GOP Congressional Candidate,
Brian Lewis
I am attaching for your files the information we talked about
on the telephone concerning Brian Lewis, the GOP's congressional
candidate in Washington State's 7th District. He appears to be
an especially good man so Ihope we are not "writing him off"
completely.

MEMORANDUM FOR MR. H. R. HALDEMAN
FROM:
DWIGHT L. CHAPIN
You asked for a quick analysis of the Cabinet Officers' campaigning
program.
This is a very rough report. I have talked to Secretary Romney,
Bob Finch, and Secretary Richardson. Although Richardson has not
gone out yet, he says he has learned from his people that forth-
coming trips are in order and that they have been satisfied with the way
the schedule has been programmed. Secretary Romney says the work
by Ruwe's operation has been reasonably good. He feels that the
schedule has been fine and that he is getting good press, and radio and
television coverage. He feels that we are doing a good job of meshing
the Cabinet Officers with the various candidates. He made a specific
point of mentioning that he is trying to pull the various candidates into
Department-type matters which relate to their various Districts or Senate
races. When asked to list any problems or complaints, he could come
up with none. Bob Finch feels that a fine job is being done and he has
heard of no complaints from any of the Cabinet Members. He feels the
advancing is going well. (He has two advance men who are assigned to
him and leap-frog so that he gets familiar with them and they become
accustomed with the way he wants to have events handled.)
Bob says he is getting good television coverage and good print coverage.
Mitchell was in San Francisco a few days ago. According to Nick Ruwe,
he was very satisfied with the advancing and the play he got in the press
out there. Nick had followed up in terms of checking with Mitchell to get
his reaction.

In terms of how Nick feels about things, he is happy to have the
polling information which you or your office supplied this morning.
He is reevaluating the various schedules for the Cabinet Members
and will adjust them in order to see that the proper weight is put
where it is needed. It is his feeling that the Cabinet Officers are
getting good press and that they are doing the job for the local
candidates in terms of getting the television time which they other-
wise would not be getting. In two States, Utah and Texas, they
have said that they believe they have had enough top Administration
people in and they are worried about a carpet -bagging type issue.
Nick is going back to those candidates and explain the advantage of
having top Cabinet people in and the amount of television exposure
it is helping the candidates to receive. I think this problem is
symptomatic of the one we are finding with David, Tricia, and
Mrs. Nixon in the sense that the candidates are worried about
having too many of our people coming into their States. It is a
point which has to be reasoned out with the various candidates and
Nick obviously understands this and is working against the problem.
Attached you will find a memorandum for your signature to Nick
asking for his final plan for the wrapup of this fall campaign period
based on the new poll information. It is my opinion that from the
limited information I have the operation is moving along and that
generally people seem to be pleased.

MEMORANDUM FOR: MR. CHAPIN
A number of odds and ends. First, get Ollie, and maybe the press
people, looking for some better film of the kids in Ireland - both
stills and movie footage. There should be some sensational
pictures out of that, but nothing we've seen so far really amounts
to much.
When the President is in California on election day, he wants to have
Merritt in to do another portrait of him. He'll take some time on
that day to do it.
In scheduling Florida, consider Fort Lauderdale and Palm Beach,
and the west coast, doing some things where we haven't been. The
President is not particularly interested in St. Petersburg, Tampa,
or Orlando.
Will you check up on Tricia's scheduling and give me a report on why
they knocked off Utah and Tennessee early this week. Was this
screwed up? Is there a story out that she has canceled now? The
family is all very much concerned about this.
Also, get them going fast on a Pat Nixon schedule = either here at
the White House or on the road to keep her busy during the time the
President is campaigning. She should not accompany him on any of
the campaign activity, except the rally in California. She should
end up there on the 30th, but nothing other than that.
For California we should probably go ahead and lock up the 30th, but
only if Murphy and Reagan can be there.
The President suggests that when Pat Nixon is with him on a campaign
thing, it might be better for her and the kids, if they are along, to
sit in a guest of honor box, instead of sitting on the platform. They can
then be introduced from their place in the audience, which is a little
more appropriate when he's not running for office.

There is to be no meeting set up with the local press on the campaign
stops - just an opportunity for a handshake. Don't get into a thing
where he has to answer questions from them. He might do so, but
the doesn't want to be locked into it.

he may be approaching it from an entirely too pessimistic view.
Also, it would be helpful, obviously, if his doom crying were
abated for the next ten days.
