ODLE, JR. RCO As we discussed on the telephone, the Attorney General approved the names we submitted to him as our suggestions to Chairman Dole for membership on the various RNC pre-convention committees. Mr. Haldeman had made three notations on his copy of the approval sheet which were as follows: 1. He questioned why Fred Scribner was our choice for general counsel of the Arrangements Committee. The answer is that Scribner is not really our choice, but that he is ex officio general counsel of the Arrangements Committee by virtue of his role as general counsel of the Republican National Committee. The only way to not have him as counsel of the Arrange- ments Committee would be to remove him as counsel of the RNC, which no one appears ready to do at this time. 2. He asked if we were certain that Robert Stuart, of Illinois, the suggested chairman of the Arrangements Committee's subcommit- tee on tickets, was one of our people. We re-checked Stuart's name with several people and have no reason to doubt his loyalty to the President as a result of our second check. 3. He asked why Bud Wilkinson was made chairman of the Arrangements Committee's subcommittee on radio and TV. CONFIDENTIAL CONFIDENTIAL 2 The reason for this is due to the fact that all the officers and members of these committees must be drawn from the membership of the Republican National Committee (national committeemen and women and state chairmen). In going down this list, it is sur- prising how few of the people on it are really "our people." Bud Wilkinson is the only person on the list who we know is loyal to the President and has some expertise in the area of radio and television. Thus, he appears to be the logical one to head this subcommittee. Also, since the rules of the RNC dictate that each member of it must serve on one of the pre-convention committees or subcommittees, Wilkinson would most logically be placed by the RNC on the subcommittee on radio and television even if we did not make the suggestion. Following the Attorney General's approval of these suggestions, Bill Timmons planned to communicate them to Chairman Dole as our recommendations. The chairman would then announce them at the RNC meeting July 23 in Denver. If you do not wish us to go ahead on any of these three, please let us know. CC: Mr. Jeb S. Magruder Mr. William E.
