Friday, June 11, 2010 Page 2 of 2 MEMORANDUM THE WHITE HOUSE WASHINGTON August 24, 1970 MEMORANDUM FOR: H.R. HALDEMAN FROM: L. HIGBY 9/10 Chotiner reports the following re the New Mexico situation: Bob Anderson feels that mid-October is the time to make the change. If we make the change more than 30 days prior to the election it will be necessary for him to run in November under New Mexico State law - otherwise he will hold the Senate seat for two years. Bob Anderson has not talked to Senator Anderson. He feels the best time to do this is right after Labor Day and will do so at that time. He also feels that this move should be made before November so that if our candidate for Governor, Mr. Dominichi, does not win we will still be safe. (Chotiner adds we're still not sure how the Governor's race will come out) . Anderson also adds that Cargo cannot be depended on since he would like to have the seat himself. Anderson believes that Senator Anderson will not act until he has the appointment papers of his successor in hand. Anderson also believes that we will have to do something for Cargo. He suggests that an Ambassadorship to a Latin American country would be appropriate since his wife is a Mexican. Bob Anderson will be back in touch with Chotiner after Labor Day on this matter. September 24, 1970 MEMORANDUM FOR H. R. HALDEMAN FROM : L. HIGBY SUBJECT : Polling You asked me to get an analysis from Derge on the Harris Poll and why this trend continually shows us going down. He reports to me that he has no specific way in which he can give an analysis of the Harris Poll. They never release any data and it is questionable as to the number of people they actually sample. In every poll they ever do on us they always try and show us in a less favorable light. He went on to say that Harris is basically a journalist and not a pollster and that as long as we can't get any detailed data from him there's no way he can make any accurate comments on their material. He reports that we should rely on the Gallup, ORC, and Chilton polls all of which show us way ahead of Harris. On another subject he reports that we can use the registration question in Nevada and New Jersey since the registration dates close soon, but that he is only going to use the intend to vote question in Maryland since the registration there doesn't close until some time around the first part of October. As to changes in demographics he is going to ask the question of religion in New Jersey since he feels that this could have a signi- ficant effect on the outcome. Other than that he had nothing to report and indicated that he was going ahead with the polls as we requested. MEMORANDUM THE WHITE HOUSE WASHINGTON September 24, 1970 MEMORANDUM FOR H. R. HIGBY The Astronauts and Athletes Speaking Tour programs look like they are off to a great start. If possible you should get into these only briefly to check schedules and make sure that we have these people speaking primarily in the key states and primarily aligned with our candidates. Of course, this is something that must be done very subtly and may not be able to be accomplished in all cases, but let's make sure at the very least that this thing doesn't boomerang on us.
