HIGBY Attached is a copy of the letter Pat Buchanan and I received from Mr. Thomas Markey. He is the gentleman I talked to you about who is a senior law partner in one of the law firms here in Washington who is willing to give us two months of his time. I think he would be excellent for the task you discussed or possibly in one of the assignments Buchanan has indicated here. I also think you should consider him strongly for doing some work in the financial area, since he would be great talking with those sorts of people. Please let me know what you are planning to do on this one. If nothing appropriate can be worked out, we should let him know rather than letting him hang. Frankly, I'm sure you will be able to find an appropriate role for Mr. Markey. I've also attached a copy of my note referring the original letter to Malek. Harry Dent should call on Governor Wallace. We need to get an updated evaluation from him as to whether the President should make another visit to Wallace or a phone call to him or his wife. 2. Also, we should use Dent to get quietly to Governor Wallace that if he decides to go to the Democratic Convention, we will provide an airplane for his transportation that will give him the proper medical facilities. Let me emphasize that Dent should do this without fanfare and that there is no obligation on Governor Wallace's part. Dent should make it clear to Governor Wallace and his people that we don't want publicity on the airplane point. Also, you should talk to Dr. Lukash and he should be instructed to go by and extend the President's best wishes to Governor Wallace and also give us a solid reading on his condition. This, obviously, should be done this week, but should not be done on the same day as the above. June 25, 1972 ACTION PAPER Dent should call on Governor Wallace. HIGBY Bob needs, by Thursday evening, independent analyses by Teeter, Hallett, and Buchanan on the question of whether the '60 campaign was more effective than '68 in terms of a change in polls. One view has been advanced that the polls showed no change in status through the entire 1960 campaign whereas in '68 they showed a sub- stantial decline. The possible conclusion is that the '60 campaign was more effective and that there is a need to get out and do more along the lines of the '60 activities. Each one of them should be asked to address themselves to this question independently. If you feel that the best way to get this done is by a memo from Mr. Haldeman, prepare one immediately. June 25, 1972 ACTION MEMO We need an analysis of the question of whether the '60 campaign was more effective than '68 in terms of a change in the polls. One view has been advanced that the polls showed no change in status through the entire campaign of '60, whereas in '68 they showed a substantial decline. Also, what's happening on arrangements down there? Specifically, we need to make sure that Mrs. Haldeman and her party have tickets to everything. Also, we're probably going to have to get a driver for them so something should be worked out on this - maybe Collins could be the driver but we've got to find out what needs to be done here. LH:pm June 16, 1972 MEMORANDUM FOR : GORDON STRACHAN FROM I L. HIGBY Bob would like you to take a swing at doing a quantitative analysis of the Wallace thing. In other words, according to the law, Wallace does have the possibility of getting enough signatures to get himself on the ballot in several states between now and the various deadlines. But, realistically, his chances in most cases are probably pretty slim. Where does he have active efforts going to try to get on the ballot? What's the state by state evaluation of how he will succeed here? LH:pm June 15, 1972 ADMINISTRATIVELY CONFIDENTIAL MEMORANDUM FOR: GORDON STRACHAN FROM: L. HIGBY What's happening with Summer Interns? Also, I need to know the complete situation on the Convention. When are our plans going to be in since it is now a little more than a month away? I would guess the planning would fall into two areas. 1. General arrangements to be made that Haldeman will have a somewhat passive interest in and 2. What the program is going to be that will appear on television that Bob will have a very definite interest in. Where do we stand on these and when can he see them? HIGBY SUBJECT: Jeb Magruder just called me saying that Dave Maxie wanted to do an article for LIFE magazine on the Nixon Campaign. He went through the usual rigamarole about how Dave is friendly to us, is a good guy, and will do a good story. He wants to do it after the Convention. The article would primarily focus on the Campaign and not on the White House. He would, however, like one picture of Haldeman, the President, and Mitchell doing something, and then maybe a couple of pictures of the other White House politicals, i.e., Dent, Colson, and Strachan. What Magruder wants first of all, is Haldeman's opinion on this, and secondly a feeling as to timing. It is Jeb's feeling that the article shouldn't run until after the Convention. This is something you should be handling, not me. Would you get together with Chapin, et al, and figure out what we ought to do on this and get a plan in for approval to Bob.
