HIGBY It is my understanding that you are going to put together a report as to whether any network commentator used the word "record" in describing the write-in that Vice President Agnew received in New Hampshire. HIGBY SUBJECT: Four Leaf Clovers Bob asked me to inform you that a gentleman named Garrity (the way he was talking, I assumed you would know who he meant) has agreed to give us a couple of thousand four leaf clovers in gold plate with the appropriate engraving on it to use either as office give aways or to send to people. Bob asked that you put a plan together recommending the use of these. I have attached one. As you can see, they are a very nice paperweight and could be used, in Bob's opinion, to send to Nixon State Chairmen, Women's Chairman, Men's Chairman, and so forth, with a note from Frank Dale saying, "The President appreciates the work that you are doing in the campaign of 1972 and wanted you to have this momento as a token of good luck as we start out on this venture." or something of that sort. Bob feels the engraving then on the fron should say "Good Luck from" and the Presidential signature. He asked that you consider this idea along with any others you might have as a result of talking to Magruder, etc., and get a plan back into him by the end of the week. LH:kmt Thank you. HIGBY SUBJECT: Surrogate Advancing Rather than Bob setting up a meeting with Jeb Magruder, he would like you to take a stab at working out the problem surrounding surrogate advancing, and other advance arrange- ments for the Committee. You should meet with Magruder saying that Bob is aware of this problem and asked that you work it out. He suggests that it be done along the following guidelines: 1) We don't want to run the Committee Advance operation. We want to get a good man in there who will work with us, is trained in our methods and will use our advance men. 2) He questions whether or not there might be a reluctance on Ron's part to use some of Malek's recruits. The surrogate advance operation should be an excellent oppor- tunity to train some of the new recruits who we will be relying on for doing advance work in the upcoming campaign and we should rely as much or more on these men than on 68 advance men as Ron has suggested. 3) If the Committee, is in fact, using the White House name, this is to be stopped immediately; and if we have some specific examples of cases of where this has taken place, Bob would like to be made aware of them. 2 POLE If, after you meet with Magruder, it is your feeling that the problem cannot be resolved, he wants to know so that he can proceed to meet with Mitchell. LH:kmt THE VICE PRESIDENT WASHINGTON March 16, 1972 Eyes Only MEMORANDUM FOR THE PRESIDENT The course you take during the second Nixon Administration will largely determine Republican political prospects for years to come. The GOP Presidential candidate in 1976 should be in a position to run on a platform anchored to the achievements of the Nixon years. Thus, the policies and programs we now develop should deal with problems in a manner consistent with our own beliefs and the wishes of those who elected us and who we look to for continued support. If we view ourselves as more than mere administrative caretakers, we should do everything we can to build the foundations for Republican victories in 1976 and 1980 as well as in 1972. To do this, we should seek programs that will hold our present political support while expanding our appeal among people likely to move toward our Party during the next few years. There has been a tendency during the course of the last three years to accept and embrace the programs and policies of former administrations. Though understandable, this tendency has had unfortunate political consequences. It has forced us to take the heat in the poverty area for example -- for the inadequacies of programs we neither designed nor approved. And more importantly, many of these programs - - designed and run by Democrats -- appeal primarily to a segment of the Democrat Party we have little chance of reaching. Unkind critics have referred to our domestic effort as "The Great Society plus 10%. 11 The President 2 March 16, 1972 During the next four or five years, we should step up our effort both to gain control of the Federal bureaucracy and to redirect governmental programs in a way designed to increase our future political strength. This should involve the following: 1. A stepped up war on anti-Republicans in government. A President has a right to a loyal bureaucratic establishment -- something we have yet to enjoy. 2. A concerted effort to build and train a Republican political and administrative elite which will cut across racial and other lines. This does not seem to be consciously being done at this time. For example, Republican blacks with leadership ability should be sought out and helped wherever and whenever possible. 3. An increased appreciation of the demographic make-up of the emerging electorate. Commentators over- emphasize the importance of "the young, the black and the poor. 11 These groups will not dominate the electorate at any time in the foreseeable future. High profile programs directed solely at these groups are likely to alienate more important segments of the population without increasing our support among these groups themselves. This is not to say that we can or should ignore their problems, but merely that we should avoid focusing most of our efforts and programs on them. Our actions -- especially over an eight-year period -- will create an atmosphere that will eventually turn some members of these groups in our direction without losses elsewhere. 4. Republican gains are already being made among blue collar workers, Catholics and Southerners. These groups are important and should receive our continued attention. They may well provide the base for a continuing Republican majority in the years ahead. The President 3 March 16, 1972 5. The cultural and academic climate in this country continues to be hostile to Republicans. In the past, we have tried to appeal to the existing academic and intellectual elite; in the future we should work to change it. Republican academics and artists should be sought out and honored. The next generation of experts should be dedicated to Republican principles. 6. An appreciation of the changing interests and concerns of the American electorate. The economic concerns that have dominated American politics for the last few decades are giving way -- at least during periods of relative prosperity -- to concerns about taxation, the environment, privacy and the quality of life with which we must come to grips. These steps can and should be taken during the course of the next few years. We should begin immediately and make detailed plans to be put into effect as soon after the fall elections as possible. The point would be to challenge them before they have an opportunity to challenge us. LH:kb March 30, 1972 ADMINISTRATIVELY CONFIDENTIAL MEMORANDUM FOR: H. R. HALDEMAN FROM: L. HIGBY SUBJECT: Personnel Requirements for the Advance Office Attached is Dwight Chapin's specific plan for personnel requirements for the Advance Office. It is a plan that is phased over the next several months to increase the total number of advance people available from the present level of 4 advancemen, in addition to Walker, Schrauth and three secre- taries, to 13 advancemen, two Tour Desk assistants and 7 secretaries. Bruce and I have discussed this and it would appear that the plan is based on the premise of a substantial increase in Presidential travel over the next several months. At this point in time, however, it is only necessary for you to approve a few items and I would suggest that you do just this, holding off on adding any additional personnel until we see how travel re- quirements increase over the next several months. Bruce concurs with this and Chapin even mentions it at a few points in the memo. For now, you should approve the addition of: 1. The transfer of Allen Hall (on detail) to the Advance Office from Dave Parker's office. Approve Disapprove 2. The full-time assignment (on detail from HUD) of John Gartland to the Advance Office to handle the First Family. Approve Disapprove 3. The addition of one full-time Lead Advanceman to be hired by an agency or department on detail to the White House on a full-time basis. Approve Disapprove 4. All other decisions should be postponed pending the current reorganization that you have going on and the President's own decisions about future travel plans. Kehrli should indicate this to Chapin. Approve Disapprove LH:kmt March 10, 1972 ADMINISTRATIVELY CONFIDENTIAL MEMORANDUM FOR: H. R. HALDEMAN FROM: L. HIGBY SUBJECT: Lasky Situation Attached is a memorandum from Bill Safire plus his cut version of the Lasky book. It is now ready for your approval. In addition, Lasky has talked to Jack Drown who in turn has approached Bantam books on Lasky's behalf asking them to publish this book. They have agreed to do so, providing they receive a $30,000 guarantee. Lasky reports that Drown will be happy to act for the front for this guarantee, providing someone will put up the money. Colson now needs your approval to go out and get the $30, 000 from what will obviously have to be campaign sources. His office emphasizes the fact that $30,000 is a guarantee for approximately 10, 000 copies, and in all likelihood we won't have to pay anywhere that in reality. Approve Colson raising the money -- after notifying Mitchell Yes No In addition, Colson now says he needs approval to go out and tap once again campaign sources to get Lasky back on retainer. When we went through this issue once before, Colson indicated be would take care of this, but in fact, all he has done is set up Baroody to act as a middle-man in handling this situation and he still needs a money supply for Lasky's $1,500 a month. We have committed to do this, so Colson is now seeking your formal approval to be a fund raiser in this particular effort. He will probably approach Mulcahy, Clem Stone or one of our other large contributors on this. 2 Based on your decisions on this memo, I will telephone them to Colson. None of this transaction will take place in writing. Attachment LH:kb March 7, 1972 MEMORANDUM FOR H.R. HALDEMAN FROM : L. HIGBY Chuck Colson called to report that he had talked with the President last night and the President raised the following subjects: 1. Did we have a write-in campaign going in New Hampshire to get Democrats to write in RN. Colson said he didn't know but he would check. The President said that Colson should report to you what he found out. Colson found out that there was no write-in effort going. He had told the AG that the President had requested this a month ago but Colson guesses the AG decided it shouldn't be done. 2. The President then raised the question of whether or not we had white-in efforts going in Florida and Wisconsin. Colson checked on these and finds that we can't have write-ins in Florida, and that in Wisconsin you can't write in but you can cross over. He indicates, however that we probably don't want Democrats for Nixon crossing over, but voting for candidates that will hurt the Muskie vote. 3. The President said he told you that he wanted write-in efforts on behalf of Democrats for Nixon in every state. Is there something that should be done here? The President also indicated to Colson that he wanted to see Sidlinger today when Sidlinger was in seeing Colson. Colsm said he would work this out with Parker. LH:pm March 7, 1972 MEMO FOR: DR. HIGBY Jeff Meyers, a friddd of mine who you placed over at the Patent Office says that the office has been flooded with solicitation letters from the Democratic National Committee. He has discovered also that the Commerce Department is receiving them. They come in a plain envelope with an article from the Washington Post asking for money. I don't know if there is anything you can, or want to do to turn these off, I imagine they are going to other departments too, but it might be worth checking into.
