HIGBY\nSUBJECT :\nBerta's Immigrant Visa\nI have listed below the instructions Berta must follow in order\nto obtain her visa.\n1. Berta must fill out the attached application for a\nsocial security card. She should do this immediately.\n2. She should complete Form DSL-869. To do this she\nmust:\n(a) Obtain her birth certificate\n(b) Obtain a passport. She can do this by going\nto the Mexican Embassy here in Washington and\ntalking with Mr. Rafael Reyes Spindola. He is\nlocated at the Mexican Embassy and his number\nis 234-6000, Ext. 36. I have talked to him and\nhe is expecting Berta to come in to apply for a\npassport. He will be happy to help her with any\nother questions she has.\nIn addition to bringing her birth certificate, she should\nbring four pictures plus some other credential proving\nwho she is.\n(c) She needs to get police certificate from every place\nthat she lived since she was 16. You will note the\nspecial instruction with regard to the California police\ncertificate. In order to get a certificate from California\nshe must go to the United States Immigration Service\nhere in Washington and get finger printed. She should\nmail a copy of her finger prints plus $3.10 as a money\norder payable to the California Dept. of Justice. This\nshould be mailed to Chief, Criminal Identification and\nInvestigation, P.O. Box 1859, Sacramento, California.\n2\n(d) The rest of the instructions on Form DSL-869\nare fairly obvious. In addition, she should complete\nForm FS-497A and read all the material attached.\nI'm sorry for the delay in this whole project. As soon as she has\ncompleted these materials and requirements, she should forward\neverything to me and I, in turn, will make sure that the State Dept.\nhandles this in an expeditious manner.\nLH:pm"
