Wednesday, August 25, 2010 Page 2 of 2 N-1-1 (Bush TALKING PAPER - GEORGE BUSH John Mitchell thinks that Wilson would be a big mistake from the Brock point of view - also from the idea of putting three Southerners on the Committee - you, Dent, and Wilson. Also, that he's not buttoned down sufficiently. He strongly recommends Middendorf who would do a much better job in his opinion. HRH 1/9/73 [Item N-27 Beroh TALKING PAPER - BUSH The President feels strongly that there should be no discussion or work on the 1976 election until after 1974. Everyone should concentrate now on 1974 and neither the White House nor the Committee should provide any aid or comfort to anyone in terms of 1976 interests. Also, you should tout Wilson off of the fund-raising dinner idea - try to save the effort and use it in other directions. HRH 1/8/73 M fuls - Wilson Bruch his big mistake - not buttoned don midelendorf much more talented. TALKING PAPER -- ATTORNEY GENERAL To make a long story short, as I am sure you are aware, there have been numerous problems in dealing with Nofziger and the RNC in making the appartus under his control effective in support of the White House and the President (list attached, Tab A). Unless you have any objection, I would like to suggest that Malek find a suitable replacement for Nofziger, now that he is departing, who would be willing to work effectively with the White House and, of course, the Re-election Committee at 1701. The individual Malek comes up with, of course, would be subject to your approval but, hopefully, we would be able to work directly with the White House staff in getting done many of the items the President requests without the inordinate amount of obstructionism and confusion that has taken place in the past -- particularly with regard to the publication of Monday. Note: Cliff Miller may have discussed the Attorney General's views on the Nofziger replacement with you in California. Miller believes the Attorney General is planning to have Nofziger go to California now to set up the California campaign organization and after a reasonable amount of time -2- in California Nofziger would be returned to Washington, presumably in the Deputy Chairman spot at the RNC. This temporary tour in California for Nofziger may be attempted by the Attorney General because Nofziger organizational ability is so limited. Miller doubts this plan of the Attorney General's will work because Nofziger has moved so aggressively in California. HRH:pm 8/2/72 [Item N-3] Meeting with George Bush - January 5. 1973 Introduction: Meeting being held at Bush's request. Opportunity for you to emphasize several basic points about structure of new RNC. RNC Mission: Currently involved in Party affairs. Mission must be redefined as follows: a. Selection now of 75 winnable House seats and 10 Senate seats, b. Active recruitment by Bush and other of our candidates for those seats, C. Coordination of active assistance over the next two years by the Party and the Administration to assure that we win their seats. : Coordination with the House and Senate campaign committees as indicated in the Brock plan to assure the above. : Coordination with the White House in the production of mailings, speaking materials, etc. in support of the organization. : Broadening still further the basis of the Republican Party and inclusion of elements of the New Majority. Personnel: : Development of a lean, highly skilled Headquarters' staff to handle the needs at Headquarters while beefing up the field operation to insure top-flight, grass root organization across the country. Need to embrace some of the '72 State organization from the Re-election Committee. -- Need to select new personnel that have not alienated any faction of the party. In line with this Allison and Trelevan are not acceptable. Lias should not be a Deputy but would be acceptable as Bush's A.A. : Eleanor Williams should be removed. : Need to take a hard look at current staff and their salary levels. -- Dent for Counsel: Colson - Special Counsel. : Rollins - Finance Chairman. Structure: Proposal -- 3 Deputies to handle 3 primary areas of business: : Deputy for Staff in Washington. (Women?) -- Deputy for Field Operations. : Deputy for '74 Election. General: : Work with Malek on flading appropriate personnel. H has directed that Malek be available to Bush on top priority for personnel. Also, Malek and Magruder have extensive files on the '72 organization.
