One factor that we ought to be considering for 1972 is the
effect that the women's lib movement has upon the public.
Is this a negative thing or is it something that the public
is basically in sympathy with? We might want to slip some
questions in on one of our polls when we find that we are
light. Will you please work up some appropriate questions?
Also, I know there is quite a bit of information currently
available on the women's lib movement. Would you please
put together a summary of what the general public attitude
is toward this movement now based on any of the available
data.

personnel book by Roger Ailes and Herb Klein. They
both probably would have some excellent suggestions.
You also might want to run the key national leaders and
key men in key states' list by Finch and Rumsfeld and
also the Attorney General. Also, the other area could
stand a bit of staffing.
If you concur with these recommendations, I will make
sure they are handled and have the final list to you
prior to departure for California.
Note Tab C of Enclosure 3. You should probably pull
it out and cover it separately with the President when
Colson sends over the list of ten columnists which should
be today.

I discussed your memo on Gallup, Harris and ORC sample
techniques with Haldeman. This is not exactly what he
was looking for and I must apologize because I did not under-
stand his original instructions either. Therefore, we will try
again. What he is looking for is the difference that Gallup,
Harris, and ORC use in doing their trial heat studies. For
example, do all of them include 18 year- olds, the Harris factor
with regard to Black votes, are minorities included in the same
proportion, etc.
As you know, up until the last poll Gallup had a screening
question that substantially reduced the number of people that
were included in the final answer. Apparently Gallup is no
longer doing this now.
This is the sort of analysis we are looking for. Obviously the
information about how the sample units are selected are of some
interest but is only important if it represents a difference.
Since this apparently is not the case, it really is not worth
mentioning.
Having made these points, will you please take another stab at
it; if you are still not clear, let's talk about it.

I have attached some information with regard to some
of the things that Reagan and the GOP units out here in
California have done to denounce McCloskey.
Obviously much more work needs to be done here in
light of McCloskey's announced candidacy.
I have heard some people mention here in California that
a recall movement is underway in McCloskey's district.
I don't know if this is true or not, but it might be an
effective start.
It is my understanding that you are talking to Colson
about this matter. Obvioubly we need to get something
going quickly.

I am wondering if there isn't something you and Chapin
might want to get together and explore with Derge with
regard to our Bolling operation and how it should affect
our visits, particularly to key states.
It would be good for example, to know where the particular
issueswwere volatile in certain areas of key states and also
it might be helpful to know where in states it might be best
to visit by taking a look at some of our polling figures.
For example, if there is a high concentration of independence
in one part of a key state it might be more valuable to visit
that section than an area that is highly partisan.
This sort of thing may not make any difference in the tele-
vision age, but it might be something worth exploring just
to make sure.

On the CBS Morning News last week, Congressman Pete McCloskey
said that his stand against the President had not hurt his relations
with members of the White House staff.
I don't know who knows McCloskey best (I have heard Ehrlichman
does). If there is a close relationship, it seems to me that an effort
should be made to either get him off his present campaign and, if
that fails, then freeze him out completely.
It is relatively easy under conditions today for any candidate to
develop an insurgent movement within any President's party any
time. McCloskey has gotten a good jump on this and we should not
dismiss him lightly. He could begin a serious movement and, even
if it only attracted 10-15% - there are that many malcontents in the
Republican Party - it could become a serious problem. I don't think
the Vice President or anyone of national stature should attack him;
rather we are trying some low key guerrilla warfare in his own
district.
The only point of this memo is that I think the McCloskey situation
should be taken seriously. If his relations with the staff have not been
hurt and, if there are some friends here, then we should make an
effort to get him back on the track quickly. If that fails he should be
given the complete cold-shoulder quietly. The point is that we
shouldn't continue going along just as if nothing had happened.
