Hawney FA 90411 February 8, 1960 TO: Don Hughes FROM: Bob Haldeman RE: California trip The following will provide some background information for several of the events on the California itinerary: Sacramento: The dinner and ball which the Vice-President is to attend are sponsored by the Sacramento City-County Chamber of Commerce, Olym- pic Committee members, members of the foreign and domestic press corps, and representatives of the 33 teams will be honored at this meeting. Gov. and Mrs. Brown will be presentand the Governor requested that the Vice-President and Mrs. Nixon be requested to participate. I have learned that members of the International 01ympic committee will not be able to attend, through prior commitments in Santa Barbara that day, but there will be one representative of the group at the dinner and the ball. The general group at the dinner will consist of the heads of missions, heads of the teams, a representative of the organizing committee; local Sacramento officials and the key press people a total group of only about 125-150. The Snow Ball will open with a Grand March led by Gov. Brown. It is suggested that the Vice-President and Mrs. Nixon plan to stand in an honored guest box and view the grand march and then leave the ball after that. Later on inthe evening, a Miss Winter Olympics of 1960 will be selected and crowned. The political gathering at the Senator Hotel scheduled prior to the dinner will be a receiving line with invited guests - about 200-300; not a public meeting. There is a possibility that the second and third congressional district committees who we scratched in Marysville, may come into Sacramento, in which case the Vis-President could stop by a gathering of their group at 5:00, prior to going to the other reception at 5:30. The State Legislators' breakfast in the morning will be at the Sutter Club, a stag affair; approximately 30 attending with McCarthy and Dahl co-hosting. Fresno: The primary function here is the Diamond Jubilee Luncheon cel- obrating the 75th Anniversary of the City of Fresno. The celebration will run through the summer, climaxing on October 27. This luncheon is the kick-off for the period of celebration. It is planned to build some sort of a monument to commemorate the anniversary and the Golden Spike which the Vice-President will be given to present to Dick Atkins, president of the Jubilee Committee, will be used in this memorial. Don Hughes - 2 - February 8, 1960 This is strictly a Chamber of Commerce civic event as far as Fresno is concerned and is not political. They would appreciate remarks by the Vice-President along the line of the historic past of the City of Fresno and the way it relates to the great future for Fresno, the United States and the world. At this point we don't have much dope on the Q. & A. session with the Nixon-in-'60 people. This will be televised and I think it's important that a TV man be put in there. I don't think they're going to carry it live; it's a bad time on the air anyway but # will be filmed for later release. This one could be very effective if handled right and should be picked up by someone who knows how to handle it as soon as possible. We are planning to re-advance Fresno & couple of days ahead of the event as well as the day before. The Vice-President should know that water is the primary problem in this area, and he will undoubtedly be questioned on this topic at this Q. & A. Haldeman HRH:cfo February 13, 1960 TO: Charles Farrington Jr. John Ehrlichman FROM: Bob Haldeman The purpose of this memorandum 1s to put down for you some points that ought to be checked when you do your re-advances in the various cities on the California itinerary. For your general information, we have sent a number of people into the Cal- ifornia area for certain specific purposes. Among these is Ted Rogers who is going to be handling actual production arrangements for television in both Fresno and San Francisco. Ted is an old friend of the Vice-President's, who has worked with us in earlier campaigns in this same capacity. John Hamlin from Washington has contacted a number of people on the stop to get some background information to be used in preparing material for the Vice- President's speech. Peter Kay is a newspaperman from San Diego who has covered mostof the stops personally, checking on background color material again for use in remarks at speeches. We were also very concerned last week, and the Vice-President was especially concerned by the problem of making this trip completely non-political with two exceptions - those being the reception in Stockton and the reception in San Francisco. All the other events must be of a non-political and civic or community nature. Thus we have changed sponsorship of several of the events and worked out other means of taking them out of the political area. This, however, creates the problem of getting a crowd to each of the public things. In order to meet this,we have sent Dell Smith into Fresno and San Francisco and Sacramento to work on crowd-building at the airport arrivals on each of these three places and also the public receptions in Sacramento and San Francisco. Dell is a former executive secretary of the National Young Republican Federation and has worked with us in other campaigns in this crowd-grouping area. He has been contacting various young peoples organizations and that kind of thing to make sure there are lots of people out - all of course, under non-political banner. In essence, he has been encouraging public participation in the various events that are open to the public. Please be sure on each of your re-advances to contact the Secret Service and fill them in on the schedule as included with this memo. You will note this schedule is, in many ways, a revision from earlier schedules and we have made so many changes during the last couple of weeks that I'm not sure what the Secret Service is aware of and what they aren't. Newt Stearns tells me that Whittacker & Baxter will advance each of the stops and Newt himself will advance Fresno and Sacramento which will co- incide with Farrington's activities. Mike Abramson will advance San Fran- cisco and Stockton which will coincide with John's activities. We will probably have pretty near 15 traveling press with us. It will thus be necessary, in each stop, to arrange transportation and hotel rooms for a press group of this size. As you know, their hotel rooms should be - 2 - on a different floor from those of the Vice-President's party. In most cases, we have arranged 2 cars for traveling press. If we have a group of 15, we will need 4 cars so I think you will have to add 2 more cars to the transportation lineup. I will confirm by phone the actual number as soonas I know. It is absolutely essential that you get in advance of the arrival of the Vice-President's party - a complete list of names, addresses and activity of all the people who participated in any way in the Vice-President's visit. This should include the drivers and donors of all the cars, all the committee people handling any part of the arrangements, all the people participating in the program, the directors of bands, and that type of thing, the names of people who read the invocation, sing the Star Spangled Banner in other words, everybody who has any remote connection with the event. Be sure the list gives their full name, their accurate address and a sufficiently detailed description of what they did so a proper thank- you letter can be prepared. In the area of press arrangements, be sure that there is at each stop - a man assigned by the local committee as a press man to handle the working arrangements with the working press group - especially those in our traveling press. In this connection, be sure there are specifically re- served seats for our traveling press at every event also that there is adequate provision for food for the traveling press and for the staff at each meal stop. Where we are in Hotels, be sure there is a work room where the traveling press can put their typewriters on tables and work on their stories. John - in the case of the telecasts at KQED, be sure there is a room where the traveling press can watch the program on a closed circuit. Also,I am not sure if we have a press room at the St. Francis but that should be checked out. In the Hotels where we stop for any appreciable amount of time, it is necessary that there be an IBM Electric typewriter 00.8 stand in the room we are using for the office or for Rose Woods. Also, in setting up hotel arrangements, be sure that all members of the staff are pre-registered and the keys are in the doors of their rooms prior to our arrival. The press should be pre-registered and keys held at the desk in envelopes in their names. In this connection, I'll call you with the names of the traveling press as soon as I have them. For all the meetings where the Vice-President is speaking, be sure that arrangements have been made for a tepe-recording that will be turned over to either you or me at the end of the meeting. It is essential that we pick up this tape ourselves as soon as the speech ends. This includes all press conferences. In addition to the tape,1t will be necessary to have the local committee arrange to have a Court Reporter or other com- petent Stenotypist cover each major meeting and record the speech and send the transcript to Herb Klein in the Vice-President's office within 48 hours after the event. Be sure and check the lecturn or podium that they plan to use and see it has adequate lighting on it, and that the microphone setup is such that we won't have any mike problems. Remember that in press Action - 3 - On the airport arrivals we should be sure to have a microphone available since if Dell Smith does his work - there will be a huge crowd at each of them, but it should not be in evidence. It should be tucked away somewhere and ready to pull out if he wants to use it to address the crowd. There should definitely not be any platform or any other obvious preparation for a speech or anything that indicates we are expecting at big crowd. It 18 important that in each of these airport arrivals the crowd appear to be a tremendous surprise to all of us. Don't let this hold you back on doing anything you think of to make sure it is a big crowd, however. On each stop, re-check the schedules and timing if you will, please and go over the master schedule which is attached, with the local people so that we are all in agreement on what we plan to do and when we plan to do it. Charlie - the Sacramento breakfast, you will note, has been changed from 8:00 to 7:30 - that's the breakfast with the State legislators. Un- fortunately the invitations have already gone out saying 8:00 but the plan 1s to send a wire to each of the people who accept, telling them that because of the transportation problem into Squaw Valley, the break- fast has been moved up to 7:30. Will you please check to be sure this has been done. Also, Charlie - I think we better arrange a suite for the Nixons in the Californian Hotel in Fresno, since they will go direct to the Californian from the Rainbow Ballroom luncheon and might want a place to rest for a few minutes before they start the events at the Californian. I will be in Detroit all day Monday at the Statler Hotel. The phone no. is Woodward 3-6000. I will also be there Monday night so if you have any problems, call the Hotel and if you can't reach me, leave word and I'll call you back. I'll leave Detroit Tuesday morning and fly to Reno via Chicago and San Francisco; hence will be in the air most of the day Tues- day, hoping to end up in Squaw Valley Tuesday evening. Political Keeting- The plan for the reception by the Nixon-in-160 committee and Party officials has been changed to a closed mesting by invitation only which will be be held at the Hotel. We will still plan to have the Vice-President shake hands with all the group there. This will be done immediately upon arrival at the Hotel before going to the Vice-President's suite. Stockton Ports' Dinner Chairman, John Inglis, President of the Baseball Dinner - Stockton Ports' baseball team; also president of a local bakery. Dinner will be priced at either $12.50 or 815. A group of about 950 people are expected to attend. Program will consist of in- troductions of 20-40 prominent baseball people who will be in the audience, and then introductions of probably three nationally-known sports personal- ities; tentatively Cookie Lavagetto, Young McPhail, and Eddie LaBaron. Local people tend to be overly focused enworking only through Party channels and seem to forget making appeals to the public to attend eirport receptions, etc. b. Local people making arrangements don't cover all the bases In encouraging attendance et airports, speaches, etc. They seem to forget factors such as Boy Scouts, Glrl Scouts, Service Clubs, Junier Chamber of Commerce, Schools, Colleges, High School Bands, etc. c. Penenality clashes among local party people evidently tend to cut dewn cooperation. d. Local people eften do not understand the purpose and Intent of a visit by RN. When It is suggested that a large crowd eught to be present et the airport, they feel It is simply to impress RN. They don't seem to realize that this is all for the Impression made on the Press. Another misunderstanding is that when RN makes non-political visits, such as this one, local people continue thinking In political reception terms.
