Dear Prune Grower:
IS YOUR BUSINESS EXPENDABLE?
Please read the attached excerpt from the San Francisco
Chronicle of March 20, 1962. If this article on the European
COMMON MARKET and the Trade Expansion Act doesn't shock you into
quick, positive action, IT SHOULD.
The statement that "prumes --- would meet with higher
tariff barriers than other products" is the understatement of the
year. Prunes are without doubt the one California product that
will suffer most from this abominable development; their tariff
has actually been doubled in several of our most important markets
of Europe; namely, West Germany, Belgium, Luxembourg, and Holland --
from 8% to 16%!
Unless you personally step in and protest this action
and help avert further discrimination against the California prune
industry by our own Government, prune prices are bound to decline
through reduction in exports and you may very likely find yourself
out of business so far as growing prunes is concerned.
TIME IS SHORT. ACT NOW!
Wire or write your Congressman, your Senators, and the
Chairman of the House Ways and Means Committee. Tell them in your
own words just what you stand to lose unless something is done to
correct the deplorable conditions with which your industry is faced.
For your assistance, their names and addresses are listed
on the attached sheet.
Don't wait! Unless your letter or telegram reaches them
before April 5, the date set for final action by the House Ways and
Means Committee, the cause may be lost.

Dear Howard:
Thanks very much for your letter of March 19th regarding
Jack Veneman's recommendation that RN visit his District on
April 10th.
I know there is a very strong feeling on Jack's part, and on the part
of some of our Nixon Committee people in Stanislaus County, that
Dick should also visit Turlock while he is in the County. I have
passed this recommendation on to people who are working on the
schedule plans, but personally feel that on this kind of a visit, and
with the limited time available, It would be much more worthwhile
to have one big truly outstanding event in Modesto than to divide
up appearances among several smaller communities. Up to now
we have found this procedure has been extremely worthwhile, and
that when we have made a number of small appearances, the
effect has not been nearly as great. Also, you and Jack should
realize that an extra hour doesn't really accomplish much in
trying to hit two additional towns, since It really isn't enough time
to do it right. As you know, our approach all along has been that
we want to do the best we can with each individual appearance,
rather than just strive for numbers of appearances.
You can certainly assure Jack that Dick will be back in the District
several times, and that OR return visits activities can be planned
in other cities of the county.

Mr. Barmann has called my attention to the fact you had
not received a reply to a letter you wrote me some time ago.
This was in connection with Mr. McRae serving as the
Nimen Chairman for Butte County, but Mr. Barmann's
inquiry was the first I had heard of your letter. We have made
a thorough search here and apparently it either became lost
in the initial avalanche of mail, or perhaps was lost enrouts.
In any event, I am really sorry the incident occurred and can
well understand your impatience when no response was
forthcoming.
Mr. Downey Orrick has, I believe, already written Mr. McRae
asking him to serve as Chairman, and we are of course
hopeful he will accept the assignment.
Certainly your interest in the matter is appreciated, and I
am extremely sorry the letter you wrote earlier did not reach
me.

The Northern Californians tell me they have not been able
to line up a plane for RN for the February 13th tour. We
should, therefore, see If we can find a private plane which
could be used to take him from Los Angeles to Mariposa on the
night of the 13th, and from Jackson to Marysville the
afternoon of the 14th.
I understand they do have a plane to take him from Sacramento
to Tulelake and back to Redding on February 15th, but you
should confirm this with Ruth Watson.
I guess he will then need a plane, unless they have one, to go
from Red Bluff to Sacramento on the 16th.
The rest of the trip will be by car, and he can return to
Los Angeles on the 17th by commercial after the San Jose
dinner, but you should check availabilities for this leg.

RN would like to consider an early morning visit to the L. A. Produce
Market -- on an unannounced basis, of course -- probably escorted
by his vegetable man at home.
Will you please check out time and maximum activity in the
Product Market, which will probably be around 4:00 A.M., and then
at your earliest opportunity go down there and thoroughly scout the
scene at that time of day and give me a report re: hand-shaking
and pictorial possibilities for an RN visit?

with Mr. Nixon in which you invited him to address the
Fifth Annual Convention of the Pacific Water Conditioning
Association at Coronado in May.
Unfortunately, we have had to make a definite
rule that Mr. Nixon not accept speaking engagements for
national or regional conventions, even though we recognize
that in many cases, and certainly this is true in yours,
the audience will include a very substantial and important
group of Californians. We feel sure that you understand
that if we deviate from this rule once, we would have no
basis upon which to stick to it on other occasions.

our answer must be as it is.
