Someone from Nixon party ??? (very unlikely) called B. SCHUMAN,

about 3a.m. on the 19th. (SCHUMAN works for SP :: ) and advised that camera
equipment wasmissing. SCHUMAN allegedly contacted SP Patrolman GLEN FRANTZ - who
dtermined from SCHUMAN that the equipment had been located in the baggage
department of SP Coach railroad car # SP 2397, on Track # 2 :: ( at crossing)
5 pieces and tripod. FRANTZ got his boss - SAR. JOHN MURPHY - on the air
( in Burbank) and was advised to take the stuff in his private car to the
Stat ionmaster's car and secure it.
Mrs. HARD of passenger department reported "1 or 2 pices of equipment missing
(just when she made this report??)

In the absence of JOHN krewbill, his Secretary, HELEN RIEGEL, advised
that to her knowledge there is no insurance in force which might cover the
photographic So tv equipment lost from the Nixon Campaign Train on the night of
10/18-19. She said she was quite positive that there was no "floater-type"
policy which which would cover this loss. She said the Committee carries
workmen's compensation, general liability end automobile liability insurance;
but beyond this there is no coverage except when specifically ordered.
BOOTH TURNER has advised that to his knowledge there was no signed
agreement between the SP, and/or, the Santa Fe railroads and be Nixon for
Governor Campaign - or the statewide Republican organization which might
set out the responsibilities of all concerned. (there was an insurance agreement
on the Santa Maria line, only). The Nixon group merely purchased
the

first-class fares. It seems likely that agreement between any regular ticket-
holder and the carrier would delineate the liability in this instance.
It is suggested that the question of liability - as it involves al 1
concerned . including MARKS, the railroads, the Nixon Campaign committee, etc.
be referred to an attorney for his opinion. We must know our position when
inquiry 1s made in this matter.

on 10/18-20 I made numerous calls to SantaBarbara and to Special Agents
of the SP and Santa Fo in Los Aggeles, but no one was able locate the stolen
camera equipment, Obtained serials numers and descripti ns from MMEKS and
from HARVIN STARN of Birns & Sawyer.
Cn 10/21/62 - at 12:30 p.m. I made acomplete report to the Los Angeles
Police Department ( in person). Officer ROGER WILLIAMS, Serial 4516, Div.
BOD, took the complaint and a copy of the description of the stolen equipment.
This theft report was accepted after consultatie with Sargent OAKS of the
Detective Division. It can be identified by DR No 62 - 548474; and in case
the equipment is never located, you will need this number when reporting
the loss on your income tax report.

Equipment for the train will be assembled and made up in Oakland
and taken to Santa Cruz (probably on #90, P.M. of Oct. 17, to San Jose;
thence DHQ about 4:00 A.M., Oct. 18). A Nixon Campaign Committee repre-
sentative will inspect equipment Oct. 17 at West Oakland Yards with
Southern Pacific representatives.

The Candidate's car will be occupied by Mr. and Mrs. Nixon, and
Mr. Nixon's personal staff of 4 people. A regular staff of 12 and
approximately 30 members of the press will use the two sleepers. In
addition, up to 25 people will ride between stations during the entire
trip; for example, group entraining at Paso Robles will detrain San Luis
Ohispo, and so on.

Parking charge at LAUPT ($160.00) for the 8 cars will be billed
to the Nixon for Governor Committee by the Santa Fe.
Railroad Special Agents, with Campaign staff members, will handle
the roping off of crowds at stations. The Campaign Committee will control
ingress and egress from the Candidate's car. There is a possibility at
some stations that the Candidate may elect to give his address from station
or adjacent property rather than from rear platform.
All charges will be billed to the Nixon for Governor Committee,
including food, beverages, tickets, insurance, etc. Minimum ticket re-
quirement over both SP and Santa Fe is 150 first-class fares. Both roads
will require meal guarantee of $250.00 per meal from dinor--3 meals on
SP Oct. 18; 2 meals on Santa Fe Oct. 19---appropriate gratuities to be
included. Full menus for all meals. No prices to be shown on menus-
Committee will provide suitable "souvenir cut" to be put on menus. Santa
Fe will be set up for breakfast service beginning at LAUPT a.m. of Oct. 19;
also luncheon middle of day. Mr. Charles Farrington in the Campaign office
will work out menu details with both Santa Fe and SP Dining Car Departments.
There will be ten men in each diner crew, including the Steward; also two
attendants in each lounge car (total 4) one of which will attend the Press
car, as required.
Candidate's car has own kitchen and dining facility--this service
operated by the Pullman Company.
Information concerning passengers to be entrained and detrained
at "whistle stops" will be furnished by the Nixon for Governor Committee,
to protect identification on train. Also necessary identification buttons
will be provided by the Committee for all through passengers.
Western Union and PT&T will have track-side facilities set up at
all "whistle stops" as arranged by the Nixon for Governor Committee.

SP will arrange for rental of typewriters (to be included on the
bill total later). The Campaign staff will furnish their own electric
typewriter. SP will arrange for necessary outlets with 110-volt connection
in the rear two cars (10-6 sleeper and Candidate's car). Also, Candidate's
car and the Press car are to be wired for loud-speakers with the former
provided outside speakers.

On arrival Los Angeles Union Passenger Terminal night of Oct. 18,
train will be turned, switching out the SP chair car, diner and lounge
(as indicated by asterisk). Santa Fe chair car, diner and lounge will be
switched in to corresponding position at that time. Also, stock will be
stripped from SP Reception Lounge. Liquor service will be discontinued on
arrival Los Angeles in order to allow for switching of cars and makeup of
train for departure A.M. Oct. 19. Train will be serviced at LAUPT, and
all 8 cars parked on suitable track and sanitation protected as required.
There will be all-night occupancy in the two Sleepers and Candidate's car.

Drumhoad sign text will be given in 2 few days for SP construc-
tion at Oakland.
SP equipment and power will operate over the Santa Meria Valley
R.R. Guadalupe to Santa Maria (with SMV RR pilot engine) and will be backed
Santa Maria to Guadalupe after the "whistle stop" at Santa Maria.
The Nixon for Governor Committee have arranged for necessary
transportation at Santa Barbaya to and from the Rally; also advance man
Peter Johnson, making arrangements as to location for unloading and re-
loading passengers.
