HALDEMAN\nFROM:\nGORDON STRACHAN G\nSUBJECT:\nJack Kemp - Truth\nSquad\nColson submitted the attached memorandum outlining his steps\nto establish Jack Kemp as a one man \"truth squad\" on McCloskey.\nSteps taken include: Other Congressmen are being asked to\nhelp; Kemp should travel with Krogh and a freshman Democrat\nto Vietnam to improve his credibility; and Kemp is being\nbriefed regularly by the NSC.\nThe one problem is financing travel expenses. Colson estimates\nthat $5,000 per year or $7,500 between now and November 1972\nwould be required. Magruder suggested to Colson that the\nAttorney General would have to approve such an expense. He\nalso suggested that the Kemp project become a Citizens instead\nof White House function.\nRecommendation:\nThat $7,500 in cash be allocated for the travel fund from\nthe available milk money.\nApprove Disapprove\nComment\n7/10- AG has restries, relayed to Howard\nwho will get cwc's approval.\n7/23 7/16 - - on Dick way 4- $ reid but uprestructions\nTHE WHITE HOUSE\nWASHINGTON\nEYES ONLY!!!\nJune 16, 1971\nMEMORANDUM FOR:\nH.R. HALDEMAN\nFROM:\nCHARLES COLSON\nSUBJECT:\nJack Kemp -- Truth Squad\nPursuant to your suggestion that we set up Jack Kemp as a one-\nman \"truth squad\" on McCloskey, the following has been done:\n1. Klein, MacGregor, Timmons, O'Donnell and I met with\nKemp to discuss strategy on June 10, 1971. He was\nenthusiastically receptive to the idea.\n2.\nThe consensus was that the \"one-man\" blitz approach would\nrender suspect Kemp's credibility; he will team up with three\nor four other articulate young congressmen to use on certain\noccasions. Others being approached are: Phil Crane, (Illinois);\nClarence Brown, (Ohio); Sam Steiger, (Arizona); John\nDellenback, (Oregon) and Garry Brown, (Mich). Bill Timmons\nis checking them out.\n3. In order that Kemp be credible on the Far Eastern situation\nfirst hand, it was decided that he (and a freshman Democrat)\nshould accompany Bud Krogh on his ensuing trip to Vietnam.\nWe are pursuing this with Bud.\n4. We have the RNC tracking McCloskey's schedule with special\nemphasis on the primary states. Hopefully, this will allow a\nlittle lead time for planning, coordination, etc.\n5. On the matter of financing of travel expenses, Jeb Magruder\nreports that John Mitchell will have to approve the operation\nbefore any funds could be advanced by the Committee. He\nsuggested that we rearrange the situation and make it a\nCommittee project with assistance from the White House,\nrather than vice versa. We need your help here.\n2.\n6.\nSven Kramer is arranging NSC briefings for Kemp and\nwhomever accompanies him to Vietnam.\n7.\nThe Frost Show is taping McCloskey and Kemp; we will\npush for every similar opportunity.\nWe will keep you up to date as to members of the team, speaking\ndates and other particulars."
