Friday, March 12, 2010 Page 1 of 1 December 7, 1970 MEMORANDUM FOR: MR. CHAPIN MR. COLSON MR. KLEIN FROM: H. R. HALDEMAN SUBJECT: Minority Groups The President will continue to put a great deal of time against meeting with various minority groups as he has done in the past. However, we need to put special emphasis on Presidential activity and Administration consideration for those minority groups which can pay us the biggest dividends in 1972. Concerning Mexican-Americans, while any gains in that com- munity will not be spectacular, we can win a considerable number of Mexican-Americans to our side by simply paying more attention to them. An all-out effort should be made to bring the young Mexicans particularly around to understanding our deep concern for their future and we should develop a pro- gram of greater involvement with Mexicans than we have had over the past two years. The Cubans offer a very special opportunity. In a State like Florida, they can mean the difference in a close election. They tend to lean in our direction and attention paid to them will pay off in votes, as well, of course, as being justified from the standpoint of Presidential responsibility. Regarding Indians, there are very few votes involved and it is doubtful that we could pick up many more Indian votes than we already have. However, in the case of the Indians, a grave injustice has been working against them for a century and a half and the National at large will appreciate our having a more 2. active program of consideration for their plight. As we all know, the major opportunities insofar as political gain is concerned lie in the Italian groups. Thirty percent of the vote in New York is Italian, 40% in Connecticut, and 35% in New Jersey. We need to launch a massive all-out effort in the Italian community, going far beyond what we have done over the past two years. This not only includes appointments to important positions and commissions, but also scheduling the President's use of time and arranging for him to appear at their various functions and giving them all the White House recognition possible. As with the Italians, the same thinking should apply in our relations to Eastern European groups. Here we should break them all down, nation by nation, and, of course, putting the Poles at the top of the list and making a major effort to win them. Religion, of course, plays an enormous role in this respect. That is why keeping our relations with the Catholic Cardinals and other Catholic leaders from taking positions on issues of concern to Catholics generally is vitally important. As each of you work in your areas of responsibility, the above points should act as guidelines and they should be kept in mind at all times. DLC:ny December 15, 1970 MEMORANDUM FOR: H. R. HALDEMAN FROM: DWIGHT L. CHAPIN Bebe Rebozo has called to inform me that former Senator Smathers has reneged on his commitment to Bebe to give the Mitchells his villa at the Key Biscayne Hotel for the Christmas period. I literally blew up at Bebe and told him how upset the President would be, the Attorney General would be, let alone how you would feel about the situation. Bebe claims that there is nothing we can do about it. Martha Mitchell had called Bebe this morning at 6:00 a.m. Bebe is going to return the call and talk to her about the situation. What he has is Villa 71 at the Key Biscayne Hotel (which is one villa removed from the ocean front), a big house over on the bay side of Key Biscayne which has a swimming pool and a number of bedrooms. The house is presently owned by Bebe's bank and he can make it available. There is no beach. The third option is an apartment (duplex-type) which Smathers has near the Key Biscayne Yacht Club. In any case, Bebe is trying to work out the problems regarding this with the Mitchells. Is there any action you want me to take? DLC'hle December 21, 1970 MEMORANDUM FOR: MR. ROB ODLE FROM: DWIGHT L. CHAPIN Attached is your memorandum of December 17th. You say that you have attached a list of Talk Show personalities who are favorably inclined toward the President. On that list you put down Barbara Walters. Maybe we should clarify further what we mean by favorably inclined. When I send the list on to Haldeman with some other sug- gestions, I am sure that Barbara Walters, for example, will be questioned. Maybe we could indicate by each person's name the reason we feel they are favorably inclined. Thank you. DLC:ny
