HIGBY You were going to check on whether or not Harris did a poll on Muskie in 1968 about the strengths and weeknesses of the man as he did on Nixon and Muskie this year. Will you please let me know if he did have one that we might use for comparative purposes. Thank you. LH:kb are March 16, 1971 MEMORANDUM FOR: DR. DAVID DERGE FROM: L. HIGBY One factor that we ought to be considering for 1972 is the effect that the women's lib movement has upon the public. Is this a negative thing or is it something that the public is basically in sympathy with? We might want to slip some questions in on one of our polls when we find that we are light. Will you please work up some appropriate questions? Also, I know there is quite a bit of information currently available on the women's lib movement. Would you please put together a summary of what the general public attitude is toward this movement now based on any of the available data. Thank you. bcc: Dwight Chapin LH:kb LYE March 23, 1971 Dear Bill: I want to thank you for your invitation to attend the victory celebration following the final game of the NCAA Finals in Hous- ton on March 27. Unfortunately we will be unable to attend but wanted you to know how much we appreciated the invitation. Here's to another NCAA championship. With best personal regards, Sincerely, Lawrence M. Higby Administrative Assistant to H. R. Haldeman Mr. William C. Farrer UCLA Alumni Association 405 Hilgard Avenue Los Angeles, California 90024 LH:kb rse March 29, 1971 MEMORANDUM FOR: H. R. HALDEMAN FROM: L. HIGBY Mr. Bourne called to invite you to speak before the Republican Associates here in town at any date in the future at your convenience. It was his thought that you might want to speak some time when you are out here with the President during one of the upcoming trips. He suggested that you might want to speak on the topic of "An Administrative Day at the White House". He also asked that I extend to you his best regards. Do you wish to speak sometime in the future, or should we turn this off completely? Speak sometime in the future Forget it I don't know what, if any, the influence of this group is, but if it is a key-level, high influential group, it may be worth a brief talk at some noontime while you are out here. LH:kb March 22, 1971 MEMORANDUM FOR : H. R. HALDEMAN FROM: L. HIGBY They are now proposing that Dewey Bartlet be selected for a co-chairman for the Government Reorganization Citizens Committee. There is no problem with this except the fact that Bartlet will run against Wilkinson in '72, if Wilkinson decides to run. Before proceeding, the group wanted to check to make sure that this presented no problems for us. Yes, it does present problems No, proceed to have Bartlet appointed LH:kb March 19, 1971 MEMORANDUM FOR: H. R. HALDEMAN FROM: L. HIGBY SUBJECT: Berta's Papers I have checked with the appropriate people at Labor and they are sending over some additional papers that you need to fill out on Berta due to the recent law change. I don't have full information on this yet, but as soon as I do, will forward it to you. LH:kb March 18, 1971 MEMORANDUM FOR: H. R. HALDEMAN FROM: L. HIGBY It might be worth your while to run the key television personnel book by Roger Ailes and Herb Klein. They both probably would have some excellent suggestions. You also might want to run the key national leaders and key men in key states' list by Finch and Rumsfeld and also the Attorney General. Also, the other area could stand a bit of staffing. If you concur with these recommendations, I will make sure they are handled and have the final list to you prior to departure for California. Note Tab C of Enclosure 3. You should probably pull it out and cover it separately with the President when Colson sends over the list of ten columnists which should be today. ESN Attachments LH:pm March 12, 1971 MEMORANDUM FOR H. R. HALDEMAN FROM : L. HIGBY Chuck Colson checked with Harris yesterday on whether they had done a 1968 poll on Muskie's strengths and weak- nesses for comparative purposes with the one in your desk -- they didn't have it. LH:pm March 11, 1971 MEMORANDUM FOR H. R. HALDEMAN FROM : L. HIGBY While on the helicopter you may want to discuss with the Attorney General his conclusion re: Governor Whitcomb and the Indiana situation. He indicated to you in his conversation yesterday that he would be checking this situation with some of his contacts. LH:pm Pac March 5, 1971 MEMORANDUM FOR: H. R. HALDEMAN G FROM: GORDON STRACHAN Attached is a two-page summary of a detailed analysis of the farm vote in 1970. Colson acquired the study, by the National Educational Institute for Agriculture. Khachigian from Magruder's Staff has been reviewing the Department of Agriculture and will prepare a separate analysis of the detailed findings. March 24, 1971 MEMORANDUM FOR : PAT McKEE FROM: L. HIGBY Make a note of this gentleman's name - Mr. Sinicorpia LA 6 3077 --the brick man - the man I will use to build my planter. LH:pm 1014 March 5, 1971 Dear Governor and Mrs. Ray: Just a short note to thank you for the very attractive Sheaffer pen and pencil set. I appreciate your thoughtfulness and am sure that I will enjoy this very useful gift. Sincerely, Lawrence M. Higby Administrative Assistant to H. R. Haldeman Honorable and Mrs. Robert D. Ray Governor of Iowa Des Moines, Iowa LH:pm March 12, 1971 Dear Christine, Gordon reports that you are not feeling quite up to par this week. Hope it is just a temporary situation, although, I imagine you won't have much to be happy about this week with SCs anticipated loss! Anyway, Dolores and I thought you might enjoy the enclosed picture that we imagine is pretty close to your heart. Kind of a nice reminder of a wonderful time. Incidentally, I have also sent a copy to your Dad. Get well quick. Larry and Dolores Mrs. Gordon Strachan 1 Snow's Court Washington, D.C. 20037 Enclosure March 30, 1971 MEMORANDUM FOR: GORDON STRACHAN FROM: L. HIGBY I discussed your memo on Gallup, Harris and ORC sample techniques with Haldeman. This is not exactly what he was looking for and I must apologize because I did not under- stand his original instructions either. Therefore, we will try again. What he is looking for is the difference that Gallup, Harris, and ORC use in doing their trial heat studies. For example, do all of them include 18 year- olds, the Harris factor with regard to Black votes, are minorities included in the same proportion, etc. As you know, up until the last poll Gallup had a screening question that substantially reduced the number of people that were included in the final answer. Apparently Gallup is no longer doing this now. This is the sort of analysis we are looking for. Obviously the information about how the sample units are selected are of some interest but is only important if it represents a difference. Since this apparently is not the case, it really is not worth mentioning. Having made these points, will you please take another stab at it; if you are still not clear, let's talk about it. LH:kb March 30, 1971 MEMORANDUM FOR: GORDON STRACHAN FROM: L. HIGBY I have attached some information with regard to some of the things that Reagan and the GOP units out here in California have done to denounce McCloskey. Obviously much more work needs to be done here in light of McCloskey's announced candidacy. I have heard some people mention here in California that a recall movement is underway in McCloskey's district. I don't know if this is true or not, but it might be an effective start. It is my understanding that you are talking to Colson about this matter. Obvioubly we need to get something going quickly. Attachment LH:kb March 29, 1971 MEMORANDUM FOR: GORDON STRACHAN FROM: L. HIGBY I am wondering if there isn't something you and Chapin might want to get together and explore with Derge with regard to our Bolling operation and how it should affect our visits, particularly to key states. It would be good for example, to know where the particular issueswwere volatile in certain areas of key states and also it might be helpful to know where in states it might be best to visit by taking a look at some of our polling figures. For example, if there is a high concentration of independence in one part of a key state it might be more valuable to visit that section than an area that is highly partisan. This sort of thing may not make any difference in the tele- vision age, but it might be something worth exploring just to make sure. LH:kb March 26, 1971 DETERMINED TO BE AN ADMINISTRATIVE MARKING E.O. 12065, Section 6-102 By B.Joyner NARS, Dat 3-22-82 CONFIDENTI /EYES ONLY MEMORANDUM FOR: GORDON STRACHAN " FROM: LARRY HIGBY To RN re units memore' I thought you would be interested in the attached. Understand that this should not be seen by anyone else nor should you show it to anyone else. Thank you. LH:kh DETERMINED TO BE AN ADMINISTRATIVE MARKING March 9, 1971 By EYES ONLY MEMORANDUM FOR: BILL TIMMONS FROM: L. HIGBY I think we talked about the attached situation sometime last week. What's happening here and what answer do you feel we should give Colson. Attachment LH:kb THE WHITE HOUSE WASHINGTON March 8, 1971 MEMORANDUM FOR: H.R. HALDEMAN FROM: CHARLES W. COLSON On the CBS Morning News last week, Congressman Pete McCloskey said that his stand against the President had not hurt his relations with members of the White House staff. I don't know who knows McCloskey best (I have heard Ehrlichman does). If there is a close relationship, it seems to me that an effort should be made to either get him off his present campaign and, if that fails, then freeze him out completely. It is relatively easy under conditions today for any candidate to develop an insurgent movement within any President's party any time. McCloskey has gotten a good jump on this and we should not dismiss him lightly. He could begin a serious movement and, even if it only attracted 10-15% - there are that many malcontents in the Republican Party - it could become a serious problem. I don't think the Vice President or anyone of national stature should attack him; rather we are trying some low key guerrilla warfare in his own district. The only point of this memo is that I think the McCloskey situation should be taken seriously. If his relations with the staff have not been hurt and, if there are some friends here, then we should make an effort to get him back on the track quickly. If that fails he should be given the complete cold-shoulder quietly. The point is that we shouldn't continue going along just as if nothing had happened. CC: John Ehrlichman
