
it is better to make this a final decision so that you can go ahead
with the other possibilities you had in mind for activity here in
California.
I certainly appreciate your interest and extremely

I fully recognize your problem regarding speakers and strongly
feel your thought of inviting Knowland is the best of all possibilities.
As far as your personal situation is concerned, I knew that Fred had
been trying to work out a plan for you in the northern part of the
state working with the State Central Committee. This would still be
the best place for you to fit in, and pending the outcome of current
negotiations with the Finance Committees here, It may still work out.
In the meantime, however, if it should not develop along the above
lines, I would like to know what your financial requirements would be
If you were to go to work full time for us. I know you get something
on the Falk Fellowship, but am not sure what time period this covers
and what, if anything, you would need in addition.

Please put on the agenda for the P.R. meeting a
discussion of analyzing the various possibilities for TV
exposure for RN, including national, state and local programs
and paid programs and spots.
We obviously want a minimum of paid programs and
maximum use of free TV. The Committee should give a great
deal of thought to the timing and structure of free TV usage.

Will you please develop four or five suggested introductions
of RN to be used by Masters of Ceremony at his appearances?
These should be very brief, maybe about 50 words, should eliminate
past history and certainly eliminate any biographical data. They
should not be effusively glowing, but should position RN as the man
of greatest stature in the State of California, and with the best
qualifications to lead the No. 1 State In the Union.
They should be divided Into two general categories, one for
use at non-political functions and the other straight Party deals.

Letters to Book-of-the-Month Club
CONFIDENTIAL
We are contemplating a letter blast to the Book-of-the-Month Club,
questioning their failure to select RN's book.
I have asked Chuck Lichenstein to provide me with some factual
material regarding the pattern of Book-of-the-Month Club selections.
We will do nothing until after publication date (March 28th), but should
be prepared to move quickly at that time.

RN is anxious to have calls made to each editor and publisher in
towns where he is planning to appear, asking their advice on what
he should discuss etc. He also wants calls made to the Republican
Congressmen and Assemblymen where practical and appropriate.
Is this something you can handle, or do you want me to set up
procedure for making these calls here? I think it would be advisable
for the Research people to handle it, if possible, so that the informa-
tion will be developed and coordinated with the other research material
for the trips.
