MEMORANDUM FOR THE PRESIDENT
Our good friend John Rollins continues to run political polls
by Bucci in Delaware, which he considers to be a barometer
state of Presidential popularity. He will use only Bucci,
who may not be the most accurate pollster. However, his polls
show Kennedy to be rising again, based on previous surveys in
May and October. Attached is Bucci's summary with the key
points underlined.
The poll shows that the President continues to lead the three
Democrat possibilities, but the margin now is smaller than in
May and October. Against Muskie and Humphrey the score is
58-42, and against Kennedy it is 54-46. Wallace shows approxi-
mately the same score as previously in a three-way race.
A new poll in Vermont taken by Opinion Research shows the Presi-
dent with 69% approval. We are going to use this fact in the
next issue of Monday to refute the Harris poll, which indicates
the President has been slipping in the Northeast. On Vietnam
the President's approval factor is 57%. The Vice President
rates 54% approval.
The Vermont poll shows Senator Prouty with 50% to 40% for
former Governor Hoff, with 10% undecided. In a race between
Governor Davis and Lt. Governor Hayes, where all the people
could choose, Hayes would edge him 43-42. However, Davis has
the State Executive Committee's endorsement--very unusual--
and would thus do much better than this in a Republican primary.
