DWIGHT CHAPIN

SUBJECT:
POW Issue
It has been very strongly recommended by our best friends in
the veterans movement that we not make any political use of
any POW wives during the convention. Apparently there is a
great deal of resentment that the Democrats tried to make
political capital on this issue and our friends believe very
strongly that we can make political points by saying that we
refused to allow any prisoners wives to be used for any political
purpose.
The other side of the coin, obviously, is we can't neglect the
prisoner issue. On the other hand, contrary to my initial
instincts, we probably should not use Carole Hanson or someone
like that for a speech supporting the President. We should pay
homage to the prisoners but not appear to be using their families
and then make a very deliberate point that we refrained from
doing it even though a lot were willing to show support.
