MEMORANDUM FOR KEN TOWERY
FROM: HARRY DENT
Enclosed is some material given to me by Mr. Frank
Dean, a Foreign Service Officer who talked with you
for about an hour recently. He has an idea for winning
Mexican-American votes, and says he knows how LBJ got
the extra vote necessary to unable HHH to carry Texas.
It involved getting some people across the border.
His 1dea is that there are some positions which should
be picked up for Texas, which positions can be used
advantageously for political purposes as the LBJ
Administration used them. I am enclosing his card.
