Will you please see that the following information gets into the proper
hands?
Bruce Allen called me Sunday, February 25th, to discuss several matters
as summarized below. He feels there are two issues that are really
hot and on which RN can get strong bi-partisan support if he takes a
definite position.
The first is the matter of Teacher Credentials, specifically the Fisher bill.
Allen opposed this bull. He feels the Teachers' Union was the primary
source behind It and says the CTA, with a tremendously large membership,
is particularly hot on this issue; that they fought the battle against the
Fisher bill and lost to the Teachers' Union. The CTA people, at this point,
feel they don't know whether RN is for or against the bill, but Allen thinks
the CTA would give RN a great deal of support If they thought be would give
them an audience after he is elected.
The other hot issue, in Allen's opinion, is that of faculty salaries. He says
the Brown proposed 5% increase retroactive to January 1st is completely
inadequate; that California State salaries for professors are way out of line
with competition from private Industry and schools in other States. He feels
our faculty recruitment program is suffering badly and that we are bei ag
down-graded in the quality of teachers and professors being recruited from
out of State. Where we used to get the cream of the crop from Missouri,
Michigan, New York etc., we are now getting the left-overs from Tennessee,
Georgia and the like. Allen intends to offer an amendment in the Budget
session to add a 12-1/2% increase to Brown's proposal.
Allen recommends that the line on the Birch Society should be that the
reason we find people turning to the John Birch Society is due to the failure of
Brown, Mosk and the Legislature to do anything about Communism.
Allen Intends to attack the seizure of security files in San Diego on the basis
of asking who they are trying to protect, and what they are trying to cover up.
He reports that Robert Newsom was a Major in the National Guard in charge
of security clearances and filed an unsatisfactory report on Eunice Chessler

who had been Unruh's secretary in his campaign, and also was a candidate
for an executive secretarial position with Brown. The result of this
unsatisfactory clearance report was that Eunice Chessler was hired in
Brown's office and Newsom was fired from his security clearance position with
the National Guard. He is presently in the Sheriff's office in San Diego, and
will verify this information, but does not want his name used.

I talked to Murray Chotiner about the attached letter
from Seymour Chotiner and he says we should be rather careful
about giving Seymour too much of a free hand in bringing people in.
Murray says Cordingly is perfectly all right; Sugarman
probably is all right; Larimore would be all right to Include as one in
a large group, but should not be brought in alone or in a small group.
He has been involved in a burglary case and some other unsavery matters.
Murray also says that the Convair airplane should not be
accepted if It is Larimore's plane, and he thinks It probably is.

competition for volunteer workers in his District; hopes RN will speak
well of him if he is not opposed in the primary; principal interest is in
28th Assembly District; not concerned about 16th; hopes RN will

outstanding reputation of the District in Congress.

Somewhat annoyed because no contact with RN since last February; mildly
friendly, but certainly not enthusiastic.
J. Arthur Younger
Very friendly and cooperative; urges RN visit United Airlines shops near
airport since this is largest group concentration in the District.
John H. Rousselot
Extremely friendly; most anxious to cooperate and secure maximum RN
support; realizes Birch problem and assures Welch will be replaced.
James B. Utt
Feels RN is playing into hands of left wing columnists by lumping all
right wingers with the nuts. Says RN should not deny support of John Birchers
because they are good people and work hard; many of them are conservative
Democrats, which is the only kind of D. mocrat RN can hope to get. Doesn't
care whether or not we keep him posted on our activities in the primary.
Wm. S. Mailliard
Very friendly and cooperative; no particular suggestions; will be glad to help
any way he can.
Glenard P. Lipscomb
Very helpful in setting up meetings; glad to handle any desired liaison with
Congressmen; urges personal RN attention to Tog Ericson of the South
Pasadena Review who is currently lambasting RN; Ericson was for Knight
and is strong for Collier.

Very glad to cooperate; says farmers are extremely upset with Brown,
primarily because of labor policy; feels RN will get many Democrats
in Sacramento and Solano Counties because of this; feels Brown has mis-
judged extent of farmers' influence; says Jack Flynn can be very helpful
in setting up Veterans Committee.
Edgar W. Hiestand
Completely dedicated to RN; very anxious to cooperate; feels conservative
tag helps him (Hiestand) with Democrats because many of them consider
themselves strongly conservative; urges RN to have his facts precisely
correct on Birch Society when attacking and not to attack on basis of tacties
of secret society.
Gordon L. McDonough
Moderately friendly; points out that Kennedy carried his District by 17,000;
feels RN needs to work It hard.
Charles M. Teague
will be glad to cooperate in any way desired.
Craig Hosmer
Says will take no part in primary, but is backing RN quietly all the time;
urges RN to see Hank Ridder as this is only way to forestall his attack on
finances, Whittier deal etc.
Charles S. Gubser
Very friendly; says would not be advisable to work through a separate Nixon
organization in the general campaign in his District since the regular Party
organization can do by far the best job, including getting Democratic votes;
this applies to Santa Clara, Santa Cruz and San Benito Counties. Gubser will
be glad to do anything we want him to do.
Bob Wilson
Did not see him, but had talked to him earlier; did talk to Leon Parma who
reported that the pros in El Centro complain because there was too much
emphasis on foreign affairs and no mention of California during RN visit;
says Schrade has made some pro-Shell statements; thinks we should attack
on the basis that Brown is the reason that California is falling down on
defense contracts -- not because the State went Republican.

As you know, I have written Casey thanking him for this material,
and we also have asked RN to acknowledge.
In answer to your memorandum of January 23rd:
You recommended a personal letter to each alumnus
over RN's signature. This has been discussed and
we have decided it would not be wise to do this, at least
at this point, since we don't know where any of these
people stand.
Instead, it was suggested that we ask Casey and perhaps
several others to form a "Legislative Alumni for Nixon"
Committee and over their own names, contact all of the
people on the list to ask them to serve on this Committee.
This will smoke out the "fors" and "againsts".
If you agree, why don't you explore this with Casey and
possibly one or two others on the list. Obviously,
the list of invitations should not include present candidates
or obviously unfriendly members of the group.
As you get the information on Committee assignments,
it should be supplied to Hugh Flournoy so that these people
can be tabbed for requests to serve on Task Forces.
We are making sure that RN has a list with him on tours
so that he can recognize these people when he sees them.
It definitely can be of help in the Speakers Bureau and
Key Programs and I assume Carol Arth will following through
on this.

I am concerned about the handling of the Joe Micciche
letter list. I do not agree with Chad that the third paragraph of
our suggested draft letter should be replaced, or rewritten
regarding a card enclosure. These people have been kept hanging
for so long now and politically make up such a valuable group that
I strongly recommend they be asked to write us, indicating the
area in which they would be interested in participating.
I would also like to be advised when these letters go out
as I want to be sure they are handled promptly.

Attached is draft of letter to go to names submitted some time ago by
Joe Micciche of friends who want to help. I have list (18) in my file.
As you will note, the letter is to go out over Mr. McClellan's signature.
Mr. Herb Kalmbach spoke with him on the telephone last evening to
clear handling and get approval of wording. Mr. McClellan felt the
3rd paragraph would invite further correspondence, and perhaps a
card enclosure, asking them to check it off, would be better.
Herb said you would handle from here out.
If I can be helpful, please let me know. It is rather important that
the letters get out as soon as possible.

not too sold on RN because of his international tendencies
and belief in world trade. Apparently Brown has been very

Rather than add a paragraph to the acceptance letter asking
for completion of the questionnaire, I would suggest that Booth fill out
a questionnaire for each speaking date based on his first contact with
the organization after the date has been accepted.
I think it looks over-formalized to ask the organization to
fill out the form, and I also feel that we will be more certain of getting
the information faster if Booth covers It on the form.
In the case of Northern California engagements, I think
Jean Dewey can contact each organisation and fill out the form for you.
Joanne should send her a supply of the forms.

Since Jack Drown has said we will be able to get a substantial
number of free copies of Esquire after it goes off the newstands,
I think we should hold up on any plan for buying reprints.
I think we can use the full copies of the magazine for supplying
our speakers, County Chairmen etc. Perhaps we could have some
volunteers clip the article from the magazine If we don't want to
use the full book.

Finch\nWill you please see that the following information gets into the proper\nhands?\nBruce Allen called me Sunday, February 25th, to discuss several matters\nas summarized below. He feels there are two issues that are really\nhot and on which RN can get strong bi-partisan support if he takes a\ndefinite position.\nThe first is the matter of Teacher Credentials, specifically the Fisher bill.\nAllen opposed this bull. He feels the Teachers' Union was the primary\nsource behind It and says the CTA, with a tremendously large membership,\nis particularly hot on this issue; that they fought the battle against the\nFisher bill and lost to the Teachers' Union. The CTA people, at this point,\nfeel they don't know whether RN is for or against the bill, but Allen thinks\nthe CTA would give RN a great deal of support If they thought be would give\nthem an audience after he is elected.\nThe other hot issue, in Allen's opinion, is that of faculty salaries. He says\nthe Brown proposed 5% increase retroactive to January 1st is completely\ninadequate; that California State salaries for professors are way out of line\nwith competition from private Industry and schools in other States. He feels\nour faculty recruitment program is suffering badly and that we are bei ag\ndown-graded in the quality of teachers and professors being recruited from\nout of State. Where we used to get the cream of the crop from Missouri,\nMichigan, New York etc., we are now getting the left-overs from Tennessee,\nGeorgia and the like. Allen intends to offer an amendment in the Budget\nsession to add a 12-1/2% increase to Brown's proposal.\nAllen recommends that the line on the Birch Society should be that the\nreason we find people turning to the John Birch Society is due to the failure of\nBrown, Mosk and the Legislature to do anything about Communism.\nAllen Intends to attack the seizure of security files in San Diego on the basis\nof asking who they are trying to protect, and what they are trying to cover up.\nHe reports that Robert Newsom was a Major in the National Guard in charge\nof security clearances and filed an unsatisfactory report on Eunice Chessler\nTo: Research\n2-27-62\nPage 2.\nwho had been Unruh's secretary in his campaign, and also was a candidate\nfor an executive secretarial position with Brown. The result of this\nunsatisfactory clearance report was that Eunice Chessler was hired in\nBrown's office and Newsom was fired from his security clearance position with\nthe National Guard. He is presently in the Sheriff's office in San Diego, and\nwill verify this information, but does not want his name used.\n##\nRose Mary Woods\n3-1-62\nBob Haldeman\n(Confidential)\nI talked to Murray Chotiner about the attached letter\nfrom Seymour Chotiner and he says we should be rather careful\nabout giving Seymour too much of a free hand in bringing people in.\nMurray says Cordingly is perfectly all right; Sugarman\nprobably is all right; Larimore would be all right to Include as one in\na large group, but should not be brought in alone or in a small group.\nHe has been involved in a burglary case and some other unsavery matters.\nMurray also says that the Convair airplane should not be\naccepted if It is Larimore's plane, and he thinks It probably is.\nDo you want to follow up with Sugarman, or should 1?\nFile: RMW\nX - follow-up\nRN\n2-27-62\nBob Haldeman\nMeetings with GOP Congressmen February 6-7\ncc: RHF\nAlphonzo E. Bell\nListened while Dick Blades did most of the talking; concerned about\ncompetition for volunteer workers in his District; hopes RN will speak\nwell of him if he is not opposed in the primary; principal interest is in\n28th Assembly District; not concerned about 16th; hopes RN will\ncomment on his long background of service to the Republican Party and\noutstanding reputation of the District in Congress.\nH. Allen Smith\nSomewhat annoyed because no contact with RN since last February; mildly\nfriendly, but certainly not enthusiastic.\nJ. Arthur Younger\nVery friendly and cooperative; urges RN visit United Airlines shops near\nairport since this is largest group concentration in the District.\nJohn H. Rousselot\nExtremely friendly; most anxious to cooperate and secure maximum RN\nsupport; realizes Birch problem and assures Welch will be replaced.\nJames B. Utt\nFeels RN is playing into hands of left wing columnists by lumping all\nright wingers with the nuts. Says RN should not deny support of John Birchers\nbecause they are good people and work hard; many of them are conservative\nDemocrats, which is the only kind of D. mocrat RN can hope to get. Doesn't\ncare whether or not we keep him posted on our activities in the primary.\nWm. S. Mailliard\nVery friendly and cooperative; no particular suggestions; will be glad to help\nany way he can.\nGlenard P. Lipscomb\nVery helpful in setting up meetings; glad to handle any desired liaison with\nCongressmen; urges personal RN attention to Tog Ericson of the South\nPasadena Review who is currently lambasting RN; Ericson was for Knight\nand is strong for Collier.\ncon't.\n- 2 -\nJohn F. Baldwin\nVery glad to cooperate; says farmers are extremely upset with Brown,\nprimarily because of labor policy; feels RN will get many Democrats\nin Sacramento and Solano Counties because of this; feels Brown has mis-\njudged extent of farmers' influence; says Jack Flynn can be very helpful\nin setting up Veterans Committee.\nEdgar W. Hiestand\nCompletely dedicated to RN; very anxious to cooperate; feels conservative\ntag helps him (Hiestand) with Democrats because many of them consider\nthemselves strongly conservative; urges RN to have his facts precisely\ncorrect on Birch Society when attacking and not to attack on basis of tacties\nof secret society.\nGordon L. McDonough\nModerately friendly; points out that Kennedy carried his District by 17,000;\nfeels RN needs to work It hard.\nCharles M. Teague\nwill be glad to cooperate in any way desired.\nCraig Hosmer\nSays will take no part in primary, but is backing RN quietly all the time;\nurges RN to see Hank Ridder as this is only way to forestall his attack on\nfinances, Whittier deal etc.\nCharles S. Gubser\nVery friendly; says would not be advisable to work through a separate Nixon\norganization in the general campaign in his District since the regular Party\norganization can do by far the best job, including getting Democratic votes;\nthis applies to Santa Clara, Santa Cruz and San Benito Counties.
