MEMORANDUM FOR:
MR. H. R. HALDEMAN
FROM:
DWIGHT L. CHAPIN
This morning I called Bill Killgalion once again. Prior to our China trip, I had
discussed with him the prospects of his moving to Washington to handle the
First Family Tour Desk (perhaps in conjunction with Bill Cupllip). Killgalion
had asked that I give him until after the China trip to think about it.
This morning when I talked to Bill he stated that he was going on vacation
shortly in Georgia and would use that time to make his decision. He pointed
out that Roger Barth (a good friend of Killgallon's and as you know a friend
of Julie's) was going to be spending some time with him. Evidently, he wants
to talk to Barth prior to making his decision.
I stated that perhaps after talking with Barth that he might have some questions
which he would want to discuss with me since I was not sure that Barth would
have all the answers that he was after. We then got into a discussion at Killgallon's
request as to how the office would be set up and who would be giving him his
direction and how it would work.
This is only to alert you to a problem. Roger Barth is continuing to contact
Killgallon onhhis own and acting as Julie's agent in getting the tour desk for the
First Family set up. I believe that I succeeded in undercutting to a certain
degree Barth today. I should clarify that point by saying only by implication did
I imply to Bill that Barth really did not know how it was going to be set up nor
what was happening here.
To point up a problem, Barth is a very nice, pleasant guy and probably a good
companion when travelling with Julie. However, we question very seriously

his capabilities in the advance field and especially in terms of cranking the most
mileage out of a given event. When Barth advances for Julie and handles the
arrangements, we get absolutely no press. Our guys are putting a major effort
behind the publicity side, and it has been very successful.
To wrap up, Killgallon will call me in at week or so and let me have his answer.
I think he is very intrigued with the idea of coming and has the campaign fever.
The fact that his wife just had twin boys might deter him, but I would doubt
if this would prevent his coming.
