RE: Indiana operation
John Ehrlichman called last night to report on his impressions
on the Indiana setup.
First of all, he was assigned the Terre Haute area which is two-
to-one Democratic and the Republican party is in very bad shape
there. Consequently, his impression regarding his own particular
area, is not good.
He said that in his opinion, Stiles has completely and adequately
covered all the worthwhile counties and has done a good job of making
sure the coverage has been complete.
He feels, however, that other than determining what areas are to
be covered and making sure they are covered, there is not much
planning in the overall effort in that it is pretty much a hit-
and-miss basis. When Stiles is not actually on the job in Indian-
apolis, nothing happens because he takes all the papers with him.
He feels Stiles is burdened by details and is possibly overlooking
some of the big things that should be covered.
When John arrived Wednesday evening, at the time they were told to
expect him, no one was available to meet with him. He finally caught
up with Carol Arth and George Grassmuck for breakfast Thursday morning,
waiting to get instructions. Terrar picked him up at lunch time and
filled him in on the telephone procedure and Stiles returned from
Grand Rapids in time to check briefly with him before he left for
Terre Haute. Stiles merely covered with him, the time for which he
would be available, and gave him no instructions whatsoever. John
then moved out to Terre Haute and is going shead with organization
of telephone committees, etc.
John has serious questions about the speaker setup. Apparently the
only advancing that is being planned is one telephone call to the
local area to be sure they can use the speaker and then Stiles is
expecting the Advance Man to drive the speaker into the area. I
think this should be corrected. If we really want the speakers ad-
vanced we should do it right
otherwise not at all.
John says there was a speaker scheduled for a Teachers College in
Terre Haute but in checking with the people at the College he dis-
covered they only thought they could get 300-400 people at a student
convocation and it would be a fairly unsuccessful event. They were
therefore planning to put the speaker on a local telefision show instead.

John felt this was a bad move because anything that was done to stir
the general voter interest would work to our disadvantage because of
the two to one Democratic registration. He feels we should limit our
activities in the Terre Haute area to undercover contact of Republican
voters only and than open speaking on TV, etc., should only be done
in the good areas.
John said he had a very difficult time getting the Terre Haute Republican
people to do anything at all but feels now they probably will get some-
thing going.
No mention was made by anyone in Indianapolis of any get-out-the-vote
activities other than the telephone committee. There is apparently
no organized plan for lining up drivers to get voters to the polls,
etc. I think this ought to be tossed in quickly too.
I talked with Stiles today to get an idea of his need for additional
manpower and he informed me he needed no one over the weekend and
that he only wanted 3 people next week to work on both the riding herd
of the local activities and advancing. This would be 3 Advance Men
in addition to Pat Gorman, who I guess is staying out there. He feels
that anyone who goes out will not be of any real value to him unless
he can be there Monday and stay right through the election. He was
somewhat critical of the Advance Men who came out this week because
of the fact that they didn't arrive til Tuesday or Wednesday andhad
to leave before the weekend. However, it is my feeling that what time
they did have out there was not fully utilized because of lack of di-
rection and I think we should try to avoid this for the balance of
this exercise.

I met this morning in your absence with Mr. Robert
Cooper of the National Sales Executives International
to discuss the general arrangements for the Vice Pres-
ident's trip. He confirms that the dinner is to be
held in the Golden Ball Room of the Statler-Hilton
at 7 P.M. The head table is to enter at 7:15. There
will be 40 at the head table, divided into two tiers.
He proposes a reception prior to the dinner with about
250 in attendance including the officers and directors,
national committee chairmen and past presidents of Na-
tional Sales Executives. This would also include their
wives.
I told him that at present, Mrs. Nixon was planning to
accompany the Vice President. I told him I would make
contact with the Hotel and work out arrangements with
them as well as arrangements for Airport arrival and
press coverage.
