still seem to be getting regarding the length of time
which elapses between a request to speak and acknowledg-

However, we are proceeding, in effect,
along the lines which you have suggested; a form letter
goes out upon receipt of the request, saying that it is
being referred to the Schedule Committee and that the
writer will be hearing directly from them in the near

defense contracts to depressed areas.

of awarding contracts on the basis of unemployment
and other local problems rather than on the basis of
ability to produce efficiently could become a major

I don't think it is too important who gets in touch with Phil
Ray but I suggest a definite job or plan be discussed. It
would seem the earlier Phil can be interested, the better
it would be for Dick.
A word of caution - The approach should be pretty well
considered so far as appeal and need. This fellow is a
very busy attorney but, I feel, can be prevailed upon to
perform in a very useful way.

Many thanks for your note of February 23 inquiring about
how the Kuchel luncheon game out and what the situation is
regarding my participation in his campaign.
I declined the invitation to luncheon. I have declined to
serve on the finance committee but I have agreed to raise
a modest amount of funds.
From what I read in the San Francisco press Dick is
creating a favorable impression and was particularly
adroit in handling an unfriendly element on the campus of
San Francisco City College.
I have had discussions with my friend, Phil Ray, whom you
may remember was a Presidential appointee under Eisen-
hower. It might be worthwhile for you or Dick to consider
talking with him regarding some of the many ideas he may
be able to offer.
