Tuesday, September 04, 2007 Page 2 of 2 RN 4-23-62 Bob Haldeman Law Enforcement Task Force We have checked with Pete Pitchess regarding his heading up a Law Enforcement Task Force. He feels that the law enforcement issue should be soft- xxx 111 File: pedaled in the campaign since it is not an issue upon which the Brown Administration is most vulnerable. Pitchess also feels that it is difficult to attack Brown and Mosk without casting aspersions on the date P average law enforcement officer - - - especially in the way it comes RN memo file across to the press. Pitchess recommends that we attack Brown for specific positions which he may have taken which have a law enforcement aspect - but not relate the attack to a broad sweeping issue of law enforcement in the state of California. Thus, we should attack Brown for refusing to call S & I & I Law Enforce. Task Force (Crime) a session to deal with the narcotics problem in 1960, instead of saying that narcotics is sweeping the state and overrunning the law enforcement people, etc. Pitchess also feels that it would not be desirable for him to be in the position of clearing your statements on law enforcement. He thinks he can be more effective as a free agent, where he can truthfully say he was not involved in the preparation or clearance of your material. Hugh Flournoy 4-16-62 Bob Haldeman RN feels that Pete Pitchess ought to be able now to take over the Law Enforcement Task Force and to set up a meeting with Peace Officers etc. to discuss this problem. Dolan, Jr., our Finance Chairman for Northern California, called today about several matters, among which was the recent prison break at San Quentin. File: S & I & I - Crime Dolam sent us some material which I passed along to the Research Department on the bad prison administration. This in- cluded a schedule of riots, killings etc. Dolan feels very strongly this is a very hot petential issue which would have good mass voter appeal. He points out that Senator Reagan was fed up on the whole narcotics business, which is of course closely related to this, and that Reagan started an investigation last fall, but was stopped -- presumably by the Governor's effice because they realised he would uncover some things they didn't want uncovered. This angle should be worked on. Will you please be sure we are pulling together everything possible on this and are developing recommendations for the Candidate ? As one of the issues will be law enforcement in the coming campaign, I thought you might be Interested in a sketchy summary of what has happened in the past three years. A friend of mine at one of our friendly papers gave me the dates in which stories were written about riots or killings within the penitentiary. Last Friday there was an escape from the Vacaville unit of an incorrigible criminal. This unit is supposed to be for danger- ous psychiatric cases. This person is still at large and has threat- ened to kill all of those responsible for his commitment. You will also notice at the end of this report that things got so bad at the end of last year that the State Legislature started an investigation. Obviously it was stopped by the Administration, of which Mr. Regan is a very close associate. Kindest regards, Arthur J.
