Dear Mr. Mosher:
We appreciate your letter of August 29th, and
regret our answer must be as it is.
Since Dick Nixon is himself a candidate for
Governor of California, a policy was established
from the beginning that there could be no
involvement in other campaigns, in state or
out of state. We have not deviated from this
policy and of course cannot do so in fairness to
all concerned.
I trust you will understand and appreciate the
circumstances which preclude Dick writing the
letter to be read at the dinner which will
kick-off Congressman Hall's campaign September 10th.

citizens' program.

There is considerable question as to the effec-
tiveness of the YR participation in the registration
drive, especially in Los Angeles County.
Harry Keaton suggests that we get a couple of
good Assembly District Precinct Chairmen to give us a
report on how registrations are coming in districts
where the YRs are doing the work so that we can
get a reading as to whether they are actually doing
a job. It was also suggested the western area would be
the best place to check since our problem clubs are
concentrated there.
Would you be able to do this and give me a
report?

Two more projects.
We need someone to head up the absentee
ballot operation. This is a statewide volunteer
coordinating program.
We also need someone to head up thinking for
and service to Senior Citizens groups, i.e. providing
speakers, TV tapes, films etc. This is separate from the
Speakers Bureau and should be headed by possibly a recently
retired man or top flight woman.

As a follow-up to your memorandum and my
reply regarding Leone Baxter's statement that the
candidate who ran against Maillard's opponent was
ready to come out for us, we find this is not what she
meant to say, if indeed it is what she did say. He is
not ready to come out at this point, although she thinks
with proper handling this could be worked out eventually.
We are continuing to pursue the matter through her and also
through some direct sources in San Francisco which may be
productive.

Will you please accumulate complete lists of all those who
participated in the Nixon effort in the primary in any way
so that these people can be sent a thank-you letter from RN?
Please make separate lists by category, including the
following:

Members of County Committees
Community Chairmen
Members of Community Committees
Members of Policy Committees
Members of Telephone Committees
Headquarters Volunteers
Key Program participants
Speakers Bureau
Monitor Program participants
Nixonettes
and any other groups of volunteers you can think of who actually
put in some time and work or provided funds or other constructive
assistance.
In the case of specialized groups or specific special individuals,
please draft a letter and attach your draft to the appropriate
list. In the case of the obvious and easily identifiable
categories, a draft will not be necessary.
RN is most anxious to have this material on his desk by next
Tuesday in as complete form as is possible so that he can review
the letters prior to his departure for Denmark. I realize this
will be a real strain, but am sure you realize the importance
of getting it done quickly and will, therefore, do SO.
Obviously the letters cannot be sent out after RN has left the
country.

= he is Bill Ross' brother-in-law -- but
Fred said he is "wise to him, there would
be on problem there".
- Dato has been working for the City of
E1 Monte (Betty Williams later said it was
Rosemeade) -- but in any event, both Fred and
Betty highly recommend Dato for the Spanish-
American program. He is looking for a job.
Betty said she had worked with Dato in the '60
campaign, that he did a tremendous job in
the Latin-American area -- and if you want
someone to approach him, sound him out, she will
be glad to do so.

the volunteers. The form should be printed as quickly
