TRAVEL:
During the summer of 1957, I studied at the University of London and was employed
by the Army Times Publishing Company. In 1959, I accompanied the Economic
Development Institute of the World Bank on an official field trip to appraise
and evaluate the economic development and progress of southern Italy. Fol-
lowing the official World Bank mission, I visited nine other European countries
in an unofficial capacity (Portugal, Spain, Austria, Germany, Switzerland, France,
England, Scotland and Ireland). In 1960, I joined the Economic Development
Institute on an official field mission to appraise and evaluate the economic
progress and development of Mexico.

The Economic Development Institute is A staff college for senior of-
ficials from underdeveloped countries. The Institute provides a six-month
course of study each year for a selected amall.group of experienced admini-
strators whose daily work involves decisions on economic policy and the
formulation and administration of development programs or projects, The
course of study has an essentially practical orientation and is designed
to give the participants a broad perspective of the problems of economic
development and to increase their effectiveness in earrying out their re-
sponsibilities.
In carrying out its work, the Institute pursues four main activities.
The first, the core of its program, consists of seminire for the discus-
ston of the concrete problems and policies of economic development. The
daily sessions are supplemented by lectures on topics of general interest by
recognised authorities in various fields. The second activity is field
trips and visits to public and private organizations to give participants
a first-hand impression of a wide variety of industrial, agricultural,
power, transport and administrative operations and to enable them to dis-
does management problems with responsible executives. The Unird activity
is the work done by participants on problems of particular interest to
them or to their countries, either individually or in small groups. And
the fourth is the provision of documentation on problems of economic de-
velopment and the establishment of personal contact with individuals,
agencies and institutions able to assist participants with problems of
special interest to them or to their governments.
Usually nineteen countries are represented among the twenty to
twenty-five participants attending the course at the Institute.
The Administrative Assistant's duties and responsibilities center
around the second and fourth activity of the Institute, and are outlined
as follows:
I. Public Relations
a. Field Trips: Liaison with travel office of the World Bank
for all administrative details in regard to travel and
housing; arrange itimeraries and programs with Director's
approval; clear and check arrangements at every point and
coordinate host groups where necessary; prepare and issue
press releases; approve all accounts and expenditures; act
as financial officer, travel with the group and attend
all massions on program and project appraisals; act as proto-
col officer where necessary; supervise the publication of the
field trip schedule prior to departure; supplement the official
portion of trip with visits to historic points of interest
in the area.
b. House Committee: this committee is headed by an elected
participant of the course and the Administrative Assistant
serves AS Secretary. The dommittee is responsible for
planning the social schedule and program for the Institute

under the guidance and direction of the Secretary. The
committee receives and discusses the suggestions and com-
plaints of fellow participante. Participants are given in-
formation regarding Washington social activities and recreation-
al facilities and the Secretary supervises the publication of
the monthly bulletin. The administrative assistant also
serves as protocol officer during House Committee sponsored
events.

Film Programs and Lectures: the Administrative Assistant is
responsible to see that a well-rounded film program is pre-
sented to the participants. Films may cover every aspect of
life in the United States and may either be educational or
documentary in form. In addition, films covering the eul-
tural and economic life of other countries are also presented.
Lecturers and professors are brought to the Institute from time
to time to speak on customs and traditions of other countries
as well as the United States.
d. English Language Course: the Institute is equipped with a modern
language laboratory and the Administrative Assistant is re-
sponsible for planning individual courses in English for those
participants having difficulty with the language. Periodic
consultations are held with the Director of the American Language
Center at American University. New tapes are added to the
library each year and the acope and subject matter are broadened.
Consentration centers around phonetics and economic terminology,
e. Miscellaneous: the Administrative Assistant may be called
upon to render assistance and advice to any and all partici-
pants in adjusting to life in the United States. He may also
be called upon to help various participants to establish
personal contact with individuals or agencies of the govern-
ment who are able to assist participants with problems of
special interest to them or to their governments and to
obtain the necessary publications for this purpose.

He said he had met Captain Gray
and Pat told him he just didn't
know anything at the moment.
Additional help is going to be needed,
but Pat doesn't now know how much
or when. Captain Gray was happy

delinquency in failing to respond to your letter.
This arises out of the following circumstances. I
am presently on the staff of the Vice President and
have been for the past few months. At the time I
received your letter, I was very much involved 1a the
activities in New Hampshire, and since the withdrawal
of the Governor of the State of New York, I have been
traveling extensively in the Midwest.
To the point of your letter, as you might
realize, our pre-convention problem has been substantially
reduced with the result that while we did have some
rather extensive plans of staffing needs, we will, of
course, not require a large staff, Presently, we are
involved in evaluating and appraising our situation and
the only thing that I can say is that I feel confident
that we will have a need for persons such as yourself
and that you can expect to hear from Mr. Bob Haldeman,
who is handling staffing requirements. You should hear
from him within a month or so. I have discussed your
interest with him and needless to say, it was easy for
me to recommend you to him highly in so far as character,

Walker Cisler approached me at the BAC meeting and
offered to make available, George L. Lahodny, for campaign
purposes. I did not discuss detailed arrangements with him but he
indicated that he would be willing to let him go on a leave of absence.
As I recall this man did an excellent job while we were in Detroit and
could be used in some capacity, perhaps as an advance man.
