Governors are now issuing proclamations and ress

The Los Angeles County Board of Supervisors have
issued their Lesolution-Proclamation and City Council
action is scheduled for Monday.

WHEREAS
September is Youth Month throughout America
and, during the period from September 17th (Citizenship Day)
thru September 30th there will be an American Youth Enrollment
to encourage boys and girls to affiliate with any of our
many youth-serving and character-building organizations, and

parents and grand-parents will be urged to definitely
pledge that when the infant and pre-teen children of their
families are of proper lage they will be enrolled in
character-building groups of church and community

regret our answer must be as it is.
Since Dick Nixon is himself a candidate for
Governor of California, a policy was established
from the beginning that there could be no
involvement in other campaigns, in state or
out of state. We have not deviated from this
policy and of course cannot do so in fairness to
all concerned.
I trust you will understand and appreciate the
circumstances which preclude Dick writing the
letter to be read at the dinner which will

Friends of Congressman Durward G. Hall are sponsoring a dinner
to kick off his re-election campaign to be held the evening of September
10th at Riverside Inn in Ozark, Missouri.
Vice President Nixon visited Springfield, Missouri, during the
1960 campaign and our Congressional District gave him a 60,000 vote
majority in that election. The Vice President's presence also was a
major factor in Congressman Hall's election. It would be most appre-
ciated if Mr. Nixon would send a letter to be read at the dinner urging
Congressman Hall's re-election and containing whatever additional
comments he might see fit to add. The letter should be addressed to

Dear Mr. Nixon:
In your exclusive interview with Ebony Magazine published in
April 1962, you outlined tersely and with common sense and feeling
what the republicans must do to regain the Negro vote. We believe
that we have a tailored-to-order proposition that might give them
just such an opportunity and can well mean the difference between
their control or failure to control the next congress and indeed
the next White House. A lot will depend on who carries the South,
so long traditionall democratic and almost devoid of the two party
system.
The honorable Z. Alexander Looby a distinguished Negro lawyer,
has been drafted by the Tennessee Voters Council as their candidate
for a seat on the Supreme Court Justice's Bench of Tennessee. Rather
than welcoming this entry into the contest as a democratic right
exercised and in the best traditions of the liberties we all seek,
the democratic party dominated Nashville Bar Association let loose a
below-the-belt fight against the goodly gentleman.
Their basic argument being that the nominees of the democratic
party ought to have been elected without opposition. Such a state-
ment heard in Moscow, Peking, Belgrade or Warsaw would have been
unworthy of comment; but in Nashville, the Athens of the South, it
raises loud questions both of expediency and intent. The Association
left no mistaken impression but that their chief anxiety was the
possibility of a Negro being elected to the office. Hence their pro-
posed approach for laying the case before the public.

Attorney Looby is one of the best known Negroes in the
South, indeed the entire U.S.A., and any active support by the
Republican party to have him elected or to further his candidacy
could not be unrewarded with reciprocal voting courtesy. We are
hoping that the republicans in the interest of a strong two party
system and in their own efforts to gain strength in the forth
coming congressional election will not overlook this request for
support.
We should greatly appreciate your party's endorsement of Dr.
z. Alezander Looby for the August 2, 1962 election. Relevant
information on the candidate is enclosed.

was received by his office while he was in Denmark
and referred to me for reply.
I was delighted to learn you are running
for State Senate and you certainly have my best
wishes.
As I am sure you will understand, however,
there has had to be a firm policy established of
no involvement in out-of-state campaigns, which of
course precludes Dick writing the letter you suggest.
As a matter of fact, there has been no involvement
within the state insofar as other campaigns have been
concerned. This seems to be the only fair and just
method of handling the many requests which he
receives for endorsements.
I know Dick will appreciate your letter and
let me know how things are going.

Dick Nixon has asked me to acknowledge and

which he appreciated very much.
Since Dick is a candidate in the forthcoming
election here in California, he has had to
make a firm rule there can be no involvement

in other campaigns, in state or out of state,
and of course there can be no deviation
from this policy. Re does use some of the
autographed cards on his trips here, but we
would be prohibited from sending a supply
to you for use back there.

situation in Queens County, New York. The Republican
Organization has nominated George Archinal for the new
Seventh Congressional District. He is being opposed by
an insurgent named Roger K. Brickner. The organization
is 100% behind Archinal. I understand Brickner intends
to contact the Vice President seeking some form of support
or endorsement.
Please be careful about the way this situation is handled.

My hearty congratulations on your successful primary election
of June 5th. Your victory not only preserves the basic values
of our Republican Party but is a renewed inspiration for the
millions of your edmirers across the nation.
Back here in Queens County in New York State, many were elated
at your California victory. In my campaign headquarters (I am
a candidate for the Republican Congressional nomination in the
new 7th District) people came in congratulating US for your
victory! I can assure you there are many Nixon Republicans here
in Queens.
As you well know, the conduct of a party primary campaign is a
grueling task. Being a schoolteacher my ability to reward my
workers and supporters is limited. Perhaps you can help. I
have read about the autographed cards you were distributing in
California. If any of these are left over from the campaign
I assure you that they could be used to good advantage back
here as token rewards.
Later, as our campaign picks up momentum, I will be happy to
keep you informed of developments if you have a moment from
time to time to take a measure of the Republican progres in the
7th C. D. of New York.
