The attached correspondence concerning a proposed television
musical spectacular provides background information for
the request of subject individual that Mr. Nixon assist
him in the arrangements for an appointment with Charles Percy,
Chairman of the Board of Bell & Howell, relative to the
sponsorship of this program.
While this request has no direct bearing on the present
campaign, and I have not quite figured out how I got in
the middle of it and became, in effect, the "liaison"
between Mr. Wright and the campaign -- I assume you can
provide the proper handling for this matter.

in New York and there is no problem with him at this point.
His project, as you know, is an "interracial" television
special featuring such worthies as Marilyn Monroe, Bob Hope, Sammy
Davis, Jr., etc. He has the thing pretty well set, including
network co-operation, but is eager for a Bell & Howell type
sponsor. Basically, what he wants RN to do is to arrange a meeting
for him with Chuck Percy in Chicago to try to negotiate this.
Wright is sending me a complete written rundown on the show,
and at that time we can determine how the request is to be handled --
if at all.

It has been suggested to us that the Kennedy Administration
is becoming increasingly vulnerable vis-a-vis the UN Resolu-

tion on Israel-Syria. Apparently Ben Gurion raised hell
with Stevenson the other day and the New York Israeli
partisans are hopping mad at Kennedy, recalling his grandiose
speeches during the campaign on how he would handle the

Middle East.
We also understand the Israeli business is hurting Kennedy
among the rich Democratic contributors, since the promoters
of the Birthday Party at Madison Square Garden are having
trouble getting rid of the high priced tickets.

First, let me tell you how much

certainly hopeful that you will be able to work with

As to the specific comments you make:
1) It is not Mr. Nixon's intention to waste time
shooting at President Kennedy and the national
administration. We all recognize that this does
not accomplish our goal, and I can assure you
Mr. Nixon is very much aware of this. On the

other hand, there are times when he has to answer
specific questions which are raised in press
conferences and other meetings, and unfortunately
these answers seem to get more publicity than his
many statements on state issues which are made
every day.
2) He is concentrating his entire effort on issues
that pertain to the State of California, and
recognizes the importance of doing so.
3) We agree with your recommended approach to the
labor vote.

Dear Bob:
Enclosed find a letter that I received today from a good friend of
mine and a strong Nixon supporter who, in his own right, is known
as one of the most reliable real estate men in this area.
He was so upset with what he knew about what was taking place in
Sacramento that he later forwarded this letter to me. I pass it
on to you for what it is worth.
During our trip from Burbank to Coalinga, and return, I suggested
to Dick that a little time spent with Mr. James Mussatti of San
Francisco, who is past manager of the California State Chamber of
Commerce, might bring to light a lot of good campaign material
pertaining to the goings' on all over the State by the Brown ad-
ministration.
While on a visit to Fresno, Mr. Mussatti talked to me and said that
he had written to Dick offering his help in the event he could be
of assistance.
Mr. Loren Vanderlip who is the California State Chamber of Commerce,
Sacramento, lobbyist, also volunteered to help on any information
from that source that Dick might think would be useful during the
campaign.
These are excellent sources of factual information. In my opinion,
we should take advantage of their willingness to help.
Mr. Mussatti is still serving the State Chamber as assistant to the
President and both he and Mr. Vanderlip work out of the San Francisco
office.

The other day I talked with a number of key people who are close to
the State Government in Sacramento. I mentioned to you that I had
received an impression that there is a lot of "dirty politics" going
on up there.
Among the points made were some of the following. The governor is
appointing people to key positions without regard to ability but
rather with regard to what possible influence they might have over
votes. The Director of Finance for our $2,000,000,000 State Budget,
Mr. Champion, is a newspaper reporter and not a financial man. His
assistant, Mr. Fowler, is a man whose ability is less than should be
desired. He is a man who has attained his position through flattery,
favors, and catering to special interests.
Negros and Chinese have been appointed to sensitive spots in the
government with big salaries because of their possible influence on
votes.
It is common knowledge that payments to beneficiaries of certain
welfare-type programs controlled by the state are being made at the
insistence of some of these people contrary to the normal rules
governing such payments. The attitude expressed has been "they need
it, so let's pay it" rather than examining the question of their
right to the money.
I might point out that there has been considerable criticism of the
appointment to the Advisory Commission which functions to set policy
for the State Real Estate Commission. Appointments have been made
without consultation of the industry and, in some cases, the
appointees past records do not stand up well under close investigation.
