Since Dick Nixon is himself a candidate for Governor of California, a policy was established from the beginning that there could be no involvement in other campaigns, in state or out of state. We have not deviated from this policy and of course cannot do so in fairness to all concerned. I trust you will understand and appreciate the circumstances which preclude Dick writing the letter to be read at the dinner which will kick-off Congressman Hall's campaign September 10th.
