FOR RELEASE TO

November 1, 1962
I call on Mr. Brown to immediately dismiss Allan K. Jonas, Director of the
California Disaster Office, for gross negligence that potentially endangers the lives
of 17,000,000 Californians.
Over a year ago, on October 17, 1961, Mr. Jonas reported that California would
be "completely naked", if an enemy chose to attack. A year later, when confronted
by a serious world crisis, it became obvious that under Mr. Jonas' direction this
,serious situation is virtually unchanged.
Although California is a major target because of our defense industry, this is
the situation today, as reported by responsible newspapers throughout the state!
--In Los Angeles, the City Director of Civil Defense reports he has received
no instructions from the California disaster office. His exact words are, "I have
had no word from them whatsoever."
--In Alameda County, according to the Oakland Tribune (10/29), "The unready
status of Alameda County CivilDefense as far as public protection is concerned, was
boiled down to a chilling truth yesterday; everyman for himself."
--In the city of San Bernardino, the San Bernardino Sun (10/24), reports there
are only three marked shelters that will accommodate 675 of the city's 95,000 resi-
dents. And the shelters are not stocked with food, water, medical, sleeping facili-
ties. The city's sirens will only reach 30% of the people.
--In Los Angeles, most of the 307 buildings certified as fallout shelters are
reported as unmarked, unsupplied and unusable for that purpose.

Only two are stocked with food, water and other supplies deemed adequate to
sustain the indicated numbers of refugees for two weeks.
--In the city of Alameda, with a population of 63,855, the city manager re-
ports that only five buildings, accormodating 996 people, have been designated as
shelters.
--In Bakersfield, the San Francisco Chronicle reports there have been serious
runs on guns, ammunition and food. Similar runs on fire arms were reported in the
San Fernando Valley. And near panic occurred in Los Angeles grocery stores.
--After surveying civil defense preparations, the Los Angeles Times (10/24)
concludes "the best advise for most residents who have no private shelters is
'stay home' and pray."
--In the whole state, according to William Ward of the California Disaster
office, there are only 1200 licensed public shelters. None of them have been
stocked with food, medical supplies and water with the exception of some test shel-
ters in Sacramento, Long Beach and Los Angeles.
Under Mr. Jonas' direction, California is, in his own words, "completely
naked." Strong leadership could have given the people the protection they deserve,
just as it has in New York and other states.
This critical situation cannot wait until a new governor replaces Mr. Jonas.
He must be removed from office now. California needs a full-time Civil Defense
director. Yet, Mr. Jonas, who receives $17,640 a year from the state, also runs a
private real estate business in Inglewood.
California needs a Civil Defense director with experience and knowledge in
this field. Yet, Mr. Jonas is a former New York advertising man with absolutely
no background in Civil Defense.
California needs a Civil Defense director who is above partisan politics.
Yet, Mr. Jonas is presently under investigation by the Federal Government for pos-
sible violation of the Hatch Act because of his political activities.

Cuban Statement - October 22, 1962
We quote in part
"As one who has urged for several months that stronger action be taken
in Cuba, I fully support the action the President has taken today.
There are obvious risks in this action. But the risks of inaction are im-
mensely greater. In my view, this action will not lead to war. As in Quemoy
and Matsu and Lebanon, in dealing with Communist aggression, strong action
actually decreases the possibility of war."

We quote in part
"On April 20th of last year, as you gentlemen may recall, I met with
President Kennedy the day after the Cuban invasion failed. On that occasion,
I made a personal commitment to President Kennedy. I think this is the ap-
propriate time for me to make that commitment again publicly. I told him I
felt it was imperative that he as President of the United States take the neces-
sary steps to avoid the building up of a Communist beachhead in Cuba ninety
miles from our shores.
Today I reiterate that statement. I believe the time has come for
stronger action in Cuba. "

plan to take over the audience for one night. So start getting your night

In San Francisco last Monday, 120, 000 fans (Giant fans) turned out to wel-
come Dick Nixon and General Ike Eisenhower to the Bay City. During their
noontime motorcade through the downtown district amid swirls of confetti and
ticker tape, Nixon-Eisenhower boosters cheered and dashed into the streets
to shake hands with Dick and Ike. Later that night at San Francisco's Cow
Palace, Ike spoke before 3,000 Nixon workers who had paid 100-a-plate
"Richard Nixon is one man, SO intimately and thoroughly known to me,
that without hesitation I can personally vouch for his ability, his sense of duty,
his sharpness of mind and his wealth in wisdom
Several months ago, in
Denmark, I observed that one of the biggest mistakes of my political career
was not working harder for Dick Nixon in 1960. I urge all Californians not to
make the same mistake this year. 11

That's the prediction of the man
who supervises elections in California Secretary of State Frank Jordan.
Jordan made his forecast at the Republican fund-raising rally in San Francisco
last Monday the first time in the current campaign that Jordan has appeared
at a major GOP party affair. In 1960, Jordan predicted that Nixon would take
California by 35, 000 votes, whereas Nixon actually won the state by 35, 650 votes.

it was revealed today by a private poll.
Herbert G. Klein, Press Secretary to Richard Nixon said, "The results
of the poll showed Nixon leading Brown 40.8 to 39.5 with 19.7 undecided voters."
WIN Workers
this is the way we want to see the campaign rolling,
but we all have a BIG job to do on the undecided voters. They CAN make the
difference between victory and defeat.

As the WIN News Bulletin goes to press this week there is elation in the Nixon or-
ganization and gloom in the Brown camp on the day following the face-to-face TV
discussion of state campaign issues staged by the two candidates before the UPI
Editors Conference in San Francisco on Monday. Telephones at Nixon Headquarters
have rung off the wall today as hundreds of people call in offering congratulations on
the way in which Dick Nixon clobbered Pat Brown in front of a statewide TV audience.

Some commentators have said that this TV confrontation may well have been the
turning point in the campaign. Nixon showed a tremendous command of Cali-

Brown constantly stated, "It isn't easy" when questioned on problems involving
law enforcement, welfare programs, narcotics control, etc. Brown also ad-
mitted for THE FIRST TIME that there was high unemployment in California in
1960 and 1961.

VICTORY FORECAST!
"Richard Nixon will win the governor's race by a margin in excess of
400, 000 votes 11 This is the prediction issued a few days ago by H. R.
Haldeman, Nixon campaign manager, and based on a statewide comprehen-
size survey completed Saturday, October 13.
"Both the size and the enthusiasm of the Nixon crowds, which dwarf those
of Brown, leave no doubt but that there is a strong Nixon tide running,"
Haldeman said.
Haldeman's analysis shows that Nixon will get 91 percent of the Republi-
can vote with Brown obtaining 4 percent. He said there is a 5 percent margin
undecided at this point. Among Democrats, Haldeman said Nixon will gain
20 percent as compared to 72 percent for Brown, with an apparent 8 percent
or more undecided vote among the Democrats.
TELETHONS HELPING TURN THE TIDE!
Analysis of surveys made in the areas where Dick Nixon has held his 3-
hour Telethons shows that the margin of voters for Nixon is higher following
the Telethon appearances. In San Diego for example, a private survey made
the weekend following Dick Nixon's Telethon showed that Nixon will receive
more than one out of every four Democratic votes.

Dick Nixon, entering the final stretch drive of his surging campaign,
shifted into "super high gear" this week. His plans include a 3-hour
telethon in Sacramento, 24 Win With Nixon rallies and a 35-hour whistle
stop train tour.

Today (Tuesday) he appears in Sacramento for the fifth in a series of
seven no holds barted" telethons. On Wednesday, he goes to San

Francisco for a major address at noon, a 3:30 p.m. appearance at a
Nationalities reception, and a rally in Richmond at 8:00 p.m.
On Thursday, he will board the "Win With Nixon Special" in Santa Cruz
at 8:30 a.m. and embark on his 35-hour whistle stop train swing. From
Santa Cruz, the train will proceed southward making scheduled stops in
Watsonville, Salinas, King City, Paso Robles, San Luis Obispo, Santa
Maria, and Santa Barbara --- where he will make the only off-train
rally of the tour at the Santa Barbara High School.
The train will make its first stop on Friday morning at Pico Rivera at
9:00 a.m. and will then move on south stopping at Fullerton, Anaheim,
Orange, Santa Ana, San Juan Capistrano, Oceanside, Del Mar, and San
Diego at 3:45 p.m. And before calling it a day, the candidate will
travel to Riverside to attend another rally at 8:00 p.m.
Saturday, the candidate takes his "Programs for a Greater California"
campaign before four rallies in Los Angeles County and one in San
Bernerdino. His schedule calls for appearances in Montrose at 10:30
a.m.; Glendale, 12 noon; Los Feliz District in Los Angeles, 1:30 p.m.;
Burbank, 3 p.m.; and San Bernardino, 8 p.m. at the Orange Show.
VICTORY SQUAD
We can't emphasize too strongly the importance of the Victory Squad
Program on Election Day. Each community chairman throughout Los
Angeles County is reminded of the urgent need to furnish not less than
100 volunteer names to his or her field representative immediately in
order that these people may be effectively placed in the Victory Squad
effort on November 6th.
NEW PRECINCT SHEETS
Precinct sheets listing all voters registered in Los Angeles County as
of September 13th, are now being received at Southern California
- 2 -
Headquarters. Your field representative is responsible for seeing to
it that these sheets are put into the hands of the proper person in
your division for quick distribution to community headquarters.
Your community Operation Telephone Chairman must plan now to have vol-
unteers on hand to enter the phone numbers of new registrants onto
these sheets so that these newly-registered voters will be called
during the four day Operation Telephone BLITZ. One word of caution:
please do not waste time transferring phone numbers from the old to the
new precinct sheets. Instead, the volunteers should place the new
sheets side-by-side with the old ones and then make a check mark on the
new sheets opposite the names of the new voters whose names do not
appear on the old sheets. The volunteers should then enter the phone
numbers of these newly-registered voters in the usual manner next to
their names. Another point to watch for -- the names of people who
appeared on the old sheets but not on the new should be crossed out.
They are no longer registered. When the BLITZ period begins on
Thursday, November 1st, the telephoners will call the telephone numbers
appearing on both the old and new sheets.
DEMOCRATS FOR NIXON
Our latest count shows that more than 300 Democrats for Nixon Community
Chairmen have been appointed and that 8700 Democrats have signed pledge
cards supporting Nixon for Governor. This is a good start. But we
need more -- lots more. Everyone is urged to give this activity top
priority in his or her area and supply additional names to the Democrats
for Nixon Committee, 641 South Flower, Los Angeles 17. DO THIS TODAY--

ARTESIA-DAIRY VALLEY DOES GREAT JOB!
Congratulations to Bill Teunnisen, Community Co-Chairman of Artesia-
Dairy Valley! Bill and 43 of the youngsters in his area personally
put on 3500 bumper stickers the other Caturday. They worked from
noon until 7:00 p.m. Last week they hit it again and got out 2800
over the weekend. A great job, Bill. Each and every headquarters
should be spurred on to greater performance by this example of dedi-
cation, teamwork, and organizational ability.
