RN 4-23-62 Bob Haldeman Law Enforcement Task Force We have checked with Pete Pitchess regarding his heading up a Law Enforcement Task Force. He feels that the law enforcement issue should be soft- X N x File: ... pedaled in the campaign since it is not an issue upon which the Brown Administration is most vulmerable. Pitchess also feels that it is difficult to attack Brown and Mosk without casting aspersions on the date P average law enforcement officer - - especially in the way it comes RN memo file across to the press. Pitchess recommends that we attack Brown for specific positions which he may have taken which have a law enforcement aspect - but not relate the attack to a broad sweeping issue of law enforcement in the state of California. Thus, we should attack Brown for refusing to call S&I S & I Law Enforce. Task Force (Crime) a session to deal with the narcotics problem in 1960, instead of saying that narcotics is sweeping the state and overrunning the law enforcement people, etc. Pitchess also feels that it would not be desirable for him to be in the position of clearing your statements on law enforcement. He thinks he can be more effective as a free agent, where he can truthfully say he was not involved in the preparation or clearance of your material. Downey Orrick 4-23-62 Bob Maldeman Operation of Volunteer Field Men CC: Ruth Watson, Bill Spencer, Herb Kalmbach I have getten some reports from a variety of sources regarding the operation of your volunteer field men in the Northern California area. Apparently there is a feeling that those follows tend to come in, check on what needs to be done and what help can be supplied, and then disappear with no follow-up action. There is also apparently some confusion as to who has the authority for setting up and approving plans regarding Mixon visits, and while your men are trying to help in this regard, their efforts are resulting in confusion in some cases. ** , There is also a feeling that the field men are wasting campaign money File: by bustling around checking on things and them not producing any concrete results. I recognise that this is not an unusual complaint at this stage of the date = game, but I do think it is important that the effort be made to avoid any build up of this kind of feeling. As you will recognise, this could = totally defeat the value of the field men if it were allowed to go very far. There is also feeling on the part of some of our local Chairmen that we tend to waste a great deal of time and certainly money in extended long distance telephone calls from our Los Angeles and San Francisco headquarters.
