Dear Mr. Black:
I am writing you because once again we need your help
for the Republican Party. Cap Weinberger, who as you know is
now State Chairman, and I firmly believe that the election can
be won if we make certain that the Republicans get to the polls
and vote. This, as you will understand, is a mechanical job
which takes a great deal of manpower. In 1956 we were successful
in persuading many large businesses to permit some of their
younger men to take time off to work for the Party. It is even
more important that we get this type of cooperation in 1962.
If we could arrange to free between 25 and 50 men in
the northern part of the State for approximately six weeks before
the election, Cap and I are convinced that it would have an
appreciable effect on the Republican vote. We realize that many
businesses are sensitive on this score inasmuch as they will be
accused of favoring the Republicans. We have no objection to
extending similar privileges to the Democrats. Quite frankly,
they would not use them as efficiently, nor would the added man-
power do them as much good as it would us.
In setting up a program of this type it is essential to
get started on the right foot. We would like you to issue an
invitation to between ten to twenty selected top executives in
San Francisco. Obviously we would want to consult with you and
would rely on your judgment as to who should be invited. If we
can get them together I am certain that Cap and I can convince
them of the importance of what we are proposing and of the impact
that it will have in November.

policy of running our own campaign in California, and

The idea of messages from leaders of various segments of
the community is excellent, as long as they are Californians.
This should be followed up as to whether or not it is

It's been suggested that our dinner program could be
enlivened during the eating period if use were made of the large
projection screen which, later in the program, will be used to
carry the closed circuit TV exchange between the Los Angeles and
San Francisco dinners. Telegrams, perhaps accompanied by pix of
senders, could be flashed on the screen -- messages of tribute to
Eisenhower primarily, with a paragraph endorsing Nixon's campaign
added.
We would need at least fifty of these to be effective
during the period reserved for eating. Duplicates could be shown

of the California State Veterans News requesting advertising
and an accompanying article in behalf of John Busterud. He
offered to send me basic facts and a copy of the publication.
I thought you'd be interested in the editorial
appearing in the May issue, which was the sample copy he sent
me - Thermofax copy attached. While I am sure this tells
only one side of the story, I am forwarding it for whatever
action you consider appropriate.
Through the mail Friday I received in an envelope
from the Department of Motor Vehicles a leaflet (Thermofax
copy also enclosed) calling for highway safety with a state-

Taurog and Florence Wellborn on their projects.
I understand, however, that she has a special interest
in hospital registration activities and I think it would be
wise to set up a special project with her in charge to carry

Last Monday in Redlands during my discussions with Bill Moore,
Publisher of the REDLANDS DAILY FACTS, Bill said that he had
talked briefly with R.N. at the C.N.P.A. Convention in Coronado
about Jack Beaver.
Bill recommended to R.N. that the campaign, in whatever manner
practicable, avail itself of Jack's experience regarding California
affairs during his four terms in the Legislature. R.N. asked if
Bill meant that Jack should become a member of the professional
staff and Bill said 'no'.
He does feel that Jack should be called in for a Conference for the
purpose of giving us the benefit of his analysis of Brown's Legis-
lative weaknesses and possibly issues. Bill said further he was
aware that there might be some feeling against Jack here in Los
Angeles County because of certain votes Jack cast and certain atti-
tudes he may have taken.
However, Bill felt he could give us a good picture of "the Out
County" situation.
I know personally that Jack supports R.N. and I feel that a talk
with him would be wise.

after many years. I certainly understand your reasoning regarding
the timing of Bill Knowland's help and am very much aware of the
situation regarding the "Right to Work" issue.
We, of course, recognize some potential problems with the
forthcoming book, as you outline, but I think it will also have some
counterbalancing advantages in the California Campaign. Some of
these would include the reaffirmation of Dick's position and long
record of leadership in the fight against Communism; the detailed
clarification of the 1952 Fund Case -- which should help to counter-
act some of the current phony smears --; and a number of details
regarding the 1960 Campaign which are pertinent in the forthcoming
California election.
In any event, the commitments and contracts on this book
were made prior to Dick's declaration for Governor and, in view
of this and the amount of money involved, it would seem at this
point to be unwise to hold it up.

programs on the issues you itemized.
I certainly understand your position in regard to Knight

strength between now and the election and that we must operate
on the basis of leaving no stone unturned.

We certainly enjoyed an unusual evening together
as John Vaughn's guests at the Jonathan Club. There were
high lights and low levels but on the whole a most memor-
able occasion. I particularly enjoyed our brief conversa-
tions including the few minutes we had together in the
lounge late in the evening.
It occurred to me this morning as I drove home and
considered our remarks that I should like to expand a
little in better explanation of hastily expressed opinions.
My thought that Bill Knowland could be more helpful in the
primary rather than in the general election campaign was
based on the fact that four years ago he was identified
actively with the "Right to Work" issue on the ballot.
This brought him into disrepute not only with labor but
with quite a few of the liberal elements of the Democratic
Party. As Dick Nixon will find it necessary to pick up
the independent vote and some of the more liberal Democrats
before he can expect to be elected, I then assume that Bill
Knowland would be a burden in the latter part of the two
campaigns.
As to the primary effort, if the two can be separated,
Knowland does appeal to most of the conservative Republicans
which of course, is more than a majority of the sentiment
to select the nominee.
Also, I wanted you to know I am really a little
concerned about the book to be released in serial form
and later bound covers on the subject of the six Crises.
Each of these will emphasize Dick Nixon's interest in
affairs other than in California. It will be well and
enthusiastically received nationally but in my opinion,
not of real value to him in his campaign to become Governor
of California. It also can be used by his opponent Pat
Brown to point out his complete divorce from California
developments during the past few years.

If on the other hand, Dick could prepare another
book or series of articles on such a subject as "California,
the Growth State during the 60's" he then could show his
interest and constructive program on such subjects as
agriculture, water and flood control, education including
the Master Plan as an economy and efficiency development,
more industry, more jobs rather than more relief and more
unemployment insurance, an aggressive attack on highway
congestion, etc.
It is necessary for me to repeat to you that I have
a feeling of obligation to Knight based on my appreciation
of the appointment as a member of the Board of Regents
which prevents me from openly supporting any opposing
candidate. You, however, have discovered my real sentiment
which I hope I will be able to express openly either through
the withdrawal of Knight or his defeat in the primary. This
of course, is a confidential statement to you as a friend.
You have my best wishes for a successful effort. It
will be a difficult task to elect Dick Nixon Governor and a
more difficult one for him to get along with a Democratic
Legislature. It can be done, however, but you must antici-
pate that Brown will become stronger between now and November
and that no stone can be left unturned to acquire the neces-
sary bipartisan support.

He said: "There are some things out here that are very alarming and
I wonder if he really realizes what has taken place in recent weeks
or months. It is almost shocking. I am at this time really afraid
that Dick won't get anyplace if this thing continues. It is from
the ground level. I am not much out of La Habra what I hear is
not good at all. For instance, we have this man Shell who came out
to the ladies federation - at the Country Club and had quite a large
crowd. He had spoken at that time before 360 groups of people.
I was not at that meeting. I know weveral who were for Nixon who were
at the meeting and they are not for Nixon now. I think RN has to pay
more attention to this threat -- it is not anything to be brushed off
as not being serious. "
"I do know that this one place made quite an effect.
I am telling you now that if it is as effective in other places as it
is now I think RN is in trouble."
rmw asked him if the people gave any reason for being
for Shell or switching from Nixon to Shell.
His answer was: "I talked to quite a few Nixon supporters
who are going to support Shell. Walter Knott who I know quite well is
against him now. I will do anything I can to help. The people are
hungry for someone to come out and tell them what to do. If RN doesn't
soon get going I think that thousands will be committed before he gets
started."
(I asked Mr. Burch to try to find out what the people really thought
Shell had done find out why they were switching, etc. and that we
would call him back. I sadix said Haldeman would do so -- but I suppose
