SUBJECT:
Arthur Fletcher
We have run Fletcher's name by John Ehrlichman, Bob Brown,
and Stan Scott. Ehrlichman likes Fletcher, and has already
conveyed his approval to George Bush. As John understands
the position, Fletcher would be a part-time Director of Black
RNC interests. His role would be more of a spokesman/policy
maker with a full-time assistant to handle the day-to-day admin-
istrative work.
Bob Brown and Stan Scott have reservations about Fletcher. Both
like him personally and neither questions his competence or his
status in the black community, but they feel that Fletcher is
somewhat of a maverick. For example, last September Fletcher
denounced the Administration for scrapping the Philadelphia plan
(see NY Times Clippings attached). Fletcher is undoubtedly an
effective spokesman, and is a team player most of the time.
In sum, Fletcher is undoubtedly an excellent choice, if he can be
controlled by Bush. I question whether George can do this, but I
would be inclined to go along with Ehrlichman's judgment. John
dealt with Fletcher when he was at DOL, and knows better than I
whether or not he can be an asset to the '74 campaign.
