It was his feeling that it would not be appropriate for us to make any mention or gesture regarding his campaign or financial backing. As you know there are no secrets in politics. MEMORANDUM THE WHITE HOUSE WASHINGTON June 3, 1970 DETERMINED TO BE AN GONFIDENTIAL ADMINIS KING E.O. 120c5, 6-102 By amp NAR , Date 12-4-80 FOR: LARRY HIGBY FROM: MURRAY CHOTINER This is in reply to your memo of June 2, regarding the New York Senatorial contest. There are no secrets in politics. If anyone, including the President, gives any kind of an okay for anyone, including Jerry Milbank, to raise money for Buckley the word will be all over the State and possibly the nation. It will jeopardize the President's relationship with Governor Rockefeller and with many Republicans who believe that no matter how contrary a Republican Senator might be, they don't want to take a chance of losing his vote on organization day even if we don't get another vote thereafter. My recommendation is that we keep hands off the subject of anyone raising money for Buckley. This is a free country and everyone has a right to raise money for whatever candidate they prefer. They don't need a "blessing" from the President. Tunney Right FU 6/5 THE WHITE HOUSE WASHINGTON CONFIDENTIAL To: Murray Chetiner. From: Larry Higby what my you L THE WHITE HOUSE WASHINGTON June 2, 1970 MEMORANDUM FOR THE PRESIDENT William Buckley's brother, Jim, is running for Senate on the Conservative Line in New York in a three-way race, with Charlie Goodell and probably Sorenson. The race -- with Goodell now getting the Liberal nod and Buckley certain to draw off conservative Democrats, shapes up between then Goodell and Buckley. Buckley is running on a down the line -- support the President in Vietnam posture -- he is with us all the way. Some Repiblican Congressmen are likely to endorse him; if he wins, he will not only vote with us to organize the Senate -- but will be one of the President's kind of Senators. Admittedly, the shot is long. What the conservatives are asking of the President is that he let the word go forth to Jerry Milbank and to others - - that while the President is not going to involve himself in that race their support -- in cash for Buckley -- will not be taken as a sign of disfavor by the President. The conservative money men in New York apparently want to go with Buckley -- but they don't want to do anything they think the President would disapprove of. No harm is done it seems to me if the Right pours their purse into Buckley -- since Buckley will be drawing from Sorenson's Conservative Democrats, if he loses -- we get Charlie back anyway. If he wins, we're in good shape. I know this is in Murray's political bailiwick -- and that the President's posture has been and is hands-off in that race. But what the situation boils down to is that some of our conservative friends want to help a guy who is running a pro-Nixon campaign and all they ask is that some hand-signal be given to the Conservatives that their financial backing of Buckley will not embarrass or displease the President in the least. He reports that Johnny Cash endorsed Governor Brewer after having lunch with him about a week ago. The press picked up this endorsement and are running it heavy. Blount says if we can get Cash to attend a rally for Brewer on May 1 or 2, preferably the 2nd, that this would put Brewer over the top. He would like you to call Cash and talk him into doing this. Previously we thought Billy Graham would be the man to handle this rally, but Cash, they feel, is the man we want to go with. Secretary Blount suggests that no more financial sources are needed unless there is a run off. Attached find the latest poll information on the Alabama situation. HIGBY L SUBJECT: RNC salaries, operations, and Chairman Morton Attached is a memorandum from Harry Dent outlining a meeting he had with Chairman Morton last week. You should read it. In addition, Dent called me to say that Morton now refuses to fire Ed Jacoby until after he has had a meeting with leaders at the White House about the RNC. I had already indicated to Chairman Morton that you are most interested in having a meeting in the near future and was a bit surprised to learn of Morton's attitude from Dent. Recommendations Based on Dent's memorandum and conversations with Dent, I would suggest that you sign the memorandum at Tab A to Dent. It, in effect, asks Dent to make arrangements for an done appropriate meeting but, prior to that, to set up a brief for that meeting for you to review to find out exactly just how we want to approach Morton.
