Dear Friend:
This is an invitation to help us form a new and tremendously
important group of Governor Brown's friends, supporters, and
associates. The Governor has endorsed it completely and has
given us his personal list of friends, which is why we are
writing to you.
You probably are working hard for Pat Brown's re-election, but
we are inviting you now to make that extra effort that every
great victory requires--and ours will be a great victory! Here
are the goals:
Our group--Citizens for Brown--needs organizers. First, we
want to count your name among the founders of Citizens for
Brown. Second, we need your list of at least ten others who,
to your personal knowledge, will join in this extra effort of
Pat Brown's campaign for re-election.
Before November we want Citizens for Brown to have contacted
every Californian who might support the Governor. Your help
could bring 10 to 100 fence straddlers into the right decision
on election day. We urgently need it now. Please return your

For Higher Education
HERE ARE THE FACTS:
Proposition 1A is a $270 million bond issue.
Over 80 per cent of it is legally committed to
expand junior college, state college and University
of California facilities.
By 1965 enrollments at these institutions will
be increased by 120,000 students (40%). Present
facilities cannot accommodate the increase.
New University campuses at Irvine in Orange
County, Santa Cruz, and San Diego, and two
new State Colleges near San Bernardino and
Inglewood will be financed by the measure. All
other State Colleges and University of California
campuses will be expanded. For new classrooms,
$20,000,000 is provided for junior colleges -
direct relief for local taxpayers.
The portion of the bond issue not allocated to
education's needs is committed only to specified
facilities for mental health, forest conservation,
narcotics and crime control.
This program makes badly needed facilities
available when they are needed - without large
tax increases. It allows those who benefit from the
facilities to later help pay for them by spreading
costs over many years.

REGISTRATION
Just two more weeks remain to win the election.
Mrs. Elizabeth R. "Libby" Gatov, chairman of the Northern Calif-
ornia Registration Committee, sent this word out as the Democratic
registration program got set for the big final push.
"It is almost literally true that the November election can be
won by the September 13 registration close," said Mrs. Gatov.
"And if the climax to our drive is successful, we will be in a
position to win elections for years to come."
To help stimulate the final push, a number of awards will be
given to top registrars.

FOR THURSDAY P.M. IS RELEASE, August 2, 1962
Governor Edmund G. Brown today announced the appointment of
Francis O. Thomsen and Raymond V. Garamendi to the 39th District
Agricultural Association Board of Directors and his reappointment
of James Valente.
Thomsen is from Vallecito, Garamendi from Mokelumne Hill, and
Valente from Angel's Camp, California.
"Mr. Valente has earned reappointment for serving the board
ably and with dedication," Governor Brown said. "Thomsen and
Garamendi are both well known business men who will make valuable
additions to the Board.'
Mr. Thomsen succeeds Amon Tanner of Murphy, California, and
Mr. Garamendi succeeds William W. Wells of Mokelumne Hill. Both
Tanner's and Wells' terms have expired.
All three appointees are Democrats. Thomsen, an insurance
agent in Vallecito, is past president of the local Lions Club, a
member of the Vallecito Chamber of Commerce and active in Democratic
clubs. Garamendi, a rancher, is also a member of his local
chamber of commerce, as well as a member of the farm bureau, the
cattlemen's association and the executive committee of the
Calaveras-San Joaquin Boy Scout Council.
Garamendi and his wife, Mary Jane, reside at the family ranch
on San Andreas Road, Mokelumne Hill, and are the parents of seven
children.
The appointments to the board of directors are for four-year
terms.

FOR MONDAY A.M. 'S RELEASE
Governor Edmund G. Brown today announced the appointment of
Herbert O. Dorken, 37, a nationally recognized clinical psychologist,.
as deputy director of the Department of Mental Hygiene for liaison and
prevention.
Dorken succeeds Dr. E11 M. Bower who has left the department to
work for the National Institute of Mental Health in Bethesda, Maryland
as a consultant in mental health in education.
"I am particularly pleased to announce Dr. Dorken's appointment,"
the governor said. "He is 8 young man with 8 distinguished record both
as psychologist and administrator.
"I commend Dr. Daniel Blair, director of the department, for the
energetic search which lead to finding a man of Dr. Dorken's caliber to
fill this important position."
Dorken will assume his new duties August 6. His salary will be
$1419 a month. He serves at the pleasure of the director.
A native of Quebec, Dr. Dorken was active in establishing and
operating Canadian provincial mental health services over a 10-year period.
In 1959 he launched a program to set up a statewide program of community
mental health services throughout Minnesota and served as director of the
operation. Most recently he has been engaged in establishing psychiatric
treatment services a.B director of the Range Mental Health Center in
Virginia, Minnesota, developing and organizing 8. program for some 100,000
persons in the state's Iron Range area.
Throughout his career Dr. Dorken has been widely published in
professional papers dealing with application of psychology to diverse
areas and With community mental health programs,

will continue the department's drive to establish & stronger bridge of

Dr. Dorken took both his Bachelor of Science and Hustorn degreen at
AcGill University in Montreal. He received his Ph.D. in clinical
paychology at the University of Nontreal, and underwent 0 number pariod
of acadente training in the American Phychological Association's post-doctoral
workshop dealing with psychologists in administrative program.
His professional affiliations Include fellowships an the American
Psychological Association, the Midueotern Psychological Association,
Society for Projective Techniques and the American Association for the
Advancement of Science and membership in the Minnesota Psychological
Association and the American Public Health Association.
Dortoan and his wife, Irene, have two children, Sandre, 10, and
Bradford, 7.
Prior to spearheading the new program in liaison and prevention for
the department, Dr. Bower was research coordinator for the State Department
of Education. He directed the latter department's outstanding and
nationally recognized research study on emotionally disturbed children In
California schools. He was also the department's consultant in mental
hygiene and mental retardation, and is author of a number of books and
articles in primary prevention of enotional disorders.
