Chuck-
I think d have come up with what
may be a viable answer to how d can
be a useful and effective member of your
staff during the upcoming campaign.
In order to have been outstanding in
any endeaver in the past d always had to
rely heavily on sheer determination l mention
this because d am not sure d could promise
the required determination to achieve the results
needed in the coming year were the status guo
to persist As a result d must resist
your first option / basically preservation of the
Status quo) which would make W'Lane project
manager for Aging matters while d retained
responsiblety for the political side.
d realize that your offer to have me
report directly to you would be of help as
for as keeping m 'Lane under control, but
two factors would tend to undermine the
effectiveness of that help if he were made
project manager First, your time will be
even more taxed than at present as election
day nears which will leave you little time

to spend an in - house personnel problems.
This problem will be aggravated by the
second factor, which is that the difference
between substantive and political matters
is often hagy. Therefore, with M'Lane as
project manager, there will be little
choice but to give him final say when
there is a disagreement about a matter
falling in this hazy area.
Since you believe that your second
matters alone, is not possible the above
option that of allowing me to handle Aging
problem may be rectified by the adoption
of a third option. d could be effective
with your help, if d were put on an equal
plane with McLane. This would mean
putting McLane on Ehrlichman's staff, as
far as Aging matters are concerned, to handle
the substantive side while d remain
on your staff to handle the political
side, but both of no would be named
Co - project managers. If this were done
your offer to have me report directly to
you might give me the leverage necessary
to work with him.

I realing this may not fit into
your plan that only one man will
be responsible for each subject area.
However, it might be argued that since
McLane will have total responcibility for
the Youth area, he should not also be
given total responcibility for the Aging
area, as these two together will comprise
approximately 42% of the vote. It is
questionable whether it is even physically
possible for one person to do a thorough
job on both these areas at the Same time.
d believe two other things are required
to maximize my utility to you. The
Secretarial situation must be worked out
Do of don't have to spend a large
percentage of each day answering the
phone and running between offices. Also, a
limited amount of travel money should
be made available So d can pin down
Some of our top regional supporters as well as
coordinate their efforts.
d really appreciate your having made
it possible for me to express my thoughts
