Your memorandum concerning Pete Pitchess and Law Enforcement. In talking with Pitchess today, he advises that the law enforcement issue as an issue ought to be soft-pedaled by the Nixon campaign. He feels it is not an issue upon which the administration is the most vulnerable, in addition to which it is most difficult to come across to the press (as attacking Brown and Mosk without casting asperions on the average law enforcement officer). He feels the most profitable method in this regard would be to attack Brown for specific positions he may have taken which have a law enforcement aspect but not to relate it to a broad sweeping issue of law enforcement in the state of California essentially asking the question, why did Governor Brown refuse to call a session to deal with the narcotics problem in 1960 instead of saying that narcotics is sweeping the state and overrunning the law enforcement people, etc. In addition, Pitchess felt it most desirable that he not be put in the position of clearing statements on law enforcement because, as things now stand, he feels it preferable to be able to respond to inquiries on RN statements (such as on the SF speech) that he doesn't know what RN said he may have been mis- quoted or overquoted -- and he has no particular knowledge, but he does know that Dick feels etc. 2. With regard to your memorandum dated March 27 from RN to Bob Finch concerning the California Medical Association. I gather that the Doctor's Committee to which he refers would be a cam- paign committee attempting to line up the California Medical Association and Ben Reed in support of the Nixon candidacy and does not refer to any activity in our shop here. 3. We are pursuing the matter with regard to Don Grunsky and I hope we can incorporate his assistance into the campaign. Flournoy Re: Task Forces and Position Papers Following last Saturday's meeting, Bob Finch, Don Frey and I discussed the process for developing "position papers" for the campaign. The following is the result, slightly altered from our previous plan. Step I: The various subject matter areas of state legislation have been broken down into the following broad categories: Education; Social Welfare; Water, Administration; Taxes; Labor; Civil Rights; Agriculture; Local Govern- ment; Highways and highway safety; Fish and Game; Natural Resources - Recreation; Law Enforcement; Narcoties; Partisan Politics; Judicial Branch; Communism; Veterans; Propositions on ballett; Smog: Constitutional Reform; Economic Expansion - Jobs; Civil Defense; Medical and Institutional Facilities; Urban Problems. Step II: RN staff - with some outside assistance - is preparing a brief 3 - 4 page summary of the various aspects and problems within the more general category. Our aim is to be comprehensive and descriptive - not necessarily suggestive. The deadline for these is January 31st. Concurrently with the preparation of the initial papers, we will be recruiting task forces and attempting to head each of them with a willing "spokesman" for later "rejoinders". Academic as well as lay personnel will be incorporated in each area possible. Step III: These papers will be reproduced in quantities sufficient to -2- circulate to our task force or advisory groups. We will be seeking reactions as to problems that may have been short-changed, as well as to stimulate thought and hopefully to produce suggestions. Step IV: The advisory groups will be convened for meetings to discuss the general areas and specific problems with the candidate. Step V: As a result of these meetings the members of the task force and advisory committee will be canvassed to find - in each area - a member to produce a "position paper" in some detail. Note: - Not all areas included in the breakdown will receive the "full treatment". Some will be primarily for the candidate's information - e.g., propositions on the ballot, partisan elections.
