I have mentioned this to both Dent and Klein but if nothing is to be done, I want it not done at your level. 2. RNC Communications Director, Dick Garbett is quitting which gives us a great opportunity to get control of and re-mold the entire National Committee P.R. apparatus, which isn't much now. I suggest that we, not the National Committee, pick the next P.R. Director at the National Committee. I suggest that we minimize the "aren't we great" approach and switch to an "attack and defend" approach. Here is the place we could plant a speech writer to take advantage of their research operation. Here is the place, if Rog Morton won't do it, where we can develop a "negative spokesman" that President Nixon can always disavow if he has to. The proper P.R. Director could be a very effective leak. I would hate to see them hire some sweet fellow who didn't want to get in trouble or was too busy meditating to act. I think the whole set-up over there ought to be discussed thoroughly and be made effective. CONFIDENTIAL
