CREATION AND AUTHORITY.--The
United States Civil Service Commis-
sion was created by an act of Congress
approved January 16, 1883 (22 Stat.
403; 5 U.S.C. 1101). The act of
March 3, 1871 (16 Stat. 514; 5 U.S.C.
3301), had previously authorized the
President to prescribe regulations for
the admission of persons into the civil
service. The Commission's authority
was later broadened by legislation and
Executive order. Reorganization Plan
5 of 1949 provided for the designation
of a Chairman and prescribed the
functions of the Chairman and the
Commissioners.
PURPOSE.-The fundamental pur-
posc of the law-was to establish, in the
parts of the service covered by its pro-
visions, a merit system whereby sc-
lection for appointment should be
made upon the basis of demonstrated
relative fitness without regard to re-
ligious or political considerations.
