Dear Mr. Saltiel:
After considerable discussion and investigation, we have regret-
fully decided that it is not feasible to attempt a national closed-
circuit televised Lox & Bagel breakfast. The physical arrange-
ments and extremely high costs of this kind of an operation are
such that it is not practical, in spite of the obvious advantages
that it would have.
I know that the Vice President will want to participate in your
Chicago Lox & Bagel breakfast and as I mentioned earlier, our
schedule group will be in touch with you as soon as the mutually
agreeable date can be worked out. I am sure you understand that
this will, of necessity, be after the Convention.
I will be at the Blackstone in Chicago, as will Jim Bassett and
Ray Arbuthnot, who, together with me, make up the scheduling
group. I hope that it will be possible for the three of us to meet
with you while we are there to discuss in further detail, the plans
for the Chicago breakfast. We will have an office at the Blackstone
and I am sure you will have no trouble reaching us.

I should have mentioned to you in my earlier memo that young Thad
has been working with Dan Todd and does not have any problem of
getting along with him.
I don't think you would have to pass over Todd in order to work with
Thad.
I merely think that Thad is more active and probably
more able and that you can still keep the recognition with Dan Todd
but provide material, etc., to Thad Jr.
As I mentioned, I 'think you should do it on the basis of the
Nixon Club, however. It should be assistance to the Republican
club.

RE: Air Travel Cards
I would like to request that an air travel card be obtained for
John Ehrlichman who is one of our chief advance men. Mr.
Ehrlichman will be doing quite extensive traveling and it is
essential that he have a card.
Also, we had requested cards for Jack Drown and for Ray
Arbuthnot some time ago. Inasmuch as we hadn't heard on
these, we were wondering if there was any delay in getting
them. Please let me know.

Thanks very much for your very nice and long letter. I appreciated
hearing from you.
I hope you understand the comments I made in my 1 etter to John Eichner
were in response to points he had made in an earlier letter to me. They
were not gratuitous criticisms of your arrangements.
I think your suggestion on the future visits to Texas would work out very
well and while, at this point, I can't tell you who will be our Advance Man,
I can assure you that you'll get a good man and that he will work very well
with you.
I will pass on your point on Mr. Nixon's reference to candidates losing
their races. I completely agree with you.
I am sure there will be an opportunity to get together some time between
now and election time, and I am looking forward to seeing you again.

Dear Jim:
Thanks very much for your letter and list of names. Unfortunately, it is
a real problem for us to get these names in proper shape and when they arrive
as late as they did, it of course greatly decreases the effectiveness of any
letters to the people. But we do appreciate your getting them to us.
1 was very much interested in your three points to be studied for future
visits, although I had the impression from our conversation in Houston
that you had considerably more detail and broader criticisms than these.
I completely agree with you that more uniformed police were needed at
the Airport to handle the crowd. I should point out, however, that there
is always a problem in this particular area between the jurisdiction of the
Secret Service and the police. The Secret Service has the sole job of pro-
tecting the Vice President himself and therefore is not directly concerned
with the crowd control. The use of too many uniformed police is avoided
by the Secret Service at the request of the Vice President because it creates
a very martial air which is undesireable in a political meeting.
One of the best ways of solving this problem is with a group of either Young
Republicans or other committee people or a Boy Scout honor guard of some
kind which can be used to handle the crowd. This is usually more effective
and less offensive than the use of uniformed policemen.
I also agree with you on the use of roped lanes to the handshaking platform
in a reception and the is something we definitely should do in all future re-
ceptions.
I am giving considerable thought to your idea of an outline of procedure with
do's and don'ts to sand out to local people well in advance of an appearance.
I think if it is properly handled, it could be very helpful. The danger here,
however, is that any such outline would tend to make visits stereotyped and

routine, which, of course, we do not want to do. There are, however, a
number of basic points which must be observed in all visits and I think as
you do, that these could be incorporated in a memorandum to be sent out
in advance.
I appreciate your thoughts very much and I was certainly glad to hear that
you feel the visit was well worthwhile.
I hope there will be an opportunity to see you again before the end of the
campaign.

His idea was to make these names available to the Advance Men in cities where
we are appearing so that he can contact them prior to the visit and get them into

I'm not quite sure what list he is referring to but I assume you will know.
He also wanted any key Jewish people contacted on the same basis and I am
wondering if you have a list of Jewish leaders as well as Negroes.
Also, do we have a list of Y.P.O. or Hiller types who are committed to our
cause across the country who should be contacted by the Advance Man as he
goes into a city?

I have made a note of the two meetings you have scheduled
in Chicago on July 27 as covered in your letter of July 8.
I should tell you that at this point however, that our instruc-
tions from the Vice President are to schedule nothing for
him beyond present comittments during the day Wednesday
or Thursday So at this time, at least, I will have to say it
does not appear to be likely that the Vice President will be
able to attend either function.
We will, of course, be in touch in Chicago and should there be
any changes, I will let you know.

Following are some notes on the last couple of calls from Neidecker
in Chicago:
1) He has been in touch with Negro leaders and among other things,
they are pushing for a Mrs. Rogers, a former Assistant U.S. Attorney
in Illinois, who is a widely-respected Negro leader, to be considered
as a seconder for the Vice President's nomination.
2) The negro group also wants to be sure that Thruston Morton is going
to come out of the Convention hall and greet the Negro demonstrators,
the marchers, when they arrive at the Amphitheatre at about 7:30 Monday.
It seems that Paul Butler came out of the L. A. Convention hall and greeted
them and they expect the same treatment from the Republicans.
3) It looks as though we will be out of luck on landing the helicopter in
Lincoln Park since there are some city regulations against this.
4) The big billboard across from the Convention hall that we were trying
to get for Nixon Volunteers is apparently not available now because Mayor
Dailey has pre-empted it to put his own welcome to the convention message
on.

This will confirm our previous discussions regarding the rental
and purchase of some of your Duo-Com two-way radio units.
For the period of the Republican Convention we would like to have
12 single units at a rental basis. Six of these should be on one fre-
quency and the other six on a different frequency.
It is our understanding that the rental for these units for the period
of the Convention will be $350.00, and it is our further understanding
that this rental fee will be applied in total against the purchase of
whatever quantity of units we decide to buy after the Convention.
It would be desireable from our viewpoint to have you set up facil-
ities for communication between the Blackstone Hotel, Conrad Hilton
Hotel and the Amphitheater.
Will you please contact Mrs. Friedlander at the Republican National
Committee for a purchase order and the payment for the rental units.
Delivery of all 12 units should be made as quickly as possible in
Chicago one group of six to be delivered to Mr. Hal Short, C/o
Republican National Committee, Conrad Hilton Hotel and the other
group of six to be delivered to the undersigned at the Blackstone Hotel.

That complets the list of names currently in the book. Please let me know if you
