FROM:

SUBJECT:
Campaign Kick-Off Meeting
in San Clemente
Bob asked me to pass on to you the fact that there is great
interest in having some sort of a Campaign kick-off meeting
in San Clemente in September. Basically this would be similar
to what Eisenhower did in Gettysburg and probably run over a
two day period. The idea would be to go out there and set up
tents and have private meetings and group meetings with the big
wheels, opportunities for pictures with candidates, talks with
State Chairmen, National Committeemen, candidate pep talks,
etc.
He has discussed this with John Mitchell and Mitchell isworking
out some of the details and will be getting back to Haldeman with
a plan.
Bob asked that you have someone get a survey of the available
facilities out there. Fosrexample, the field on the President's
property needs to be leveled and grass probably planted on it or
something so we can put up a tent out there to accomodate a lot
of people, to see what can be done there and what needs to be
done there to get ready for it.

Campaign Kick-off Meeting

Bob asked me pass on to you the fact that the President is very
interested in having a Campaign kick-off meeting in San Clemente
in September. Basically this would be similar to what Ike did in
Getty sburg and probably run over a two-day period. It would be
held after Labor Day, there would be private meetings with the
big wheels, opportunities for pictures with the candidates, a large
banquet or two to be held outside in a tent on the property, etc.
The thought would be for perhaps the people to stay in San Diego
and then come up for specific events, candidate pep talks, State
Chairmen events, National Committeemen events, etc.
He has discussed this with John Mitchell and John Mitchell is
working out details and will be getting a plan back in to him.
Bob asked that you check and get a survey of the availabileiés

MEMORANDUM FOR :
MR. MITCHELL
FROM :
H.R. HALDEMAN
The President had a further idea regarding the San Clemente
Mick-6ff Meeting.
His thought was that instead of giving the acceptance speech in
Miami at the Convention, he would delay it until September and
give it in San Diego at the Convention Hall in conjunction with
the Campaign Kick-Off.
He would, of course, go to the Convention Hall in Miami the
night he is nominated and speak informally as was suggested
in the television memorandum, but would say at the time that
he would withhold his formal acceptance address until the
San Clemente Kick-Off in September.
As you know, Bryan, Wilkie, and a number of other nominees
have delivered their acceptance address at a time considerably
later than the Convention. We'd have to find out if anybody who
has won an election has done so. There would be some obvious
advantages to this in getting us some major attention and tele-
vision coverage in early September when the audiences will be
bigger and the effect will be more productive to us.
Nothing should be done on this, of course, until Miami is locked,
but then we might announce it so that the Californians know that
this is what's coming. We could do it on the basis that the
President wants to make his acceptance speech in his home state
in September.
HRH:pm
ACTION PAPER - MITCHELL
After the move to Miami is set, we should make an announcement
that the President wants to have a Campaign Kick-Off Meeting of
all the campaign leaders and key candidates at his home in San Clemente,
This would be something along the lines that Eisenhower did in
Gettysburg. We'll set up tents and work it all out there.
The point, though, is to get the announcement out now so as to show
our interest in California at a time when they may feel we're looking
the other way.

We have done an area wide search for the Gant shirt you

conducted an area wide search of old shirts in stock in the
Washington area and found there were none.
Arthur Adler advises me the next best shirt is a sero,
but it is not perma press. They will be happy to send one
over if you so desire.
We do have Gant shirts with the Hugger cut attached.

Hobby situation. He said he would be seeing Mrs. Hobby when he
went to Texas this week and if you weren't able to do anything he
would try and work on her.

Vice Presidential Visit
to Polish Event
One more fact on the Vice Presidential visit to the Polish event
on May 7th --
Mitchell talked directly to the Fice President on this issue and
urged that he do it. The Vice President said that he was sorry
but that he couldn't unless the President wanted him to do it. He
said he would not turn down the President, if it was a Presidential
request. This is where the matter stands.
The question now becomes whether or not you want to raise this
with the President and make it, in fact, a Presidential request.

Speech Material for Mrs. Nixon
and the Girls
Per your request, I talked to Ray Price again on speech
materials for the girls and Mrs. Nixon about the importance
the President attached to this whole project. He indicated to
me that, after some difficulties that we all discussed a few
weeks ago, things have been going very well.
As a counter-check to this, I talked to Dave Parker to see
if he concurred in the fact that the girls were receiving
adequate material far enough in advance to have it useful.
He confirmed that this was the case and that we have installed
a dex machine in the Secret Service headquarters down in
Jacksonville to make sure that we have even better communica-
tion with Julie and are able to get materials to her on time.

Daily Political Meetings
In his memorandum to you, April 29, (attached) the President
raised with you the importance of meeting with the political
group and developing the strategies with regard to the key
Democratic candidates. This also raises once again the need
you have expressed to establish a daily political meeting.
I would be my recommendation that you begin this meeting as
soon as possible so that it is an operational fact, prior to the
departure for Russia. Also, the meeting could be a convenient
vehicle for making some long-term assignments that could be
worked on during the Russian period.
Three immediate issues come to mind:
1. Strategy for all key candidates -- The meeting would
comply with the President's request for our coordinated
strategies on McGovern, Humphrey and Kennedy.
2. Our stance on the key issues -- Ehrlichman, for the
past three weeks, I believe, was supposed to be developing
these, but so far nothing has come about. The meeting would
be a good vehicle to use to press Ehrlichman into action.

3. Political line -- The meeting could be used to set
the appropriate political line on the issues raised in
the morning News Summary that may be in doubt. It
would act as a guidance vehicle, a check on Colson,
and give Mitchell the feeling that this area is being
pulled together.
Per your earlier instruction, the participants in the meeting
would be Mitchell, Colson, Ehrlichman and MacGregor. If
this is still the case, I would suggest that you hold the first
meeting on Wednesday, May 3, immediately following the
8:15 a.m. staff meeting.
Gordon Strachan should sit in on these daily meetings as note-
taker (although I'd sure like to do so),

Bob wants us to work out a deal whereby the Committee is
paying for the girls any time they travel. The theory would
be if they traveled down here, they are traveling to consult
with the President. Will you please see mechanically how
this could be set up, what the problems would be and what
steps he would need to take to get this done. D on't do it,
just figure out what needs to be done.
Please let me know what's happening on the air travel by
tomorrow.
Thank you.
