Lyn Nofziger
I talk with Lyn Nofziger two or three times a week and
have seen him on weekends for tennis recently. He
called today and in confidence asked me whether there
was "any negative attitude toward him by Mr. Haldeman."
He was somewhat concerned that there might be because
he has heard such a rumor from two sources (which he
would not disclose) here at the White House. If there
is any problem Lyn is most anxious to "iron things out"
at the earliest possible time.

Action Memo on Democratic Spending
I have a pretty thorough file on Democratic contributions and spending,
as filed nationally.
I hope to have additional information from the major states sometime
in January. In addition, I expect to begin getting some reports on
what the unions did, because it is becoming more and more obvious
that the unions, despite our wooing of them, were the difference in
1970 -- just as they nearly pulled out the 1968 election.
In California, for instance, the AFL-CIO put together its own "Cal-
Plan" and must be credited with the Democratic victory in the legislature.
It also financed the heavy Democrat registration campaign.
Frankly, I think we are paying too little attention to the unions as the
political force behind the Democrat Party. I think, as we learn what
they have done and are doing, we should move actively to counteract
them.
For this purpose, we need to know which unions are spending the most
political money, where the concentrations of union labor are and what
media serves those areas.
We need at the National Committee the development of a program aimed
at filling in the available media in those areas with 1) what the unions are
doing in the name of ALL union members; 2) the records of those they
support; 3) correcting the lies and distortions that constantly appear in
union papers.
We need to find Republicans in positions of leadership in all the unions
who will help in these endeavors. These people should be formed into
a national organization so they speak with some authority and not merely
as dissident workers.

To make this effective, we have to make sure the Justice Department
would move speedily any time any of our pro-Administration union men
were intimidated, attacked or otherwise set upon for espousing our
cause.
We need to tighten up on law violations, with much publicity and a few
indictments to scare the unions off.
