Haldeman\nRE: RALLY ORGANIZATION FOR CAMPAIGN\nSeveral of us have had miserous discussions on the subject of setting up\na Rally Organization of some sort through Winson Volunteers to work in the\nfortheaming campaign on the building of exewds and color into sypearances\nof the Presidential and Vice Presidential candidates as well as for gam-\neral Rally purposes for the Volunteer elubs.\nOut of these discussions has come a plan which I would like to outline in\nthis memorandum for approval of all conserned and then put it into effect.\nThis plan relates only to an organization to be used in commestion with\nappearances of the Presidential candidate.\nBACKGROUND:\nIn the 156 campaign, the Citiseus-for-Eiseuhower bendwagens\nfell far short of the potential they might have achieved in\nhelping with Nixon appearances, at least, because of the\nfast that the bandwagen had trouble arriving in the city on\ntime and the of the big van made it very\ndifficult to get the unit from place to place throughout\nits territory during the campaign period. It is however,\nI think, very desireable to have available to use the kind\nof people and equipment for building crowds and firing up\nrallies that the provided.\nAlso, I feel that the group of Advance Men that we will be\nusing during the campaign will not be sufficient in mumber\nto males it possible to keep them in an area for an extended\nperiod of time prior to the candidate's appearance. How-\never, these appearances will be so important that it is\ndesireable to provide some means of having one of our rep-\nresentatives on the ground for an extended period of time\nprior to the party's arrival.\nI believe that the plan outlined below may accomplish both\nof these goals and de it very effectively.\nRECOMMENDATION: I recommend that We set up a group within Nixon Volunteers\nof young, enthusiastic and well-trained people whese fune-\ntiem it will be to serve as a Rally Organization in con-\nnection with Nixon appearances.\nThe general procedure would be that the Advance Man would\ngo into a city two weeks prior to the scheduled appearance\nfor his initial advance and set up the over-all plan for\nthe visit. Be would return to the city cas week prier to\nthe visit and take with him, at that time, one of the -\nbere of the Rally Group who would then remain in the city\nfrom that point on through the visit.\n- 2 -\nCampaign Rally Organization\nThe Rally Group mumber would not function as an Advance\nMan nor serve as a personal representative of the Vice\nPresident but would rather be a staff member of Nixon\nVolunteers when they made available to the local com-\nmittse to aid in the planning of the event and in do-\nveloying a good aroud and adding color and excitement\nwherever pessible.\nHe would serve the secondary function, however, of\nbeing the Advance Man's on-the-spot contact during the\nweek preceding the event and keeping tab on the acti-\nvities and plans of the lecal consittee as related to\nthe over-all event.\nIn order to provide materials in the way of signs, car\ndescrations, costumes for groups of givls, etc., we would\nprepare, in advance, a mumber of Nixon Rally Kite which\nwould be warehoused at two @ three strategic spots\naround the country. The Rally man would then order out\na kit, as seen as he had sixed up the lessl situation,\nthe would be multable for this particular appearance\nend would distribute the emberials and get them used\nas effectively as possible.\nHe would also take on the responsibility of working with\nthe local committee on setting up telephone squads, etc.,\nbe assure musimm attendance. Be would, of course, not\nconsern himself with the political plans of the visit,\nwith the Vice President's schedule or with any of the\nbasic arrangements which fall into the area of the Ad-\nvance Man's responsibility.\nADVANTAGES:\nThis system would have a member of advantages over any-\nthing to have done in the past or over the bandwagon opera-\ntiem. Marry of them are of course, self-ovident. The pri-\nmary advantage would be that this group would greatly\nmyment the Advance Man in quantity. It would enable us\nto use a mumber of people vbe have volunteered their ser-\nvises for the campaign and who would be well-suited to this\nkind of work, even though they are not suitable as Advance\nMen.\nThe advantage of having one of - own people - the ground\nfor the week proceding the event is obvisus. However,\nwith the muber of Advence Yes we have been able to recruit\nand train 80 far, it will be impossible to keep an Advance\nHan in any given area for any length of time. This sup-\nplementary group would solve this problem.\n- 3 -\nCampaign Rally Organization\nBecause the mubers of this group are working for\nNixon Volunteers, which is not directly commented\nwith the Vise President's staff, the problem of re-\nspensibility for actions or adetakes of the individual\nis much more easily handled, Also, because the indi-\nvidual is not representing the View President, be can\navoid becoming invelved in any political problems which\nnight arise in the area prior to the visit. These, of\ncourse, would all be referred to the Advance Man or to\nthe Washington office. He would, however, be on the\nseene and be avere of these things as they did come up\nand could report them to us promptly.\nINFLEMENTATION: I think we meed 8 group of 20 to 25 people for this\noperation, with a full-time director of this activity\nbased in Washington, We have a maher of prospects now\non lmnd, and it should not be too difficult to fill out\nthe list.\nEvery step ought to be set up in the named outlined\nabove, whether major or minor. If it's only a brief\nstop in the city, it's even more important that a large\ncrowd be turned out and that maximum use of the\nlimited time be made. Since each week of empaigning\nwill have an estimated 12 to 20 supearances, a group\nof 20 to 25 will be adequate to COTOP all of them.\nThose who are not directly needed in this activity at\nany given point, can, of course, work on stailar pro-\njests for the Vice Presidential condidate OF for Rally\nactivities for various Nixon clubs.\nIn meet cases, I think the personal can be recruited\nas volunteers, We will, of course, have to assume -\npensos for this group,\nOne of the important features of this setup is that it should be slosely\nse-ordinated with, and directed we the Advance Yes rather then by the\nVolumbeer organisation. I don't - this as any problem, and I think\nit will maine the whole operation far more effective then the bandwagon\nwas.\nIf this general 1dea meets the approval of those conserned, I would\nstrongly urge that to start imediately to recruit and train the Rally\ngroup. Me already have a good prospect to head wp this operation in the\nof John Neidecker, the vas the director of the Bandwagon in the\nftld-West in 1956. No is currently with the Cities Service and is avail-\nshle to us on loan from them for the period of the empaign. I think MD\nshould bring him down immediately and have him start to work on getting\nthis project set up and the procedures and plane outlined. I would like\nto work very clessly with him in the training of his personnel so that\nthey elearly understand their relationship to the Advance Has and the\nrest of the compaign organization.\n6/1/60\nH. I am\nsorry not to have answered sooner but as you can imagine,\nI am in and out of the office a great deal of the time.\nIn regard to your request for material on the organization\nand services of the Nixon Volunteers group, I am passing\nyour letter on to Pete Flanigan, together with a carbon of\nthis reply. Pete is the National Director of Nixon Vol-\nunteers and I am sure he will be happy to send you the ma-\nterial you have requested.\nIn regard to your suggestion that the Vice President speak\nin Lima, Ohio during the campaign, I am sure you will under-\nstand that at this early date, it is impossible for us to\nmake any campaign schedule commitments. I know that the Vice\nPresident would like very much to speak in Lima and I assure\nyou that we will be making a campaign swing through Ohio and\nwill give your suggestion every consideration.\nYour ideas regarding filling the stadium, and the parade, all\nsound very intriguing and I certainly hope we can work some-\nthing out.\nAgain, thank you very much for your interest and for taking\nthe time to write. Three more are scheduled for\nthe Texas, North Dakota and St. Louis trips and one (Cy Laughter) has been\ndropped from consideration as an Advance Man.\nIn addition to the group who were at the School, we have added three more\npossibilities all of whom have made a trip with us.\nNone of this group has had an oppertunity as yet to make a complete Advance\non his own. All of them have worked directly with me. On the fortheeming\nCamdon trip and the British Exposition in New York, we will then use two\nof the Advance Men on their own.\nAlthough it is difficult at this point to try and draw a final evaluation\non the relative ability of these men, I will run through the group which\nwe new have under sensideration in order of their estimated ability at\nthis point.\nor the total group of 13 now under consideration, we have two in whom I\nhave complete confidence and who have appeared at least satisfactory to\nall the rest of the group including Don Hughes, Herb Klein and Rose Woods.\nThese two are:\nJohn Ehrlishman - Seattle, Washington - Attorney - Age 35 - Married -\n5 children, ages 9 years through 6 months. Recommended by Haldeman\nand Lois Gaunt. Graduate of UCLA and Stanford Law School. Served\n2-1/2 years in Air Force from 1943 to 1945. Has worked on advance\nand trips in Milwaukee, San Francisco and Stockton. Also worked in\nIndiana on the Primary campaign. Available for whatever period\nneeded as a volunteer. Will take leave of absence from law firm\nin which he is a partmer. Has worked in Seattle area and around\nstate of Washington in Congressional campaigns and in local suburban\npolities.\nTem Pownall - Potemac, Maryland - Presently employed with Convair\nin Washington, D.C. - Age 38 - Married - 2 children, ages 11 and 8.\nRecommended by Herb Klein. Also, Milt Rue, former\nNational Committeeman and influential Party leader has made the\nstatement that he always was and still is, in favor of Rockefeller's\nnomination,\nApparently much of the local leadership is very concerned about the\npossible effect and content of Reckefeller's farm address in James-\ntown. They feel that this could pose a serious problem for them if\nhe comes out with the wrong kind of a program.\nI detected considerable annoyance at the fast that Reckefeller has\nmoved a large crew of his Advance Men and P.R. people into the\nState to set up the details of the visit and have completely taken\nthings out of the hands of the local people. There is definitely\na feeling that Rockefeller is not making this trip for Governor\nDavis but rather for himself and that much of what is being planned\nwill not give Davis any particular benefit. This trip was advanced by Bob Ogden and Bob Haldeman.\nWe did the Advance work two weeks ahead of the actual visit\nand then went back into Melvin early Friday morning prior to\nthe 3 o'clock arrival at Chanute Air Force Base of the Vice\nPresident's party.\nAs I am sure you understand, this critique is put together\nsolely for the purpose of taking advantage of the things we learn\non each successive trip and not to imply that there was anything\nparticularly wrong with the Melvin trip itself.\nCONF\nMELVIN, ILLINOIS TRIP\nMay 27, 1960\nAIRPORT ARRIVAL:\nThis airport arrival was somewhat different than usual because\nof the fact that we used Chanute Air Force Base instead of a\nregular civilian airport. This was necessary because Chanute\nis the only adequate field in the area near Melvin, Illinois.\nMelvin itself is a town of 550 people and therewere, of course,\nno landing facilities there.\nThe usual problems involved in using a military field came up\nin varying degrees. The base commander, of course, wanted to\nhave a full honor guard and the base band, etc. This was, of\ncourse, not permitted. However, even at the last minute before\nthe plane landed, a large number of troops were turned out to\nstand as an honor guard but the base commander, General Gainey\nsent them away when it was requested that he do SO.\nWe did leave a detail of air police who formed a passage from\nthe ramp of the plane up to the motorcade lineup by lining up\nin two facing lines about 15 feet apart. The greeting committee\nwhich consisted of the Governor, Congressman Arends and a couple\nof other people, then formed within this area and it worked out\nvery well.\nThe cars were lined up in a good location, and swung out right\nin front of the plane landing area as soon as the plane had\nstopped so that it was easy to move from the aircraft to the\ncars and to get out of the base.\nMOTORCADE:\nThe motorcade lineup was very good and numbers were provided\nfor all the cars so that their positions in the motorcade were\neasily determined. There was some problem in that we did not\nhave an opportunity to meet with the drivers and give them\ntheir basic instructions. This is extremely important and\nshould always be done in the future.\nWe also ran into a problem because although we carefully spec-\nified the number of cars needed, the local committee had\narranged several more cars than were necessary and were very\ndisturbed by the possibility that they would not all be used.\nThere was no alternative but to firmly inform them that it\nwould not be possible to use more than the specified number of cars.\nMelvin, Illinois Trip\n- 2 -\nJune 3, 1960\nCONFIDENTIAL\nThe instructions on not using a lead car came out after the\nmotorcade plans had been set up for Melvin and consequently\na lead car had been scheduled. We did arrange, however, to\nhave it run a mile or more ahead of the motorcade at all times\nso it did not create any particular problem.\nWhen the motorcade arrived in Melvin the Congressman, the Gov-\nernor and the Vice President changed to convertibles for a\nmotorcade through the downtown Melvin area.\nThis would have worked out all right except that ahead of the\nVice President's convertible they put an open car with press\nphotographers and TV people to get pictures of the parade\nthrough town. This of course, is o.k. as long as we have\ncontrol of the speed of this lead vehicle. In this case,\nthe driver went much too slowly and we were unable to speed\nhim up. In this connection, it's important to be sure that\nif there is a photographic car running ahead of the Vice Pres-\nident's car during a downtown parade, the driver is carefully\ninstructed as to the speeds he is to use, and that he is to\nwatch the No. 1 car for instructions on speed. He is not to\ntake his instructions from the photographers riding with him.\nLater in the day we had some motorcade problems because the\ndrivers did not remain with their cars and as a matter of\nfact, in the evening when it was time to depart for the Air\nForce Base we never did find two of the car drivers and for-\ntunately, the party going back to the plane was smaller than\nthat coming in, so we were able just to leave their cars there.\nThis could, however, have created a serious problem.\nMEETINGS:\nThe first major stop was at Melvin High School to greet\nassembled students and this worked out pretty well. They had\nroped off a passageway from the street up to the High School\nsteps for the Vice President and his party and this was a very\ngood idea since he was able to walk along and greet the crowd\nwithout being closed in by them. Unfortunately, this walkway\ndisappeared after he got to the steps so there was no way of\ngetting out except through the crowd.\nThis resulted in a number of policemen filling in around the\nVice President and the perennial problem of too many uniformed\nofficers arose then and stayed with us for the rest of the\ntrip, This is something we have got to figure out a way of\nstopping. At this point, all we can do is stress at every\npossible point, that there is no need for uniformed officers\nto escort the Vice President through crowds or through the\nvarious parts of his itinerary.\nMelvin, Illinois Trip\n- 3 -\nJune 3, 1960\nThe main event at the Fairgrounds posed several problems that\nwould have been difficult to avoid.\nUpon arrival at the Fairgrounds there was a receiving line set\nup in the barndance hall; admission to which was supposed to be\nfor committee members and distinguished guests only who were\nsupposed to come in from a back entrance to the Fair Grounds.\nThis didn't work out and instead, the general public lined up\nat the doorway to get into this building and therefore the re-\nception became a regular public reception. Fortunately, the\nsize of the crowd was not nearly as big as expected and it was\npossible to accommodate a large number of the people who were in\nline.\nAt the end of the reception, the Vice President and the official\nparty went over to the fish-fry line to get some food and have\npictures taken and then went over to the Speakers platform in\na different part of the fairgrounds. All of this was on foot,\nand worked out pretty well as far as moving through the crowds\nwere concerned except for the fact that again there were too many\nuniformed policemen:\nThe arrangement of the Speakers platform was extremely bad. It\nwas faced at right angles to the seating area which they called\na grandstand, because there was supposedly going to be a very\nlarge standup crowd in addition to those who would be able to\nsit in the grandstand. Because of rain and lack of adequate\npersonal contact in getting people out, the crowd was much smaller\nthan expected and there were consequently very few standees.\nThis made a rather awkward arrangement but no one seemed to be\nparticularly aware of it.\nThe local committee had roped off an area in front of the Speakers\nplatform extending back about 20 feet from the platform, leaving\na great, empty space. We changed this by moving the ropes in so\nthe people could come right up to a few feet from the platform\ninstead of being held way back. This is important to remember\nfor future occasions.
