R. HALDEMAN Sandoval made the point today to the President that we are not exploiting sufficiently the things we have done and are doing for Mexican Americans. The President of course, feels that this is something we need to give more attention to because we have some opportunities with this group to a much greater extentithan we do with the Blacks. He feels that Leonard Garment is the wrong man to be dealing with the Mexican Americans, because his over- riding concern is for Blacks. Therefore, he feels that you should take on the responsibility for the exploitation of our Mexican American accomplishments. In this connection, he wants to be sure we use Mannie Lujan as effectively as we can. Also, he wants us to get in touch right away with Garcia, who is Bebe's man in Florida. Get him on legal retainer right away and have him start moving around organizing in the Mexican American community around the country. Bebe and the President discussed this over the weekend and Garcia is Honote apparently anxious and ready to go, but does need some financial support which we should set up a means of giving him. Would you work this out with Chuck Colson and get something going as soon as you can. I in top Also the President is asking about the status of the White House conference on Mexicans.
