Smith was also present and he was talking about\nour convention. He thought it would be most interesting to\neveryone if we had prominent people from different ethnic\nand other groups make an appearance. In other words to\nshow our people and let the world know that we do have\nthem in our party -- that we are doing something besides\ntrying to appeal to the WASP.\nHe also suggested that the better ones in this group\nshould be introduced to say a few words and keep the meetings\ninteresting.\nAnother thought he had -- it is a shame that the\nPresident and Vice President both speak on the same night.\nHe supposed there was nothing that could be done about that\nsince the President has to be last and we can't elect a VP nominee\nbefore the President is nominated -- but maybe both could be\nelected one night and the Vice President make his acceptance\nspeech that night and the President the last night.\nI have no idea who is in charge of the program for the\nconvention and I am only passing these on for whatever - if any -\ninterest they may be.\nJuly 13, 1972\nMEMORANDUM FOR:\nDWIGHT CHAPIN\nFROM:\nH. R. HALDEMAN\nRE:\nConvention Planning\nThe Convention plan should include a segment for speeches --\nbrief speeches ** by Democrats and Independents who will appear\nby invitation of the Convention management. These should include\npossibly John Cemmally, some Independents, youth, prominent\nGovernors, Senators, etc., who will make the point that they have\ndecided to support President Nixon's reslection because of the out-\nstanding job he has done because of his trip to China and Russia,\nbecause he can't take McGovern, etc.\nThis should include the maximum number of Democrate, at least\none Chicano, and only one Black, some Italians and Polish, one\nor two youth, but it should not go hog-wild on youth. It should be\ndone as a solid hour in order to get impact.\nIf we de a telethon, we should include some Democrate on that also.\nWe might even want to consider a prominent Democrat for a\nseconding speech.\nDon't let this idea get lost.\nHRH:kb\nCAMPAIGN STRATEGY NOTES\nThe Vice Presidential candidate, in making his acceptance\nspeech should announce that he is going to begin the Campaign\nthe day after Labor Day, that he hereby serves notice that he\nwill ask one question a day every day for the entire Campaign\nof Senstor McCovera. McGovera has left a lot of things unanswered\nand he expects to put this series of questions to him and then perhaps\nhe would ask his first question right in the acceptance speech (this\nwould be a follow-up to the Sears memorandum strategy suggestion).\nThere should be some discussion with Billy Graham on the Black\nsituation. He is convinced that we can split it and has some ideas\non how to deal with one of the two Black elements. One element is\nscared of the criminals' action and activity in this country and the\nother is the redical intimidating the first.\nLewis Seltser, a Democrat in Ohio, has been asked to head the\nNixon finance operations for Northern Ohio and has agreed to\naccept it.\nCampaign Strategy Notes Cont'd ** 2\nMarc H. Tananbaum, a Rabi in New York who is head of the\nDepartment of inter-religious affairs of the American Jewish\nCommittee, and also head of the Institute of the Human Relations,\nis ready to go all out for the President. At some point he should\nmeet with the President. The first contact with him, however,\nshould be made through Billy Graham. His phone number is\n212 751-4000.\nWe need to stop all of the attacks on the press and on McGovern\non any personal basis. HALDEMAN\nIt has come to my attention that you approached Jack Mulcahy\non behalf of two New York Congressmen for funds for their\ncampaign. This is a practice that is simply not acceptable\nand must not be continued in the future.\nPlease make sure that all fund raising activities are directed\nthrough Stans' office,\nHRH:LH:kb:LH:pm\nJuly 25, 1972\nADMINISTRATIVELY CONFIDENTIAL/EYES ONLY\nMEMORANDUM FOR: CLARK MAC GREGOR\nFROM:\nH. R. HALDEMAN\nSUBJECT:\nYouth Registration\nIn studying the NEW YORK TIMES release of the Gallup Poll on\nyouth, one lesson comes through loud and clear. It is imperative\nthat we limit our registration efforts wherever possible, without\nannouncing it as a tactic, to non-college youth. Of course, some\nregistration of college youth should be done on a very selected\nbasis, but generally speaking, the facts are clear that there is\nabout a two-to-one chance that college youth will vote for McGevern.\nThere is about an even chance that non-college youth will vote for us.\nIf the youth registration drive begins to be pushed by McGovern\nforces, every effort should be made to get them to direct that drive\nto non-college as well as college youth. As I understand it, our\nplan is to register youth selectively by finding out in advance which\nside they are on and then registering them. It is important that the\nquestion asked not be in partisan terms. Over half of all youths\nlist themselves as Independent rather than Republican or Democrat.\nConsequently, we should simply be asking the question of whether\nthe individual is for McGovern or Nixon and then registering those\nwho are for Nixon.\nOur youth registration should be strongly limited to key states to\nthe extent that that is practical, at least in the allocation of money\nand national resources. California is by a wide margin the first\n2\npriority here because of the much greater effect the youth\nvote will have. Also, we should concentrate on the big-state\nareas and the down-state areas of the target states where we\nmight pisk up support. Except for our token effort, concentrate\non nan-cellege, blue-collar youth among othnics and, of course,\nthese few who lean to our side because of their background in a\nRepublican family.\nThe whole youth effort should be one that gets across the idea\nthat youth will not be overwhelmingly in McGovern's pocket,\nthat we have in the antion very substantial support among younger\nvoters, and that we are going to get more as they learn what the\nissues are.
