She said she was quite positive that there was no "floater-type" policy which which would cover this loss. She said the Committee carries workmen's compensation, general liability end automobile liability insurance; but beyond this there is no coverage except when specifically ordered. BOOTH TURNER has advised that to his knowledge there was no signed agreement between the SP, and/or, the Santa Fe railroads and be Nixon for Governor Campaign - or the statewide Republican organization which might set out the responsibilities of all concerned. (there was an insurance agreement on the Santa Maria line, only). The Nixon group merely purchased the 150 first-class fares. It seems likely that agreement between any regular ticket- holder and the carrier would delineate the liability in this instance. It is suggested that the question of liability - as it involves al 1 concerned . including MARKS, the railroads, the Nixon Campaign committee, etc. be referred to an attorney for his opinion. Railroad Special Agents, with Campaign staff members, will handle the roping off of crowds at stations. The Campaign Committee will control ingress and egress from the Candidate's car. There is a possibility at some stations that the Candidate may elect to give his address from station or adjacent property rather than from rear platform. All charges will be billed to the Nixon for Governor Committee, including food, beverages, tickets, insurance, etc. Minimum ticket re- quirement over both SP and Santa Fe is 150 first-class fares. Both roads will require meal guarantee of $250.00 per meal from dinor--3 meals on SP Oct. 18; 2 meals on Santa Fe Oct. 19---appropriate gratuities to be included. Full menus for all meals. No prices to be shown on menus- Committee will provide suitable "souvenir cut" to be put on menus. Santa Fe will be set up for breakfast service beginning at LAUPT a.m. of Oct. 19; also luncheon middle of day. Mr. Charles Farrington in the Campaign office will work out menu details with both Santa Fe and SP Dining Car Departments. There will be ten men in each diner crew, including the Steward; also two attendants in each lounge car (total 4) one of which will attend the Press car, as required. Candidate's car has own kitchen and dining facility--this service operated by the Pullman Company. Information concerning passengers to be entrained and detrained at "whistle stops" will be furnished by the Nixon for Governor Committee, to protect identification on train. Also necessary identification buttons will be provided by the Committee for all through passengers. Western Union and PT&T will have track-side facilities set up at all "whistle stops" as arranged by the Nixon for Governor Committee. -5- SP will arrange for rental of typewriters (to be included on the bill total later). The Campaign staff will furnish their own electric typewriter. SP will arrange for necessary outlets with 110-volt connection in the rear two cars (10-6 sleeper and Candidate's car). Also, Candidate's car and the Press car are to be wired for loud-speakers with the former provided outside speakers.
