HIGBY Bob indicated that we need to get the line out that shoots down the myth Kevin Phillips and others are building that the Presi- dent hasn't done anything for the Congressional candidates to help them win with his big majority. Actually, the President has done more than possibly any Presidential candidate in history for the Congressional candi- dates running with him. First is the position he's built for himself way, way, ahead of his party -- which enables the candidates to tie to the President and his accomplishments and rise above the level of the party registration in their indivi- dual states or districts. Beyond that, in terms of specifics, the President has had 338 pictures taken with Congressional incumbents and candidates and Senatorial incumbents and candidates for use in their campaign material. He has had thirteen television spots pre- pared with the various Senate candidates. He has prepared twenty radio tapes for candidates to use in their local campaigns. He has sent personal letters of endorsement to each of the candi- dates with permission for them to use these letters in any way they see fit in their campaigns. He has campaigned personally in a number of the states with key Senate races such as Georgia, Michigan, North Carolina, Rhode Island, Oklahoma, Kentucky, Texas, New Mexico, where it was felt that the Senate candidates needed the President's direct, personal support. 2 Some other statistics can probably be compiled to enhance this story. Once they are put together, Mitchell should work through Kevin Phillips directly. Also, a piece should be done for U.S. NEWS on this. It should also be supplied to MacGregor, Dole, and the Republican Campaign Committees so that we get this out. Another point that ought to be made is the channeling of contribu- tions under the new spending law, the President can't allocate funds from his own campaign to Congressional campaigns, but he can -- and has -- asked that donors direct their funds directly to specific candidates, We can't let the record stand the way it is. HIGBY SUBJECT : Colson Position as General Counsel of the RNC Colson in his conversation with me this morning mentioned one thing that needs to be covered with Bush is the fact that the President's desire is to have Colson serve as General Counsel for the RNC. HIGBY SUBJECT : Campaign Committee Head in the House Harlow had breakfast with Kuykendall this morning as I indicated to you that he would. Kuykendall indicated to him that he currently had the pledged support of Conable and Bud Brown. That he would be seeing Sam Devine shortly and expects to get his support and would be meeting with Ford today. Kuykendall also has the support of Congressman Robbins of New York whose man, Jack Cawkins, is the Executive Director of the House Campaign Committee. Kuykendall's argument to Ford will not be that he's trying to run against Wilson, but simply following up on the pledge that Wilson made last September to the California Delegation that this would be his last tour as Campaign Committee Head. He also will make the point to Ford that 106 of the 192 Republicans in the House have come in during the last four terms - that they are all young - and may force a change even if Wilson decides not to run. Harlow will be meeting this afternoon with Timmons and Dent on the Dole situation as well as the Leadership situations for the Campaign Committees and be calling me after that meeting. HIGBY Ken Clawson called with the figures on tomorrow's NEW YORK DAILY NEWS poll since the last poll was taken. This poll was an interview of 3,000 new people in the State of New York. The latest figures state-wide are 64-36. Areas of change include upstate cities that have gone from 58-42 to 50-50 in the Bronx, so they've gone with us being slightly down to an even 50-50. LH:kb November 4, 1972 MEMORANDUM FOR: BRUCE KERHLI FROM: L. HIGBY I need before I leave today the election night books. Bob wants to see how the charts have been worked out plus the fact sheet. Also, he wants you to prepare a complete book of some sort for Eddie Cox and David Eisenhower plus give them all the big detailed descriptions without anybodys name on them on how the election night cbllection system and data dystem is going to work. We want to get them out of the White House and working if possible over here or over at the Shorem. On a different subject, to confirm our conversation on the election night setup, the Library should now be set up for Haldeman. That means there should be a comfortable desk and some comfortable chairs over there. There should be a triple T.V. set up in the library plus one large color T.V. that can be worked by remote control. There should also be a T.V. installed in the outer office of the President's EOB office. LH:kb November 1, 1972 MEMORANDUM FOR: BRUCE KEHRLI FROM: L. HIGBY SUBJECT: Odds and Ends re: Election Night Activities Below is a list of things that needs to be taken care of for election night: 1. There should be a brown or green telephone set up in the Lincoln Sitting Room, the Queen's Sitting Room and the Library with the President's PL to Haldeman's office. This should be done Saturday while the family is out of town. 2. There should be all night mess service set up that evening. The food service should be simple, ile., steaks or something like that for dinner and soup, eggs, bacon sandwiches, etc., available throughout the evening. 3. Someone needs to be responsible for directing calls on a priority basis and making sure that phone calls are handled on that basis. The Boards need to be fully staffed and our office set up for priority service -- forget incoming calls. 4. There should be small television sets set up -- just single televisions -- in the Queen's Sitting Room and in the Library. los 2 5. We need someone else considering what we can do creatively election night, i.e., the tele- grams we're sending out, the way we're going to be handling phone calls, etc. 6. There was also supposed to be phone call recommendations for the President to call the hardest working volunteer, etc., for Sunday and Monday. Where are these? 7. We need a bus here that is able to take our people over to the Shorem Hotel when the President goes over, 8. We need to know who talks to callers who are calling in. For example, who besides Finch and Rose will be able to talk to people? How will the material be handled? 9. Are we only going to have Rose Mary Woods here to handle personal calls? Dole has called Haldeman and said he needs to meet with him urgently regarding his job and the general situation at the RNC. Apparently there is going to be a Committee Meeting or an Executive Committee Meeting very shortly and some decisions need to be made before this. I wish you'd figure out what we need to do here and what our strategy is and give me a report tomorrow. Apparently Armstrong and Evans are both planning on leaving. What do we want to do with Dole? Is now the time to tell him that we want to replace him, or what? Perhaps we want to get Mitchell involved. Give me your thoughts on this. It probably would be good to talk to Harry Dent and find out what the crucial decisions are revolving around the Executive Committee meeting so we know what kind of ground we are on here. LH:pm 188 TO BE DEX'D TO WASHINGTON November 14, 1972 MEMORANDUM FOR : GORDON STRACHAN FROM : L. HIGBY Would you please get together with the CIEP types and any of the other analysis-types. We need a complete analysis of the Republican vote and the Republican Party performance in the election. I realize some of this might be done in the Malek operation, but if we can break out this part and get it together now, it would be helpful. We lost a net of one Governor and a net of four state legislatures. This shows the total ineffectiveness of the Republican Party, at least at the lower level, Since these races were not effected by the Presidential status and it shows the Party was a terrible drag. We need a check as to whether we really made the effort to get all the Republicans out, or did we rely too much on Dole and the National Committee for this. I know you have some biases here on Malek and that Malek has some biases on the Committee, but I need your totally unbiased objective analysis of this situation. With only a 55% turnout, we should have won a huge Republican victory and it must have been a weak Republican effort that cut into this. This should be examined ruthlessly, with no excuses, because we need to know where the strengths and weaknesses are. If it is necessary, get together with whoever you feel would be appropriate in doing this, but let's make sure this is one of the best items we do. This should be handled by yourlacing a call directly to the Secretary of State for that state. I want the latest figures available for each state sent up to Camp David today please. HIGBY SUBJECT: Odds and Ends Per a discussion Bob and I had this morning, below is a list of things we need to get answers on as soon as possible: 1. Isn't there a later field poll than October? 2. What's the situation on the phone poll for Pennsylvania? Didn't we take a phone poll and a personal interview poll? 3. Isn't there a later DAILY NEWS poll, a later SWN-TIMES poll, and a later DETROIT NEWS poll? What's the date on these polls? 4. Also, please make sure that sheets Haldeman has written on in his poll book are never removed. Please consider this high priority and get this in today. Thanks. LH:kb
